What will I do in this position if hired?

In this Grants Management Specialist position, you will be responsible for financial management of BRIC grants. You will be performing final review of completed grant or cooperative agreements/awards and making appropriate adjustments. You will be performing post award management, including process grant closeout, monitoring and audits requirements.

Typical assignments include:

• Review grant application with respect to grants administration requirements; this includes review of the SF424 Application for Federal Assistance and required assurances, Management Costs and processing through FEMA GO
• Provide consultation to program partners and recipients with regard to the requirements of 2 CFR 200 and FEMA Grants Management Policy Manual (GMPM)
• Tracking quarterly expenditures of grants funds

• Serve as BRIC (Building Resilient Infrastructure and Communities) liaison to grantees and within FEMA.

• Conduct financial monitoring in accordance with FEMA GMPM and Grant Programs Directorate policy. This includes documenting allowability of cost determinations and coordinating with program on findings.
• Review grant applications for fiscal integrity; draft and approve award packages. Document application review decisions regarding, revision requests, and determinations of allowability and compliance with administration regulations and guidance in coordination with program.
• Conduct quarterly cash analysis and reconciliation; Review quarterly and final financial reports (SF-425) for compliance with terms and conditions of the grant award, confirmation that cost share or match has progress or is met and ensure that reports are submitted on time. Review quarterly and final performance reports and note areas of risk. Document analysis per GMPM requirements.
• Conduct financial system cross checks to verify accuracy of Final Federal Financial Report; ensure match has been met and there are no additional cash or cost adjustments necessary; document review of final financial report and system review in closeout workbook.
• Manage period of performance for grants including extension requests.
• Perform financial monitoring on selected recipients (state and tribe), remotely and through site visits to evaluate grants management procedures

(1) Troubleshoots, performs maintenance and major repairs on heavy-duty mobile equipment, combat, tactical and automotive vehicles. This may include self-propelled artillery, tracked cargo and personnel carriers, road graders, mobile cranes, front loaders, conveyors, bulldozers, power shovels, compressors, generators, tanks, tracked combat vehicles, sedans, buses, all terrain vehicles, trucks, semi trailers, forklifts, tractors, and accessory equipment. Assists in the resolution of problems encountered between scheduled or unscheduled production or priority requirements.

(4) Provides assistance to ensure that Modified Table of Organization and Equipment (MTO&E) or Table of Distribution and Allowances (TDA) reportable Line Item Numbers (LIN) are properly managed, reported and accounted for with respect to readiness reports, property accountability reports and system management. Based on guidance received from the supervisor or higher graded production controller, prioritizes resources to ensure the highest level of readiness in support of training and mobilization requirements of supported units. Works with other sections within the organization to ensure equipment readiness reports are correct and submitted in time to meet Department of the Army (DA) reporting suspense.

(5) Analyzes repair methods and recommends control procedures to ensure that accomplishment of programs meet priorities and deadlines established by higher authority or support activities. Coordinates with units and other support activities concerning the delivery, status of repair operations, and/or pick up of completed work orders.

(6) In the absence of the higher graded production controller, ensures that unit CL IX accounts are funded, budgeted, and executed to maximize readiness; and performs demand analysis on CL IX expenses to determine proper PLL stockage to sustain facility mission requirements.

(7) May provide day-to-day technical guidance to lower-graded personnel assisting in the maintenance production or maintenance management processes. Ensures necessary maintenance records are maintained and required reports are submitted to units and higher headquarters' in a timely manner.

(8) Performs other duties as assigned.

(1) Performs maintenance, troubleshooting, and major repair on heavy-duty mobile equipment, combat, tactical, and automotive vehicles. This may include self-propelled artillery, tracked cargo and personnel carriers, road graders, mobile cranes, front loaders, bulldozers, power shovels, tanks, tracked combat vehicles, all terrain vehicles, semi trailers, forklifts, tractors, and accessory equipment. Troubleshoots, repairs and/or overhauls, as a regular and recurring duty, a variety of the mechanically complex major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls, cross drive or similar multi-system transmissions and a variety of intricate fuel injection systems. Makes repairs and modifications to assemblies and components such as voltage regulators, generators/alternators, brake cylinders, etc., for use or placement in systems for which they were not specifically designed. Improvises work when standard procedures do not apply.

(2) Troubleshoots equipment with a variety of the mechanically complex major systems and diagnoses difficult performance problems and the cause of mechanical failures by means of visual and auditory checks, uses test equipment such as engine analyzers, compression testers, voltmeters, ohmmeters, pressure gauges and computer diagnostic tools. Utilizes embedded diagnostics in equipment and a wide variety of specialized original equipment manufacturer system analyzers in order to determine the exact nature or extent of repair. Determines what adjustments may be necessary to complete work orders, and whether any additional repairs other than those specified or indicated on the work order are necessary.

(3) Removes and disassembles engines and complex major assemblies, sub-assemblies, components, and fuel, hydraulic, and oil pressure systems. Makes the appropriate repairs, overhaul, or modifications in accordance with the proper repair specifications and procedures, and improvises repair techniques when standard procedures are not available. Reassembles engines and other systems, and adjusts, tests, and reinstalls in vehicles and equipment as necessary. Makes adjustments and repairs to electrical and suspension systems. Repairs equipment with a variety of interconnected systems to include state of the art electrical and electronic, fuel injection, interconnected gear reduction, multiple engine, and similarly complex systems. Improvises, substitutes, or alters components or parts to fit into systems for which the items were not specially designed or finds other ways to correct defects when existing methods and procedures do not give desired results.

(4) Independently performs repairs and maintenance functions with little or no supervision in remote locations. Provides technical guidance and specialized team leadership to lower grade employees within the team. Assists lower grade mechanics in performing major repair work on interconnected complex systems such as electrical, air and hydraulic systems, complex state of the art electrical and electronic systems that use specialized diagnostic equipment to identify problems, complex fuel injection systems and other similar complex systems. May provide Field and limited Sustainment maintenance at unit locations as part of a "contact team."

(5) Conducts readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs operational inspections and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc., and performs other preventive maintenance operations as required. Inspects supported equipment prior to use during Inactive Duty Training (IDT) and Annual Training (AT), to ensure that it is functioning properly. May inspect in-process repair work of lower graded repairer to ensure equipment is being repaired in accordance with pertinent requirements. May serve as a commodity inspector during Command Maintenance Management evaluations (COMET) or as a member of a Maintenance Assistance Instruction Team (MAIT). Instructs operator/crew in the maintenance of equipment and provides technical advice and assistance to supported units when requested.

(6) Performs electrical repairs on complex state of the art electrical and electronic systems requiring extensive training on specialized diagnostic equipment to identify problems.

(7) Assists in the maintenance of production reports and records, and makes recommendations to the supervisor. Plans, organizes, and performs technical analyses as required or assigned. Makes recommendations to the supervisor as to adjustments necessary to effectively, efficiently and economically accomplish the work and maximize production.

(8) Performs other duties as assigned.

(1) Supervises, instructs, and trains subordinates in the performance of work. Makes assignments, checks progress and adequacy of work, and determines need for changes in the office. Evaluates the analysis interpretations and conclusions developed by subordinates. Grants leave, hires new employees, and is responsible for the effective operation. Evaluates work performance of subordinates. Ensures equal opportunity for subordinates in the selection of participants for training, promotions, awards and recognition, and other career development opportunities.

(2) Directs, coordinates, and manages the material readiness program. Responsible for overall direction, coordination, and management of the surface equipment materiel readiness program and training of maintenance personnel. Provides quality assurance measures for state materiel readiness programs. Reviews reports for status of readiness.

(3) Serves as the surface maintenance course manager. Determines career development needs and coordinates with the Surface Maintenance Manager and the Budget Advisory Committee to program funds for full time support and unit maintenance personnel training/schools.

(4) Plans, develops, and manages the Maintenance Assistance and Instruction (MAIT) program to provide necessary training and development of unit personnel. Responsible for the development and presentation of class materials. Reviews training reports, staff visit reports, and inspection reports to determine areas of weakness in support of units/ activities.

(5) Develops and directs implementation of mission support plans for new weapon systems or equipment entering the state's inventory for their impact on the surface maintenance community. Determines the impact on maintenance facilities, training, special purpose tools and test equipment, budget, etc. Determines requirements; coordinates and manages new equipment training, displaced equipment training; and funding and/or maintenance training requirements. Coordinates full time support personnel training with the Human Resources Office. Coordinates training requirements with other staff sections.

(6) May serve as a member of the State Readiness Committee and as Chief of the MAIT.

(7) Performs other duties as assigned.
