Key Responsibilities:

The Deputy Chief People Officer (Deputy CPO) is a pivotal member of the People Directorates senior leadership team and will support the Chief People Officer in the overall leadership and management of the People directorate function. This will include leading the development and implementation of the People Strategy, enabling the Trusts to recruit, retain and develop the best workforce to deliver its goals and objectives and support high quality patient care. In addition, the Deputy CPO will ensure that key transactional people directorate functions deliver to our Clinical board and corporate areas, facilitating and enabling high levels of workforce engagement and performance to support delivery of the Trusts strategic and performance goals and its improvement priorities.The Deputy CPO has a wide-ranging and extensive portfolio including: Leading strategy and policy Overseeing governance, risk and performance indicators for the directorate Lead on communications and stakeholder management Manage the newly developing HRBP model/partners which will support clinical and corporate areas Strategic workforce planning. The Deputy CPO will support the CPO in providing support to members of the Executive team and the Trust Board in relation to strategic, sensitive and complex people issues. The postholder will deputise for the CPO as required, including general oversight of the other key functional areas.

RESPONSIBILITIES

• This position is for Office of Industry Engagement (OIE).
• Establish an industry engagement governance framework to support the University's engagements, including but not limited to engagement policies and processes, negotiation guidelines, cost-benefit analyses, etc.
• Lead the coordination and enhancement of partnership related processes, such as working with internal administrators such as legal, research and tech transfer office to review and manage partnership and tech commercialization processes.
• Lead the establishment of a university-wide key account and database management system through thorough review of the University's current account management practices while ensuring the requirements and needs of the Office are met.
• Develop strategies that can best enhance SMU's core competitive strengths and key value propositions to industry through close working relationships with all internal stakeholders.
• Lead, in collaboration with the Business Development team, industry fore-sighting and competitive landscape analyses to establish industry strategic priorities to recommend markets and sectors of interest to pursue.
• Formulate business and engagement strategies, to deliver innovative and creative partnership frameworks that broaden and deepen relationships and build strategic alliances that supports the goals of the University.
• Plan and organise regular internal stakeholders' updates to keep them abreast on the University's industry engagement priorities and developments.
• Oversee the reporting of OIE's annual budget and forecast review of OIE operations for OIE Director.
• Manage reporting to the University's senior management on Industry engagement activities for OIE Director. Management report will include updates, analysis, recommendations, project expectations, roadmaps, key deliverables, and quantifiable goals.
• Represent OIE, together or in lieu of the Director in high-level meetings, events, and official engagements.

QUALIFICATIONS

• At least a Bachelor's degree; postgraduate degree would be an advantage.
• At least 12 years of relevant work experience required.
• Prior experience in management strategy and policy roles would be an advantage.
• Seasoned in business management, strategy, and governance.
• Leadership experience in leading and managing new offices, initiatives, or policies.
• Excellent interpersonal skills with ability to network at all levels, across cultures and backgrounds.
• Strong knowledge and experience in the higher education industry sector.
• A proven track record in strategic planning.
• A strong understanding of national, regional, and global business growth trends and opportunities.
• Familiarity with other dimensions of industrial partnerships including intellectual property and technology transfer, government grants, grant and contract management, and philanthropic development.
• Outstanding written and communication skills, and a clear thinker and presenter.
• Possess creative problem-solving, multi-tasking and analytical abilities.
• Resourceful, independent worker and a team player, with strong collaborative and influencing skills that enables collaboration with a wide range of partners.

1. Strategic Planning and Implementation:

• Leverage upon research and worldwide scans to develop and execute an organisational excellence strategy aligned with the school's vision and goals
• Identify areas for improvement and implement initiatives to enhance efficiency and effectiveness

2. Strategic Performance Assessment:

• Develop methodologies to assess overall organisational excellence, for aspects of school’s focus
• Design a framework for gathering and analysing data from various school functions
• Create metrics that reflect progress in key areas, aligned with school priorities
• Synthesise data to provide insights into the school's performance in organisational excellence
• Present strategic reports with data-driven recommendations to senior leadership, with insights that inform strategic decision-making and resource allocation

3. Process Enhancement:

• Conduct internal and external benchmarking to identify best practices for reference
• Identify and evaluate key processes impacting organisational excellence
• Recommend innovative approaches to enhance overall effectiveness
• Facilitate cross-functional collaboration to address school-wide process challenges
• Develop metrics to measure impact of process improvements that will feedback to performance assessment of organisational excellence

4. Foster a Culture of Innovation:

• Develop strategies to embed innovation in the school's culture and practices
• Identify opportunities for innovative approaches to enhance organisational excellence

5. Change Leadership:

• Advise school leadership on the school's readiness for organisational changes, the potential barriers, and approaches to overcome them
• Support school leadership in developing change communication strategies
• Gather ongoing feedback during change implementation, informing continuous improvements

6. Resource Optimisation:

• Analyse and recommend strategies for optimisation of human, financial and physical resources required to support organizational excellence initiatives
• Collaborate with the Finance department to analyse the financial impact of excellence initiatives

Requirements

1. Education and Professional Qualifications:

• Bachelor’s degree in Business Administration, Organisational Development, Education Management, or a related field
• Minimum of 8-10 years of experience in leading organisational excellence, change management, or related roles, preferably with experience in the education sector
• Professional certifications in relevant areas such as Lean Six Sigma, Project Management, data analysis would be advantageous
