We are in the process of establishing long-term capability to deliver the New Hospital Programme - the 3rd largest programme on the Government’s Major Projects Portfolio enabling the delivery of NHS’s Health Infrastructure Plan.
The post holder willlead the provision of an efficient, effective andhigh quality procurementservicecapable of meeting allstatutory, regulatoryand NHS requirementsensuring alignment with the activity of the organisation.
The postholder will:
· Show an understanding of NHS, wider public procurement and commercial world
· Demonstrate experience of project managing complex procurement activities from initial planning to contract award
· Demonstrate substantial senior level experience in a complex programme management, procurement and supply chain environment.
· Possess knowledge of procurement strategy achieved through qualifications (CIPS/ Masters Level management course) and/or industry experience
· Have detailed knowledge and experience to assure and advise on practical application of public sector procurement guidelines and process, legislation and contract law.
· Be competent to develop contractual documentation for invitations to tender, ensuring appropriate legislation and that the appropriate terms and conditions are cross referenced.
The postholderwill:
· Work collaboratively to positively influence shareholder organisations and embed cultural change so that NHP objectives are delivered.
· Engage and operate effectively at senior stakeholder level.
· Maintain a network of relevant public and private sector contacts.
· Act as a key strategic link/lead for customer interface for their category
· Proactively engage, build and maintain excellent relationships with member trusts.
