The following are the duties of this position at the full working level.

• Accomplishes various analytical studies and/or projects to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.
• Prepares action plans and schedules for project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies.
• Conducts in-depth analyses of project data, requirements, and impact; identifies problem areas and determines how to resolve them.
• Performs complex operational reviews, prepares comprehensive program analyses/evaluations, and/or provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives.
• Prepares feasibility studies, directives, memoranda, policy statements, written guidelines and recommendations, oral and written presentations, and/or conducts briefings to communicate findings, advice and recommendations, implementation plans, directives, and guidelines to managers and executives.

This is a non-bargaining unit position.

• The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
• The duties may include, but are not limited to:
• Leading and working with a specialized team on the development, production, publication and distribution of the weekly Grain Transportation Report (GTR).
• Coordinating weekly production and distribution of the GTR in a timely fashion including: writing/reviewing;/collaborating with team on feature articles, highlights, and various tables/figures/graphs.
• Collecting and analyzing primary economic and market analysis data concerning U.S. bulk grain shipments and serving as a primary specialist in the Agency in the field of bulk grain transport.
• Developing and implementing new data collection sources, refining existing collection methods, and extending the distribution of data to parties who will receive the most market benefit.
• Updating information on the open-data visualization platform and introducing new information and presentation media.
• Serving as technical expert for agricultural transportation/related economic issues and concerns including analysis, stake holder inquiries, and regulatory representation.
• Initiating, formulating, planning, and executing numerous projects with other TSD team members throughout the year requiring research, collection, and analysis of a variety of economic data.
• Serving as main POC with other AMS programs, USDA agencies, universities, non-USDA government agencies, industry trade associations, and company representatives to obtain and share information.
• Active participant in trade shows, seminars, and conferences through participation and presentation of information promoting the activities of the Division and Transportation and Marketing Program.

This is a career ladder progression position; the duties described below are at the GS-12 level. If selected at a grade below GS-12, the incumbent will serve in a developmental capacity, wherein the work is less complex in nature and the supervisor, or a senior level employee provides specific instruction and guidance.

At the GS-12 grade level, the incumbent:

• Serve as regional leads for the provision of technical assistance and guidance to regional staff, grantees and other stakeholder groups on specific program activities and/or legislative initiatives.
• The review and analysis of State law, regulations and administrative procedures to determine compliance with legal requirements or the review and analysis of project plans and proposals to determine compliance with legal requirements and/or responsiveness to the needs of the customers.
• The incumbent will initiate affirmative action and conduct compliance, and quality reviews of registered apprenticeship programs, encouraging diversity in the use of apprenticeship, and recruiting candidates for apprenticeship.
• Selects successful methods and techniques used by other organizations, adapts, and extends such material to solve problems in similar situations.
• Contacts officials of other organizations to advise on problems and render technical assistance.
• The incumbent will make oral presentations, promoting apprenticeship and allied industrial training in industry on a statewide and local basis; to advise and provide technical assistance to industry, management, labor, and other groups concerned with economic development and employment and apprenticeship training within the regional, state or local area.
• The incumbent will identify trade and skilled apprenticeship occupations, develop on-the-job task analysis, establish wage schedules, and coordinate related classroom training.
• The incumbent analyzes legislation and develops program requirements, establishes and revises program policy and operating procedures, reviews plans and operations for conformity and compliance with program requirements, procedures and policies, provides technical assistance.
• Typically, the incumbent will facilitate the promotion and development of the national apprenticeship and training program, provide advice and assistance, exchange information, develop partnerships and linkages, with a variety of companies, organizations, education, government, state apprenticeship councils, one-stop, workforce development agencies, and special interest groups.

• Implements, coordinates, and/or oversees a variety of management programs and activities that support the processing of immigration and citizenship benefit requests.
• Designs, executes, and engages in specialized studies focused on key functions that enhance program improvement and innovation.
• Responsible for conducting analytical reviews to support document management operations by analyzing data, recommending actions, tracking expenditures, assisting with annual plan reviews, and addressing efficiency-related issues in program areas.
• Serves as a liaison between managers, supervisors, and staff across the agency, as well as with external stakeholders to effectively execute projects and programs, deliver technical assistance, and facilitate training initiatives.
• Plans, organizes, creates, and provides training for managers, supervisors, and analysts on all aspects of quality control and sampling for the assigned program areas, including requirements, analysis, reporting, forecasting, and maintenance.

• You will keep abreast of new developments in quality assurance, SUBSAFE, SOC, FBW field and take the initiative to develop better methods to assure a quality product or service.

• Collaborates with team members in the planning, development and implementation of Agency policies and operational procedures that have an agency wide impact.
• Leads, plans, or participates in associated special studies and workgroups to identify, evaluate and implement improvements of operational processes and procedures.
• Interprets and analyzes the impact of regulations and policies to ensure document management processes and operations are in compliance.
• Provides advice and assistance to management officials associated with procurement programs.
• Gather data, analyze findings, and prepare recommendations for implementation of alternative courses of action plans based on findings.
