Program Management (40%)The Voluntary Services Officer is responsible for planning and leading all philanthropic activities and programs within widely dispersed locations across the healthcare system, VA Administrations and State Veterans Homes. The incumbent is responsible for the proactive and agile utilization, to include the commitment and distribution of community resources in support of organizational goals, objectives and strategic priorities.

Collaborates with Department-level organizations, to include but not limited to the Secretary's Veterans Experience Office, the Center for Strategic Partnerships, and the VHA Office of Community Engagement to support national initiatives that involve community partnerships designed for execution at local facilities or in support of largescale national programs, providing evaluation and recommendations to further program impact and long-term success.

As the primary Volunteer Engagement Manager, the Voluntary Services Officer is responsible for upholding the national and international occupational standards established for the profession. This includes the strategic utilization of volunteers throughout the healthcare system, across Administrations and those assigned to community-based roles.

• Serves as the General Engineer working independently or as part of a team on multi-disciplined security equipment, programs, or facilities complexes, including constructional, mechanical, and electrical engineering expertise.
• Provides professional expertise and communicates verbally and in writing to senior leadership on standards, procedural guidelines, and directives as necessary and provides operational interface.
• Plans and implements a comprehensive security program for overseas activities that is directed towards the protection of personnel, facilities, and residences.
• Serves as a technical authority for department-wide RF communications systems, technical and physical security systems.
• Serves as the lead Engineer/Program Manager working independently or as part of a team on multi-disciplined security equipment, programs, or facilities complexes, including constructional, mechanical, and electrical engineering expertise.

As a Project Scheduling Specialist, you will:

• Maintain, update, and utilize the EFLHD PMIS (comprised of Oracle Primavera P6, Power BI, SharePoint and Microsoft Office applications) and project schedule information to assure that the division's projects stay on schedule and on budget.
• Review and analyze the output data of the scheduling system to determine and recommend revisions to individual project design processes to improve the efficiency of the allocation of resources.
• Work closely with the EFLHD project managers to instruct and assist them in the use of the scheduling software and to help them keep their projects on schedule. Attend project status meetings to assist project managers and others in explaining project schedules.
• Create resource (and cost) loaded schedules, resource histograms, resource bar charts, project bar charts, project update reports, and other reports as needed by project managers, management, and others.
• Develop, implement, and maintain a training program for PMIS users. Provide guidance to engineers and other users on how the project scheduling system can be used on highway design and construction projects.
