This Program Analyst position is located in Human Resources, Resource Management Office (RMO), Operations Management (OM), Security Operations (SO), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Provides research, technical support, and information systems assistance to staff. Advises staff on methods and techniques to identify data required for management and direction of programs.
• Assists in the development and implementation of training and instruction programs or activities to educate Agency personnel on assigned program(s). Develops instructional materials, handouts/guides, including technical information/specifications as appropriate, to support informational efforts.
• Monitors and responds to questions and inquiries about assigned program(s) from Agency personnel and external individuals and entities.
• Drafts detailed written policies or portions of policies, procedures, guidance and/or Standard Operating Procedures (SOPs) for assigned programs. The following are the duties of this position at the full working level.

• Serves as an advisor who provides technical and administrative guidance on complex privacy and disclosure issues. Also, develops Privacy-related policies for nationwide application to both internal and external customers.
• Performs analyses on efficiency and effectiveness using a wide range of qualitative and quantitative methods.
• Plans, develops, coordinates, and establishes operating methods and procedures for accomplishment of the privacy mission and implements the privacy program objectives to ensure guidance and procedures comply with all applicable Federal privacy legislation, regulations, OMB guidance, and IRS policies for integration of privacy as a foundation within the IRS systems. Meets with managers and senior analysts within the Service to articulate and assist in meeting the overall goals and objectives of the privacy program.
• Serves as liaison to internal and external customers to clarify and resolve complex issues. Provides guidance and advice on Privacy Act and laws ensuring compliance in these areas (for example, does content on a SharePoint site require a Privacy Impact Assessment). Plans and conducts educational training sessions on Privacy and eGovernment Acts requirements. Reviews and evaluates the agency privacy program requirements. Also, develops, implements, and maintains privacy policies and procedures.
• Evaluates the impact of any privacy and civil liberties legislation and regulations on the organization's activities.

The Management Analyst performs as a Contracting Officer's Representative for VA's Payment Oversight Program (POP) services contract.
