The incumbent shall serve as an Industrial Hygienist in the Safety Section within the Engineering Service of the Veterans Administration Boston Healthcare System (VHABHS). The incumbent's supervisor is the Safety Officer. In this capacity, the incumbent serves as the Industrial Hygienist at each campus and provides assistance to the Lead Industrial Hygienist.

• Performs various duties to assess work practices and environmental conditions for hazards to the health and safety of workers. The work is auxiliary to the Lead Industrial Hygienist. Duties include conducting studies, analyzing findings, and preparing various reports. Environmental conditions involve a variety of hazards (e.g. biological, chemical, physical, etc.). Assigned work sites may include industrial shops, production areas, laboratories, confined areas, patient care areas and outdoor work sites.
• Conducts surveys to identify and evaluate health hazards and potential health hazards. Surveys involve determining compliance with established occupational and environmental limits (ACGIH TL V, OSHA PEL, STEL, etc.), evaluating exposures and advising on control measures and changes in work procedures or schedules to comply with the established health requirements and to provide information for evaluation purposes. Conducting respirator fit testing where evaluation of health hazards or potential health hazards requires the use of this personal protective equipment. Conducts assessments of emergency eyewash and shower facilities and completes characterizations of confined spaces throughout the medical center.
• Performs sampling using standard methods and review of results to determine the nature and degree of toxic/hazardous material present in a variety of constituents (air, water, soil, etc.). Determines types of measurements to be made and methods to be used. Calibrates and adapts various kinds of equipment such as air sampling pumps, moisture meters, direct reading instrumentation, screening devices, noise survey instruments, quantitative and qualitative fit testing equipment, etc.
• Incumbent is responsible for review and approval of all hazardous materials for the VHABHS. This will be accomplished by using a chemical management system (3E) and its Chemical Approval Module. Chemical approvals are documented and tracked using Microsoft Excel. Incumbent will set up and maintain 3E including review, approval, upload and association of Safety Data Sheets (SDSs) for new products. Reports available through 3E will be utilized to make informed decisions regarding overall demand and current trends in consumer usage and to provide support data to the using service. This information may also be used to prepare and submit administrative rep01is.
• Incumbent is responsible to ensure that they conduct reconciliations occur at least twice per year to ensure that products associated with particular services (shops) are verified. Incumbent will also ensure storage of products are in accordance with guidelines and regulations. Assist services with storage and handling requirements relating to chemical compatibility, allowable storage quantities and requirements, rotation of products to reduce waste, etc.
• Incumbent reviews Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) regulations and Federal Drug Administration (FDA) reports, recall alerts/notifications to determine if any hazardous material supplies are in use that require removal. Prompt action will be taken on any hazardous products restricted by Boston VA Healthcare System and they will be immediately suspended from use and held in a separate area pending disposition instructions with consultation with the Green Environmental Systems (GEMS) Coordinator.

• As a journeyman, repairs, installs, remodels or alters doom, door fames and trim, all kinds of hardware, shelves, staging, furniture, floors, walls, toilet partitions, wall coverings and partitions.
• Erects partitions of metal studs and gypsum wallboard or prefabricated materials.
• As a journeyman, performs maintenance, repair, alterations and construction of exterior and interior surfaces and structures built of a variety of brick, block and stone and lays common and face brick, tile firebrick, glazed tile, ceramic tile, cinder and cement block, glass block, terra cotta and various artificial and natural stone to repair and construct such items as walls, walks, manholes, boilers and catch basins.

• Constructs all new space partitions using dry wall construction and/or masonry tile, as appropriate, and is responsible for delivery of a thoroughly finished product that matches the quality of the original hospital construction.
• Possesses thorough familiarity with accreditation and building code requirements and the ability to improvise when established methods are not practical.
• Interprets blueprints, drawings, building codes, practices and standards of the trade.

This position serves as the Privacy and Freedom of Information Act Officer in the VA Boston Healthcare System (VABHS) with a large and complex research program. The Privacy/FOIA Officer position reports directly to a member of the facility Triad (i.e ., Medical Center Director, Chief of Staff, or Associate/ Assistant Medical Center Director).

The Privacy/FOIA Officer contributes to the fulfillment of the VA mission and vision by planning, designing, implementing and maintaining appropriate and effective program, policies and procedures in VABHS. The incumbent fulfills the role of liaison with the facility staff by ensuring that information received is disseminated to the appropriate areas, that employees adhere to mandates from regulatory agencies, and that monitoring is conducted to ensure VA policies and procedures are being followed. In addition the Privacy/FOIA Officer promotes an awareness of privacy principles consistent with the mission, vision and values of the organization and those required by federal law.

The position is the first line supervisor of the Carpentry & Lock Shop staff and S/he would serve under the direct supervision of the Maintenance & Operation (M&O) Supervisor.

• The incumbent has full administrative control and supervision of the Carpentry & Lock Shop
  personnel and is responsible for the maintenance and repair of all buildings, planning and
  executing in-house construction and remodeling projects, contributes to project development
  and works with contractors performing work.

Medical Technologist (Ancillary Testing Coordinator), GS-12

Duties include but are not limited to the following description:

The incumbent is a qualified, experienced Medical Technologist who serves as the Ancillary Testing Coordinator for the Pathology and Laboratory Medicine Service. Ancillary testing is defined as laboratory testing or services within a VA Medical Center or its outreach functions at CBOCs that is performed outside the physical facilities of the main clinical laboratory. The incumbent develops and recommends policies and procedures for the procurement and service requirements for ancillary testing, including ensuring CLIA licenses are maintained in all sites. The incumbent serves as the technical advisor to all ancillary testing sites. • The ATC consults with the laboratory Director of clinical services to identify ancillary testing needs and to analyze emerging trends and technology and adopts appropriate methods, serving as a recognized technical expert to provide authoritative advice, training, troubleshooting, quality assessment and ancillary testing program consultation.
• The ATC develops technical bulletins, procedures, training materials and other program materials, ensuring accreditation and compliance with all regulatory agencies for patient testing, result reporting and proficiency testing including reports, monitors and continuous performance improvement initiatives.
• Acts as the technical supervisor for quality control, records control, proficiency testing, inspection and accreditation for ancillary testing on a hospital-wide basis and oversees the safe and accurate testing of outreach function patients in the clinic.
• Assesses data needed, designs data collection procedures, identifies quality assurance monitors and indicators, and reviews all data analyzed with the laboratory Director.
• Knowledge of the types of surveillance, ability to collect data necessary to monitor variables that affect quality of services, and skill in evaluation, interpreting and teaching others to use quality control procedures and implementing corrective actions.
• Knowledge of Federal, VHA and state laws, regulations, reference standards and medico legal responsibilities, and certifying and accrediting agency requirements in order to carry out the work in each ancillary testing site.
• Performs statistical analysis (variations, standard deviation, trend analysis) on quality control and quality assurance data collected to identify, document, and takes corrective action when needed.
• Serves as a member of the Ancillary Testing Committee. Implements and monitors protocols established in M-2, part VI, chapter 10, "Ancillary Testing", for quality control, quality assurance, proficiency testing, linearity, equipment maintenance, and user competency for all testing.
• Knowledge of laboratory information technology systems and inter-connectivity.
• Ensures that current mandatory hours of continuing education, training modules and additional education hours required by the facility are completed.
• In addition to assisting laboratory manager on various tasks, serves as first line acting supervisor.

Some of the duties and responsibilities of this position include (but are not limited to):

• Responsible for the operation of the Heat Extractor system, which produces tempered water for Boiler Plant use and reclaimed heat for the hospital's fresh air supply.
• Monitoring and responding to the alarms generated by the Energy Management Computer system.
• Overseeing the operation of the Base-Loop Fire Alarm System.
• Performing maintenance and periodic testing, including record keeping for a 150 KW emergency generator with automatic transfer switches.
• Supervising lower-graded Boiler Plant Operators.
• Planning, scheduling, and changing work assignments for subordinates as necessary.
• Determining material, equipment, maintenance needs and ensuring they are requested in a timely manner to assure un-interruption of critical operations.

The position leads a team comprised of Peer Specialists and may lead Without Compensation (WOC) peer support employees, within a common supervisory structure, to provide services, integrate processes, and meet goals of peer support service programming at the facility. As the leader of a team of peer support staff, the position facilitates, coordinates, coaches, and problem solve with the members of the peer support staff team. The position also acts as the recognized liaison to and from the peer support staff team and the supervisor. The work of the position enables the peer support provider team as a whole to deliver improved quality, quantity, and timely services to Veterans.
Duties include, but not limited to the following:

• Ensures that the organization's strategic plan, mission, vision, and values are communicated to the peer support staff they lead and integrated into the team's strategies, goals, objectives, work plans, products, and services.
• Articulates and communicates to the peer support staff they lead the assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review as well as the deadlines and time frames for completion. The position communicates the supervisor's instructions to the team.
• Coaches the peer support staff they lead in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of viable solutions.
• Maintains awareness of the status and progress of peer support staff's work and makes day-to-day adjustments to ensure their work aligns with program goals and processes.
• Leads the team in identifying, distributing, and balancing workload and tasks in accordance with established workflow, skill level and/or occupational specialization; makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensures that each team member has an integral role in developing the final team products and services.

• As necessary, handles crisis interventions for Veterans and addresses other emergent situations without the benefit of specific instructions.
• Informs Veterans about VA and community supports and resources, including how to effectively utilize them in the recovery and wellness process.
• Maintains a working knowledge of current trends and developments in holistic approaches in wellness and recovery by reading books, journals, and other relevant materials.

Selected Physician will serve the Veteran populations at both the Hyannis and New Bedford Community Based Outpatient Clinics (CBOCs), requiring travel between the two Facilities.

The Staff Physician (Family Medicine | Internal Medicine | Primary Care), is responsible for maintaining professional, technical and administrative knowledge, competencies and skills to provide effective, timely, quality responses to patients' health care needs. The Primary Care Physician is responsible for the Veterans enrolled in his/her PACT.

Responsible for the primary care of assigned patient panel across the continuum of care to include: comprehensive health assessment; case management; continuity and coordination of care; patient advocacy and compliance with chronic disease, prevention and utilization indicators. Specific duties include (but are not limited to):

• Comply with credentialing and privileging and required monitoring and evaluation criteria
• Must maintain high clinic standards that are carried into decision-making processes
• Continually strive to maintain and enhance teaching skills to effectively teach residents and students
• Comply with current standards for medical record documentation and resident /medical student supervision
• Expected to meet or exceed established Chronic Disease, Prevention and Utilization Indicators
• Provide appropriate care for Veterans ranging in age from 18 through the geriatric years, taking into consideration diagnosis and physical, psychosocial, spiritual and cultural needs.

This position is located within the Bedford VA Medical Center in Bedford, MA, performing law enforcement work for the preservation of peace and the prevention, detection, and investigation of crimes occurring on Department of Veterans Affairs (VA) controlled property.
