The duties and responsibilities for a Paralegal Specialist generally include, but are not limited to, the following:

• Work closely with attorneys to identify the type of assistance needed on cases.
• Provide legal support to attorney's in the preparation of cases for litigation in Supreme Court.
• Summarize the relevance of an array of legal information.
• Evaluate, analyze, and cite check Supreme Court briefs in conformance with court.

The Senior Level Appellate Counsel (False Claims Act) serves as a technical expert and coordinator for attorneys in the Appellate Staff and across the Division in False Claims Act litigation, and as a resource for other offices and agencies that require advice on difficult matters under the False Claims Act. Additionally, the incumbent assists, as appropriate, with the Division's False Claims Act cases in the Supreme Court, including preparing certiorari petitions and briefs for submission to the Court. The Senior Level Appellate Counsel (False Claims Act) prepares recommendations for or against appeal or rehearing in cases that fall within the incumbent's area of expertise, in which lower court decisions are averse to the government. The Senior Level Appellate Counsel (False Claims Act) also serves as a technical expert on other significant appellate litigation as assigned.

This vacancy presents an opportunity for experienced trial attorneys who want to defend the United States in complex, often high dollar value cases. Trial attorneys in the FTCA Section handle personal injury, wrongful death, and property damage suits arising from activities of federal employees acting within the scope of their federal employment. FTCA Section attorneys frequently handle large or complex cases of national significance. They also provide guidance on complex legal issues in suits handled by USAOs and on administrative claims pending with federal agencies, make recommendations on whether settlements proposed by federal agencies and USAOs should be authorized, and prepare appeal recommendations on adverse judgments in FTCA cases.

Examples of law enforcement matters handled by the FTCA Section include cases arising from mass shootings, suits involving alleged FBI misconduct, suits brought by individuals detained in immigration custody, and responses to protests and riots. The Section also defends the United States in complex litigation stemming from catastrophic natural disasters. Further, the FTCA Section handles complex medical malpractice suits with medical causation issues in which high damages awards are sought. The Section provides guidance to U.S. Attorney's Offices (USAOs) and federal agencies on a variety of legal issues and advises in the development of strategy.

The FTCA Section provides appeal recommendations on adverse FTCA judgments, including for cases handled by USAOs. The Section also reviews draft legislation that may have an impact on the public fisc. It is responsible for the adjustment and settlement of administrative claims arising out of the conduct of employees of the Department of Justice (DOJ), and for approving administrative settlements of claims arising out of the activities of all other Federal agencies which are in excess of the settlement authority delegated to those agencies. Finally, the FTCA Section provides recommendations to the Assistant Attorney General in charge of the Civil Division concerning requests for authority to consummate all settlements of tort claims that require the approval of the Assistant Attorney General or Associate General.

The duties and responsibilities as an IT Specialist (APPSW/INFOSEC) GS-2210-14 generally include, but are not limited to the following:

• Manages the cloud platform day to day operations and stays versed in the latest technologies to improve processes.
• Provides application software support that involves the design, documentation, development, modification, testing, installation, and implementation of new or existing applications software in a low code/no code environment to include Service now (Such as ITSM, HRSD, ITOM and Platform) while utilizing Agile Methodology.

The Director supervises and oversees attorney and support staff, participates in the formulation and implementation of new policies or organizational changes having an impact on the Branch and the Division, represents the Assistant Attorney General (AAG) on various interdepartmental committees or activities with respect to matters relating to the FTCA, and manages and directs supervisors and attorneys in all phases of litigation of high-profile and unusually complex cases. The incumbent reviews and approves pleadings, briefs, and legal memoranda on significant cases and oversees and directs strategy for settlement negotiations, mediations, and conferences. The Director makes appeal recommendations for all adverse judgments entered in FTCA cases and makes final determinations that no appeal will be taken in certain non-controversial adverse FTCA judgments. The Director consults with leadership on litigation strategy, settlement, and appellate prospects in high-profile cases, and provides guidance and advice to United States Attorneys' offices and agency counsel nationwide concerning FTCA jurisprudence, case development, damages evaluation, and settlement strategy and negotiations.

*Providing oversight of mail management and printing related programs.

As a Trial Attorney, and in partnership with other members of the Digital Currency Initiative, the incumbent:

• Serves as a subject matter expert on digital currency and blockchain technologies for the Criminal Division.
• Identifies criminal prosecution, professional money launderers, money transmitters, gatekeepers and financial institutions that utilize digital currency and works with investigators and MLARS' litigating units to pursue these targets.
• Under certain circumstances prosecutes criminal and civil matters of national significance involving offenders who utilize digital currency.
• Coordinates national and international money laundering and forfeiture actions related to digital currency with and through law enforcement agencies and other Department of Justice components.
• Works closely with U.S. Attorney's Offices, Department components, and investigative agencies involved in digital currency investigations to develop a comprehensive, nationwide strategy in which information and evidence is exchanged, investigative actions are coordinated, and the indictments, arrests, forfeiture actions, and prosecutions are planned and coordinated.
• Provides advice and expertise to MLARS' Policy Unit on legislative and regulatory matters and works with the Policy and Program Management Units to propose and develop guidance and policy relating to digital currency prosecutions and forfeitures, as needed.
• Advises and instructs federal agents and prosecutors on complex questions of law related to digital currency to inform litigation decisions and prosecutorial strategies and to maximize asset recovery, including but not limited to reviewing search and seizure warrants, restraining orders, criminal forfeiture allegations, indictments, and other pleadings.
• Develops and maintains relationships with partners at the U.S. Attorney's Offices, other litigating components and offices, and federal, state, and local law enforcement agencies that investigate and prosecute digital currency cases, as well as with partners at regulatory agencies, the intelligence community, and private industry.

The Deputy Chief of the Litigation Unit is primarily responsible for directing, and supervising the Unit's attorneys, and two Assistant Deputy Chiefs. The Deputy Chief for Litigation also works with the supervisory paralegal specialist to coordinate the work of the paralegals, and oversees all of the litigation functions of the Section, including:

• Assignment and monitoring of workloads;
• Writing annual performance appraisals and other employee relations related matters;
• Coordinating the preparation of weekly and other periodic reports regarding the Unit's significant cases;
• Supervision of the Unit's statistical reporting to the Criminal Division and Organized Crime and Drug Enforcement Task Force (OCDETF);
• Ensuring that the Department's litigation-related policies and practices are adhered to by the Unit's attorneys;
• Coordinating the professional development, training, and mentoring of the Unit's attorneys;
• Coordinating and interacting with management from federal and international law enforcement agencies with whom Litigation Unit attorneys work;
• Representing the Section at international coordination meetings and at national and international narcotics-related conferences and training seminars; and
• Serving as the Section's liaison to the OCDETF at its periodic Regional and National conferences.
