The successful candidate will perform the full range of Operations Engineer duties. Such duties include but are not limited to:

1. Serves as a region-based inspector and examiner to plan, conduct, report, and coordinate findings associated with inspections of light-water reactors, in accordance with the NRC Inspection Manual.

2. Develops, prepares and administers examinations to applicants for operators and senior operators licenses for nuclear reactors. Conducts initial examinations of licensed reactor operators.

3. Evaluates exam results and recommends operator license issuance or denial. Evaluates license denial issues of other examiners during applicant appeals and hearings.

4. Reviews operator initial and renewal license actions, including applications, amendments and waiver requests. Compares these actions against regulations and guidance uses Part 55 docket files to support these reviews and recommends licensing actions to supervision.

5. Identifies possible problems with established NRC operator license and exam guidance and proposes resolutions to regional and headquarters management through Reports on Interaction (ROIs).

As a management and program analyst, performs analytical and evaluative work in support of office programs, management systems, and processes impacting one or more of the following functional areas: budget execution and formulation, resource utilization, performance management and internal controls, program evaluation, human capital, correspondence management, records management, information
collections, space management, and general administrative operations. Leads efforts to develop policies and procedures and implement process improvements to enhance the efficiency and effectiveness of office operations. Provides advice and recommendations to office management in their assigned functional areas.

The incumbent will serve as a Building Management Specialist and perform the full range of Building Management Specialist duties for the Facilities Logistics Support Branch.  Some duties are:

1. Providing direct support to the project officer for the management of the Operations and Maintenance contract for the headquarters buildings and lease management of the NRC-leased buildings. Coordinating these efforts with the cognizant contract specialist and budget staff as necessary. Informing management of any anomalies in the operations of these buildings. Maintaining records associated with building services calls, preventive maintenance, building plans and specifications, moderations projects and other facilities related issues.
2. Providing a wide variety of support services for the Facility Management Branch including performing health and safety inspections, preparing work statements, developing independent government estimates (IGEs), performing cost analysis and market study and performing technical research in support of facility engineering and management initiatives.
3. Performing quality assurance inspections in conduction with the commercial facility management contracts for operations and maintenance. Prepares quality assurance reports for management summarizing inspection findings.
4. Serving as the alternate Contracting Officer Representative (COR) for the Operations and Management Contract. Providing support to the project manager as needed. Develops and implements a cost-effective quality assurance plan; monitors contractor's quality control and performance; plans and oversees the work of on-site contractor personnel; informs the contracting officer of any technical or contractual difficulties encountered; informs the contractor of failures to comply with technical requirements of the contract. This includes attending meetings, giving presentations, meeting with outside contractors, developing statements of work and other facilities related duties. Serving as the COR over various contracts for assigned programs.

The successful candidate will perform the full range of IT Project Manager duties.

Such duties include but are not limited to:

1. Managing the operation and maintenance of agency's ERP core ledger system that include but
not limited to Accounts Payable, Accounts Receivable, Fee Billing, Project Cost Accounting, General
Ledger, and Financial Reporting.

2. Coordinate, prioritize and monitor of agency's ERP core ledger system's configuration and
change requests.

3. Identify opportunities to improve agency's ERP core ledger system user experience to enhance
business processes and utilize emerging technologies.

4. Provide guidance and support to the agency's ERP core ledger system's user community and
business leads.

5. Ensures technical integration is achieved across the Financial Services IT Portfolio by
participating in system implementation planning, validation, and reviews.

6. Coordinate and conduct governance and perform portfolio management activities associated with
the Financial Services IT Portfolio.

7. Ensures the rigorous application of information security/information assurance policies,
principles, and practices to the systems analysis process. Coordinates with OCFO IT security leads.

8. Perform financial management activities supporting the agency's ERP core ledger system that
include Federal Acquisition activities, current and future spend funding plans, review and approve
of Contractor support invoices.

9. Coordinates the implementation of government-wide regulations requiring revisions to NRC
financial management directives.

10. Assists the Branch Chief in meetings on system policy and procedures with representatives of
NRC divisions, office, or regional offices, as well as with personnel of other Federal agencies.

As a Lead Human Resources Specialist in the Operations Branch, incumbent assists the Branch Chief and the Associate Director for Human Resources Operations and Policy (HROP) in the implementation of Human Resources (HR) policy and operations specifically with regard to staffing, classification, placement and pay programs for GG, senior level, and/or executive positions. Provides supervision, technical direction, and guidance to team members engaged in HR operational work.

You will utilize your expertise and leadership skills to administer a full range of operational human capital policies, programs, and services with specific emphasis in the areas of Position Management, Classification, Workforce Restructuring and Reshaping, Workforce Analysis, Recruitment, Staffing, and Personnel Processing. 

• Providing supervision, technical direction, and guidance to a small team engaged in a wide range of HR operational processes and programs, primarily staffing, classification, position management, and special programs, among others. Ensuring quality, accuracy and integrity of HR processes and data to enhance and improve HR operations.
• Providing the full range of direct hands-on human resources operations for assigned customer accounts. Utilizing knowledge of position management, classification, strategic workforce planning, workforce restructuring and reshaping, workforce analysis and data analytics, recruitment, staffing, placement, pay and leave, benefits, retirement, labor and employee relations, performance management, awards and recognition, policy, human resources information systems, personnel processing, and personnel record keeping.
• Serving as a strategic business partner by regularly meeting with senior leadership, managers, and employees and providing expert advice and guidance. 
• Performing research and problem solving on a wide variety of complex and unusual problems, questions, and issues. The research may require extensive review of relevant U.S. NRC and Federal policies, other written issuances, and outreach to personal contacts with other offices, agencies, or organizations to obtain additional information (e.g., benchmarking studies). Recommending development of new or revised human resources procedures, practices, and policies.

Utilizing leadership, problem solving, project management, and organizational skills to develop written project and communication plans; monitor progress towards meeting established deadlines and objectives; and ensuring high quality final oral and written work products.
• Facilitating knowledge management (KM) and transfer by developing operations related standard operating procedures, guides and instructions, policies, training information or presentations, and by serving as a mentor to other Human Resources staff in the agency to assist in the analysis and resolution of complex questions and issues.

As a Human Resources Benefits Specialist, GG-0201-07, you will be responsible for:

• Assisting with processing benefits request, and forms.
• Assisting with managing the Benefits Resource Mailbox.
• Assisting with preparing sensitive correspondence on complex, and/or delicate case matters.
• Assisting with providing information necessary to help employees obtain maximum gains from available benefits.
• Assisting with facilitating training to supervisors and employees on benefits programs.
• Utilizing automated human resources systems to prepare and process basic personnel/benefits actions
• Assisting with coordinating personnel actions and notifying the Team Leader and/or Senior HR Specialist of discrepancies requiring corrections to personnel actions.

The incumbent will serve as a Senior Project Manager and technical authority responsible for the most complex facility projects that involve significant budget and complex logistical challenges. Assignments involve leading and managing projects of agency-wide scope and importance. The incumbent serves as a recognized authority on facility projects by top level management officials within and outside the agency. Assignments involve collaboration with staff in the Office of Administration, those affected by the facility project(s), the General Services Administration, and other external entities to ensure that all project technical and schedule requirements are captured and accounted for in project planning. The incumbent manages and monitors project performance and progress and routinely briefs ADM senior management and other agency officials on the status of the project and risks to project success.

Oversees all aspects of projects and ensures the vast variety of project elements are appropriately and effectively addressed, including, but are not limited to, identification of space technical requirements, construction budget and schedule, relocation logistics, and project risks. Exercises technically authoritative expertise in providing input to budget formulation for unique and novel special projects.

As the top-level project management authority, leads other ADM staff in overseeing complex and highly visible contracted construction projects. Manages daily activities associated with such projects including assessment of work quality, adherence to schedules, and oversight of contract personnel work. Develops and maintains the master schedule for the special project(s) to include identification of critical path items and risks to timely project completion. Ensures all requisite information associated with the project is entered into the project tracking system.

Works with other ADM staff and contractors to provide interpretation, adaptation, and application of design and engineering principles and practices that lead to solutions to design problems. Provides leadership in managing cross-functional teams involved with complex building projects. Serves as a mentor and coach to the staff. Interacts with multiple audiences, especially junior and less experienced staff, to transfer professional experience and knowledge of the organization's mission. Prepares periodic status reports and briefs management on project progress. Identifies risks to overall project success and provides solutions to top-level management officials, within and outside the agency, regarding significant problems such as schedule slippages or poor performance.

Performs other duties as assigned.

Specialized experience is defined as demonstrated by 1) experience with managing building construction projects; 2) experience in the field of engineering and/or experience with managing complex projects; 3) demonstrated knowledge of building infrastructure and design; and 4) skills in written and oral communications required to explain and negotiate requirements; ability to present project status and risks and conduct formal meetings in a concise and professional manner.

The Regulations Specialist is responsible for implementing the agency's program for reviewing and publishing agency rulemaking documents that amend the U.S. Nuclear Regulatory Commission's (NRC) regulations.

Duties include, but are not limited to, supporting or executing all aspects of rulemaking support program operations: document preparation, review, editing and publication; project planning; tracking and reporting; communications and training; and contract administration. Assists NRC personnel in preparing amendments to NRC regulations to ensure compliance with applicable statutes, Executive Orders, and other regulations and to ensure clarity in organization and style. Assists in the preparation of amendments to NRC rules for Commission or Executive Director for Operations (EDO) approval, as well as other documents for publication in the Federal Register. Assists in the development of and communicates administrative procedures for the review, approval and publication of Federal Register notices. Assists with document processing in ADAMS.  

As a Physical Security Specialist, ensures the safeguarding of NRC classified and sensitive unclassified information and the assurance of adequate physical protection of NRC Headquarters, Regional Offices, contractors, and all NRC-managed facilities against criminal, terrorist, or hostile intelligence activities. Evaluates the adequacy of existing physical security policies and recommends new and revised policies, standards and procedures to enable the branch to administer the facilities security program effectively and efficiently.

Reviews and evaluates facility security plans for adequacy, disapproving those that fail to adhere to NRC Security Program requirements.

Coordinates and conducts comprehensive facility security surveys (initial, special, periodic and termination) to determine adequacy of procedures, security measures and systems in effect.

Identifies deficiencies and the potential for compromise of classified and sensitive unclassified information.

Disapproves NRC facilities for the handling/storage of classified and sensitive unclassified matter if all security measures have not been implemented or are not consistent with security regulations and policies.

Implements the NRC security infraction program by conducting inquiries and analyses of incidents involving the possible compromise of NRC classified information and provides recommendations for corrective action.

Conducts special inquiries and investigations regarding the loss or unexplained disappearance of government property. Conducts preliminary inquiries into suspected violations of Federal laws of security interests to determine if an actual violation requiring referral to the FBI, through the Office of the Inspector General, has occurred. Performs these inquiries and investigations under conditions requiring considerable discretion and tact.

Oversees and assures the installation of intrusion detection and access control equipment for NRC Headquarters buildings by coordinating with and ensuring that appropriate Security Specialists are notified when installation is complete and in order.

Provides day-to-day personal and telephonic advice and assistance on intricate and varied facilities security matters to NRC personnel, contractors, licensees and others, in order to assure their implementation of NRC facilities security policies in an efficient and effective manner. This includes the presentation of formal and informal briefings, where required.

Prepares and develops facilities security policies, standards and procedures for NRC's security program with a major objective of safeguarding National Security Information, Restricted Data, and sensitive
unclassified information. These policies, standards and procedures apply to NRC Headquarters and Regional Offices, NRC contractors, NRC licensees and others affected by U.S. national policies and regulations developed by DFS.

Maintains cognizance of new statutes, Executive Orders, directives and Presidential decisions that impact or may impact on the NRC Facilities Security Program. Analyzes and evaluates the impact on the NRC Security Program and operations and prepares appropriate revisions to NRC facilities security directives and other security publications. Staffs facilities security directives and interprets and explains impact for other NRC program offices.

Establishes and maintains liaison with other government agencies, industry personnel and local law enforcement personnel to maintain an awareness regarding the security threat to NRC buildings, personnel and classified or sensitive unclassified matter; to remain cognizant of current standards and policies; and to become aware of the capabilities/availability of new security equipment (e.g., intrusion detection and access equipment) to assure a continuing ability to provide guidance and advice which is current, effective and efficient.

Continually applies the Facilities Security Program to specific NRC Headquarters--buildings/offices and applies the program to Headquarters-administered activities, as needed throughout the United States (e.
g., Atomic Safety and Licensing Board hearings). Such applications must provide for and assure the physical protection of NRC classified activities, property and personnel, and routinely includes the security aspects of buildings and grounds; use and deployment of guard forces; and may include modifications to buildings and/or security plans for fire and safety; communications; emergency planning (e.g, bomb threats, civil disorders, relocation and fire); and coordination of the above with law enforcement agencies.

Assures uniform and consistent interpretation and application of branch policy, procedures, and standards to assure the branch administers the facilities security program effectively and efficiently.

As the Chief of the Reactor Inspection Branch, you will manage the NRC's oversight of commercial power reactors, including those under construction through inspection, policy development, coordination, implementation, assessment, and enhancement. 

This includes providing primary program management and supervision for the reactor oversight and construction reactor oversight processes (ROP) with an emphasis on improving the safety and risk focus of inspections and assessment activities.  You will also oversee the development of inspection related program guidance for NRC inspections of commercial nuclear power facilities, including operating facilities and future advanced reactor oversight programs

As a first-line supervisor, you will be responsible for implementing organizational change, supervising people, facilitating resolution of policy, technical, and administrative issues, and planning and executing activities within the Branch's scope of responsibilities. You will also be responsible for the administration of NRC human resources programs relative to employees under your supervision. You will assist the Division Director in the development and maintenance of operating plans, infrastructure documents, and policies.  You will act as a change agent in the organization.

A DEIO Senior Specialist must possess the requisite skill sets, aptitudes or experience to fully carry out their routine duties, which include:

Incumbent serves as a region-based senior inspector who assists the Team Lead in managing the inspection program. Provides regional program support regarding operational and strategic activities associated with the implementation of the operating reactor inspection, oversight, and assessment programs, including the oversight of inspector qualifications and training; monitoring operational performance (i.e., metrics); and the implementation of continuous improvement activities and initiatives. Leads, plans, conducts, reports, and integrates findings associated with inspections of light-water reactors, in accordance with the NRC Inspection manual, Chapter 2515. Performs a wide variety of lead duties associated with inspection of the engineering, corrective actions and operations of power reactors. Independently plans and determines the scope of inspections to be performed. As a lead inspector or team member, performs routine and complex inspections, allegation reviews, event response inspections, or area of emphasis inspections of reactor facilities to observe and assure conformance to NRC rules and regulations, inspection procedures, and orders. Prepares and coordinates a report of inspection findings to ascertain whether the facility is being operated safely, whether the licensee's performance in cross-cutting areas is effective, and whether regulatory requirements are being satisfied. Integrates inspection findings into overall licensee assessment. Performs miscellaneous duties in support of the region-based inspection program, including enforcement and performance assessment.
