We are seeking a part-time Equalities Manager to lead the Equalities centre of expertise, providing professional support, leadership and strategic direction on Equalities matters, both within the council and wider within our communities across North Lanarkshire. This includes the strategic development and management of a range of equalities initiatives, the review of existing equalities schemes and the development, monitoring and implementation of equality action plans, policies and programmes which support the delivery of the council’s Equalities Strategy and its associated responsibilities aligned to the Public Sector Equality Duty.

This key role will report into the Chief Officer (People Resources) and offers the opportunity to be an impactful external representative for North Lanarkshire Council. The role will seek to build relationships with a diverse range of stakeholders and partners to enhance our approach to equalities and achieve positive outcomes.

We are looking for a candidate who is suitable qualified to degree/HND/SVQ4 level or equivalent in a relevant discipline such as Social Science, Human Resources or Business Management discipline. Substantial experience in an equality, diversity, inclusion or engagement role in a unionised and complex business environment is also essential but equally importantly is a commitment to fostering positive change within the community.

Are you highly motivated to deliver change? Do you want to be involved in an exciting business and IT change project within North Lanarkshire?

An exciting opportunity has arisen within the Business Development and Support team supporting the implementation of a new major IT system and the associated business change.

Working between home and office in a hybrid workstyle, you will play a pivotal role in supporting the Business Systems Manager in the replacement of the line of business systems within Housing (HSMS - Housing Services Management System and CHR (Common Housing Register) You will also support the implementation of the wider programme of works across Enterprise and Communities.

You will be responsible for delivering key projects and identifying and maximising benefit realisation via effective and timely project management and deliverables across several improvement projects and business areas. You will ensure the production and updating of key documents as defined within the project governance process. The post will contribute to the ongoing successful delivery of the wider North Lanarkshire Council vision.

You will support the procurement, development, and implementation of the replacement line of business system and wider digital technology. Liaising with internal and external stakeholders, identify any risks or issues and consider and evaluate the change impact on existing staff including the implementation of training and support plans.

Educated to SVQ Level 4, HND or general degree in an ICT related or other relevant subject, project management knowledge, this exciting post will be key in delivering multi-faceted change management within the Service that will align with The Plan and help facilitate the Council’s ongoing Programme of Works.

You will have excellent communication skills both verbal and written and have a history of successful IT project management. You will require excellent time management skills with the ability to manage complex competing priorities.

Self-motivated, confident with excellent interpersonal skills you will be able to work both on your own initiative and or as part of a team. Experience of working in a fast-paced change management environment with an awareness of the challenges and opportunities presented by digital change.

Experience in HSMS, CHR and financial planning involving revenue and capital budgeting, developing, and implementing training plans and knowledge of corporate governance and procurement practices in the public sector are also desirable.

The post is temporary for a period of up to 23 months.

You will work within a multi-disciplinary environment and be responsible for cost estimating, preparation of contract documents, payments and contract administration.

As Senior Quantity Surveyor, you will be part of the Contract Strategy management team and will be involved in all aspects of quantity surveying function, including procurement and contract management and have staffing responsibilities including absence management, allocating/supervising work and undertaking PRDs.

You should be educated to degree level and be a full chartered member of RICS. You should have considerable experience within the design and construction industry, experience of computerised billing systems and knowledge of public sector procurement and current contract conditions.

We are offering an exciting opportunity for a rewarding career as part of our Home Support Service providing a person-centred care approach to individuals living in North Lanarkshire. As a member of the team you will use a reablement approach, working closely alongside individuals and their families, to focus on promoting and maximising independence, self-management and natural resources. You will enable individuals to gain or regain their confidence, ability and necessary skills whilst living in their home environment, encompassing natural supports.

We have opportunities within the Home Assessment Team (HAT) which focusses on getting the right supports in place, in those first days, after service users return home from hospital. We also have opportunities within the wider home support service providing longer term care.

A SVQ Level 2 in Health & Social Care or equivalent is desirable, successful applicants who don't currently hold this qualification will be supported to achieve this. You should also be motivated and enthusiastic with a pleasant, friendly manner and respectful of the privacy and dignity of individuals. As a good communicator, you must also be able to observe and respond to changes in the health and wellbeing of people in your care, updating and recording individual care plans as appropriate.

Experience of working within a care setting, undertaking moving and assisting is desirable together with some IT skills. A current driving licence is essential for Home Support Workers in the Home Assessment Team. In return, we will offer opportunities for you to develop your experience further and assist with your ongoing continued personal development.

You will play a crucial role in managing ICT suppliers’ performance to ensure the delivery of cost-effective and efficient ICT solutions as well as agreeing recognised and measurable Service Level Agreements (SLAs) that meet business requirements. Your responsibilities will include identifying and overseeing essential ICT services, evaluating and enhancing current business processes in collaboration with our ICT providers and ensure potential suppliers commit to NLC’s support and change processes.

A degree, SVQ Level 4, HND, or equivalent relevant qualification is essential, along with experience in contract and service management, particularly in handling multiple third-party vendors. Ideally, you will have played a key role in managing and maintaining relationships between a major organisation and its suppliers. You should be able to demonstrate commercial skills in identifying and managing external partners, negotiating supplier contracts to ensure value for money, and providing evidence of experience in contract procurement, preferably within an ICT environment.

Working within the Finance Division of the Council, you will be a confident, enthusiastic, and self-motivated individual with a positive disposition. Additionally, you will be required to display initiative and work well and collaboratively within a team environment.

You will assist in the development and implementation of financial and budgetary control systems, performance management frameworks and Service Level Agreements, as well as undertaking detailed financial monitoring of both capital and revenue income and expenditure accounts in accordance with the Council’s Financial Regulations. Your main duties will include, but are not limited to, budget preparation and monitoring, assistance in completing statutory accounts and statistical returns, provision of financial support to Council projects, assisting with the provision of financial support and assurances regarding the Council’s Arms-Length External Organisations, and provision of responsive and accessible financial advice and support to budget holders and other client officers. In undertaking these tasks, you will be responsible for ensuring compliance with the Council’s Financial Regulations and Schemes of Financial Delegation. You will, therefore, require a minimum of two years practical experience within a finance environment, experience of financial ledger / accounting systems, experience of using spreadsheets and databases, and be able to evidence analytical, numeracy, communication, and interpersonal skills. Additionally, the key duties of the post requires knowledge of online financial management information systems and modern software packages, along with the ability to organise work effectively to meet deadlines. You must have an HNC in Accounting or Association of Accounting Technician Qualification (Level 6) or equivalent accounting qualification.

Knowledge and experience of public sector accounting, report writing, presentation skills, and the ability to manage a diverse and varied workload are desirable, but not essential. We are looking for a motivated and customer focused individual to join our team, assisting in delivering a safe, secure and well-maintained environment within Council schools/buildings meeting the needs of our customers and service users.

In order to succeed in this role you will have experience of working in both a facilities management and customer focused environment. You must be a team player and have experience in dealing with members of the public and addressing issues and problems with members of the public/customers.

It is also essential that you have excellent communication and organisational skills, the ability to maintain schedules and documentation and an understanding of Health and Safety requirements.

A current driving licence is essential.

You will require to become a Protecting Vulnerable Groups (PVG) Scheme member prior to commencing in this role.
