The Joint Maritime Security Centre (JMSC) Strategy and Policy (Strat Pol) team form the core enabling function within the JMSC, providing critical services to the operational elements of the organisation.

JMSC Strat Pol is formed of three distinct sub teams:

Policy and Business Resilience (P&BR) – this team manages the business support functions for the JMSC including recruitment, the secretariat function for meetings, updates to the Risk Register and ensuring the resilience of the JMSC.
Security and Data Compliance (S&DC) – this team assures and manages the security of the JMSC and its personnel. It is comprised of Information Managers who assure data compliance and adherence to the Data Protection Act and STRAPSOs who manage access to systems.
Project Management Office and Finance (PMO&F) - this team manages various programmes of activity to increase the capability of the JMSC systems and the growth of the JMSC to full operating capacity. The Business Resilience Lead will be accountable to the Policy and Engagement Manager within the Policy and Business Resilience team. You will be responsible for managing one direct report. You will be responsible for ensuring that the JMSC has a coherent business resilience plan by leading on the business risk register, infrastructure plan and people plans, working closely with the MOD Business Manager and wider JMSC team. Ownership of the JMSC Business Continuity and Resilience function within the organisation, including premises, technology, risk management, resource planning and business resilience communications & exercising, working closely with the Ministry of Defence (MOD) Business Manager.

Leading on the continuous development and management of the JMSC Performance Framework, including collating monthly reports for the Head of JMSC and their Senior Management Team. As a Senior Analyst you will work under the direction of the Assistant Director (Assessment) to

This work is at the cutting-edge of delivering cross-government maritime security threat assessments in support of delivering the JMSC Mandate. It offers an exciting opportunity to join a collaborative intelligence community and participate in developing and delivering Government-facing, consolidated maritime security threat understanding. You will be able to collate and cohere threat understanding from across the national and international intelligence communities, fusing it into authoritative assessments to inform decision-making at all levels. We have three roles available, one of which is permanent and two of which are fixed term for a period of two years in order to complete a finite piece of work. Job description
The Joint Maritime Security Centre (JMSC) Operations Team is the operational delivery team of the JSMC and delivers maritime domain awareness and understanding as well as providing support to maritime operations.

The purpose of the Planner is to deliver both a planning role and general contribution within the JMSC Operations (Ops) environment, reporting to the Deputy Lead Planner. The Planner works as part of the JMSC Ops team that coordinates the cross-government response to maritime security incidents.

In addition to the planning function there is also a need to identify and provide awareness of emerging priorities to which JMSC Ops can contribute. The planning function includes organising and delivering multi-agency live and tabletop activities along with the maintenance of a national exercising calendar.

Job description
The Joint Maritime Security Centre (JMSC) Strategy and Policy (Strat Pol) team form the core enabling function within the JMSC, providing critical services to the Operational elements of the organisation. JMSC Strat Pol is formed of three distinct sub teams:

Policy and Business Resilience (P&BR)
Security and Data Compliance (S&DC)
Project Management Office and Finance (PMO&F)
The Workforce Planner will work to the Business Resilience Lead within the P&BR Team. The focus of the role will be to ensure that all recruitment administration is created, tracked, and implemented in an efficient way. The Workforce Planner will also maintain oversight of the Border Force Annualised Hours Allowance (AHA) administrative process. AHA is an allowance paid to compensate employees working non-standard working patterns.

Providing support to the Business Resilience Lead on the administration of JMSC recruitment.
Supporting with the drafting of Job Descriptions, Business Cases and other relevant documents to enable efficient administration of all recruitment matters.
Ensuring that the Border Force Annualised Hours Allowance system is administered on a weekly basis, working with the JMSC Operations Room Manager to ensure that the information is accurate.

Job description
The Deputy Director (DD) Strategy is one of four Deputy Director’s within JMSC: one of two Grade 6 civil servants, alongside two Royal Navy Captains. Together with the Head of JMSC and the Chief Technology Officer, they make up the JMSC Executive Leadership Team (ELT). The postholder will also be a member of the broader Senior Management Team.

DD Strategy is responsible for the JMSC strategy function, which includes our business support functions (Human Resources, recruitment, finance, risk management etc); information management and security (across a complex stakeholder landscape and within an opaque legal framework); Programme Management for our extensive portfolio of contracts to deliver maritime Intelligence Surveillance and Reconnaissance (ISR) capabilities; corporate governance including our relationship with our Senior Sponsors; and organisational design and development.

DD Strategy will play a key role in preparing for, and ultimately submitting, our funding bid to Spending Review 2024 in conjunction with our senior sponsors.

We are looking for a person who can:

Lead the JMSC Strategy and Policy function, including direct line management of 2 Grade 7/Grade 7 equivalent Assistant Directors and 16 staff in total (a mix of Civil Servants and contractors).
Lead the preparation and submission of the JMSC Spending Review bid, in conjunction with our Senior Sponsors.
Own the route relationship with the Home Office and Department for Transport sponsor teams.
Lead JMSC’s development of policy and contribution to cross Whitehall policy development.
On behalf of Head of JMSC, be the ELT owner for the JMSC People Plan and annual Business Plan.
Ensure the effective delivery of the JMSC Governance Function, including liaison with the Senior Sponsors in the Department for Transport, Home Office and Border Force, and the provision of routine and ad hoc reporting.
Ensure effective provision of business support functions to JMSC as a whole, including (but not limited to): HR, recruitment and workforce planning; financial planning and controls; oversight of the JMSC Programme Management function; information management and security and business resilience.
Ensure the effective delivery of the JMSC Private Office function in support of Head JMSC.
Horizon scan the national and international maritime security environment, identifying capability gaps or emerging trends which may require JMSC to influence government thinking or provide capability to address.
