As a IT SPECIALIST (APPSW) you will be responsible for the following duties:
- Performs professional work that involves the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software.
- Leads software planning, requirements, risk management, design, development, architecture, modeling, estimation, configuration management, quality, security and tests using software development methodologies, architectural structures, viewpoints, styles, design decisions and frameworks across all lifecycle phases.

As a IT SPECIALIST (PLCYPLN) you will be responsible for the following duties:

Manages information systems products being planned or deployed as part of the National Background Information Systems. Serves as a product owner role for software development teams, platform and/or COTS implementations. Acts as a liaison between mission and technical development teams. Develops and maintains an understanding of the agency's mission, associated system requirements and IT/software product needs.

Contributes to the development strategies for information system products; maintains and refines sets of business requirements for the products being managed and sets priorities for development teams on a regular basis; and works across the agency to establish overall IT system strategy, long-term and near-term plans and priorities and schedules.

As a IT Cybersecurity Manager (PLCYPLN) you will be responsible for the following duties:
- Responsible for assessing the implementation of Privacy Act and the Federal Information Security Management Act.
- Conduct and implement privacy controls assessments resulting from laws, regulations, instructions, standards, circulars, and directives to provide authoritative advice on the technical, administrative, and physical safeguard requirements of DCSA's Privacy program.
- Leads necessary compliance activities (e.g., ensure Privacy Impact Assessments (PIAs) are completed, compliance monitoring occurs).

As the Chief Software Architect, the position will advise senior management by providing insights on the best design and development of complex software systems to meet the NBIS mission. NBIS is the federal government's one-stop-shop IT system for end-to-end personnel vetting - from initiation and application to background investigation, adjudication, and continuous vetting. NBIS will be one consolidated system designed to deliver robust data protection, enhance customer experience, and better integrate data across the enterprise. The Chief Software Architect will ensure the alignment of software development with the programs' s business strategy, technology direction, and priorities. The incumbent performs a variety of duties and is responsible for the following:

Strategic Leadership:

As a Supervisory Information Technology Specialist (ENTARCH) you will be responsible for the following duties:

- Provides subject matter expertise to NBIS designing, developing, and maintaining secure cloud-based system architectures. Applies advanced knowledge of the enterprise information technology (IT) and data architectural concepts and patterns to include baseline and target architectures.

- Conducts NBIS enterprise architecture reviews, evaluates the maturity level of NBIS enterprise architecture and measures progress toward published goals. Develops information technology (IT) rules and requirements that describe baseline and target architectures.

- Leads development/integration of engineering designs for systems and networks with multilevel security requirements or requirements for the processing of multiple classification levels of data. As a INSIDER THREAT INVESTIGATIONS ANALYST you will be responsible for the following duties:

The incumbent will serve as an action officer supporting the requirements of the DoD Insider Threat Management and Analysis Center (DITMAC) acting as an Insider Threat Analyst in support of the Department's counter-insider threat mission and the DCSA's Adjudication and Vetting Services (AVS) mission. The selectee will be required to review reports meeting insider threat behavioral thresholds or anomalous behavior indicative of potential insider risk, access additional databases and resources, including coordination with component insider threat hubs, to help contextualize behavior, and complete analytic documents to support the DoD enterprise in mitigating risk and supporting rehabilitation of employees. This will be done in coordination with a wide range of subject matter experts available to support the analyst. The incumbent will work across divisions of the DITMAC and DCSA, coordinating with AVS to facilitate response and reporting of derogatory information, the Unauthorized Disclosure Program Management Office on coordination of the loss of classified and controlled unclassified information, the Performance, Requirements, Information, Standards, and Metrics division to ensure appropriate capture of data and statistics, the Behavioral Threat Analysis Capability division to deliver subject matter expertise to contextualize risk-based behaviors, and the User Activity Monitoring and Publicly Available Electronic Information division to help the governance and integration of those into the analytical process. This promotes the "one DITMAC" effort and supports the broader counter-insider threat enterprise and DCSA's

The selectee will work directly with DCSA AVS and must have excellent communication skills, both verbal and written. The ability to receive, process, and synthesize disparate data sets into a comprehensive, succinct, and quality written product is essential. A strong working knowledge of the MS Suite of tools, as well as the capability to adapt to a wide range of changing technology and tools, is necessary to complete the mission.

In serving in the insider threat enterprise, the selectee's integrity must be beyond reproach. As the counter-insider threat mission set is evolving, flexibility and adaptability are critical assets of any applicant. It is recommended the selectee receive conferral for the Certified Counter-Insider Threat Professional - Fundamentals within one year, and the Certified Counter-Insider Threat Professional - Analysis within two years.

As a SUPERVISORY PROGRAM SPECIALIST (EDUCATION CHIEF) you will be responsible for the following duties:

- Oversees the development, implementation, and evaluation of security education curricula.
- Provides direction on policy implementation, recommends actions to leadership, and manages strategic planning for the Education Division to ensure alignment with the evolving security environment.

• Serves to address the multidisciplinary fields of investigation, adjudication, security, information assurance, force protection, workplace violence, and related subject matter areas as they pertain to personnel security, vetting & screening of foreign nexus, adjudications and Continuous Vetting.
• Responsible for operation of the personnel security & screening, adjudications and Continuous Vetting. mission in accordance with the Director intent, ensuring the timely flow of information across the organization.
• Responsible for orchestrating efforts associated with General Council (GC), Enterprise Tools/Architecture, Operations, Program Evaluation, Standards & Guidance and Strategic Outreach.
• Reviews and interprets vulnerability data and raw information obtained by sources (Continuous Vetting., Incident Reports, Investigation Providers) in the routine conduct of its missions and coordinates distribution of that information to all DOD and Federal stakeholders.
• Makes recommendations to the Director, as to the proper course of action to mitigate identified vulnerabilities and ensures follow-up actions are taken through final resolution.

As a Training Specialist you will be responsible for the following duties:

• Serves as a Training Specialist (Information Security Course Manager) at the CDSE in Linthicum, MD. The incumbent, utilizing their subject matter knowledge, reviews and assist in the interpretation of new and existing Information security related policy, procedures, and regulations.
• Responsible for developing, implementing, evaluating, and maintaining Information security related training and education products intended for CDSE's targeted student audience.
• Utilizing their subject matter knowledge, and experience provides recommendations for new CDSE course, and/or training product development, along with completion of maintenance on existing security training, products, and services.
• Serves as course manager responsible for developing training products pertaining on the following Information Security topics: procedures regarding the safeguarding, storing, destruction, transmitting, and transporting classified information.

As a OPERATIONS SUPPORT SPECIALIST you will be responsible for the following duties:

• The position Operations Support Specialist is located in the Operations and Administration Division, within the Center for Development of Security Excellence (CDSE) and reports to the Operations Branch Chief. Duties as follows: Serves as the centralized source of information in the organization for all contracts and contract programs in order to perform a variety of administrative and technical duties.
• Administrative and technical duties to include: timekeeper administration, financial management, contract administration, personnel and staffing support, facilities support, CDSE records management support, security services, performance measures tracking and reporting, supply/logistics, property control, safety officer functions, Continuity of Operations (COOP) support, Defense Travel System support, and assisting with the facilitation/coordination of tasking actions and inquiries.
• Develops, coordinates, and administers processes and procedures related to administrative and operational services for the agency. As a Management & Program Analyst you will be responsible for the following duties:
- Incumbent serves as a Management and Program Analyst on programs and projects in support of DCSA acquisition programs; responsible for routine programmatic and technical advice on efforts of military, civilian, and contractor personnel to achieve DCSA objectives on a wide variety of efforts including but not limited to personnel vetting, insider threat, and critical technology protection. The incumbent performs developmental assignments including work to develop, formulate, and advise on recurring sensitive and critical operational concepts and strategies for broad spectrum programs, projects, and initiatives undertaken by the PEO in direct support of mission goals and priorities from the Director, DCSA. - Drafts justification and approval documentation for Sole-Source technical capability procurements, develops Acquisition Plans, Statements of Work (SOWs), Independent Government Cost Estimates, and Source Selection Evaluation Plans applicable to various contract types including letter contracts, fixed price, time and material, Labor Hour, indefinite delivery indefinite quantity, and cost type contracts.

- As point of contact (POC), responds to queries from PEO Leadership/supervisor, supported organizations, contractor requirements, and other staff elements on matters pertaining to status of projects, requirements, timelines, and assigned areas of responsibility such as implements strategies for system development and analysis, operational logistics, project funding/budgeting, project cost, schedule, and performance management. Manages and plans sequence of operations on a regular basis for assigned elements, revises schedules to meet changes in workload, gives special instructions on difficult operations, answers programmatic questions about work, and informs higher level supervisors of anticipated revisions to requirements, timelines, methodologies or procedures to satisfy non-standard complex program or project support of mission priorities. Uses analytical tools and methods to analyze unique situations and adapts standard operating procedures (SOPs) as applicable.
