I. FAP Clinical Case Management
Serve as the FAP clinical subject matter expert on domestic abuse and child abuse/neglect. Consult with installation leadership, medical professionals, and service/family members regarding clinical needs assessments, determining clinical intervention, and utilizing treatment strategies. Follow all processes, per Regional and local Standard Operating Procedures, Counseling Desk Guidance, and FFSP Certification Standards, and FAP Case Record documentation. Conduct initial and on-going FAP clinical assessments with and provide intervention services for active-duty members and their families, including clients who are at risk for domestic violence and child abuse. Triage, coordinate safety and treatment planning, and establish individualized treatment goals tailored to the needs of service/family members. Conduct comprehensive clinical assessments, incident assessments to identify high-risk situations, e.g., suicide or homicide risk, the danger-increased risk of additional family violence. Conduct clinical interviews to assess individuals determine the facts concerning the client's problems and to assess the needs of the client. Provide initial and ongoing case management services to include identifying the situation; comply with and educate on mandated reporting protocols of child and domestic ; conducting risk and lethality assessments, coordinate safety planning, planning clients' treatment; provide referrals, and follow-up on child abuse/neglect and domestic abuse allegations. Provide clinical treatment for individuals, couples, children, families, and groups on family maltreatment. Facilitate evidence-based group treatment programs, such as domestic abuse offender's group, parenting group, and victim support group. Coordinate with the assigned FAP Victim Advocate to ensure victims' needs and concerns are addressed. Present complete and concise initial and follow-up case information at Clinical Case Staff Meetings (CCSM); provide information on cases, current safety risks, safety planning, and progress of intervention of the abuser and victim; document results and implement recommendations. Provide referrals and coordinate with other providers, as recommended by the CCSM. Notify the Family Advocacy Representative (FAR) for high-risk situations. Coordinate with the FAR to organize all information received from the alleged abuser, alleged victim, law enforcement, command, other collaterals, and incorporate into a concise and understandable presentation for the Incident Determination Committee (IDC). Participate inequality assurance and risk management activities. Per guidance, maintain FAP clinical case records, treatment plans, and required statistical data. Deliver FAP training and facilitate education services and ongoing communication to inform active-duty military, their families, and community members regarding the problems of family violence, FAP requirements, and the services available to them. Provide after-hour on-call services, as directed, for emergent family advocacy situations, including consulting with command/security, evaluating needs, crisis intervention and stabilization, safety planning, information and referral, and victim advocacy.

II. Community Liaison
Liaison with cities, counties, states, federal and non-government agencies, military agencies, and commands to enhance FAP prevention and response affecting the military community. Represent the Navy at community liaison meetings, educating on domestic violence collaborating on coordinating services for military members and their families, and engaging in community domestic violence prevention and awareness activities. Educate and provide consultation to military and civilian agencies about Navy FAP, risk assessment, FAP treatment, and IDC/CCSM processes. Use forms and automated systems to maintain complete and timely records and workload statistics per guidelines.

III. Problematic Sexual Behavior in Children and Youth
Receive reports of problematic sexual behaviors in children and youth (PSB-CY) from military and civilian representatives and take appropriate action. Provide or coordinate clinical services providers for children, youth, and their families, including psychoeducational support, assessment, and clinical intervention. Coordinate with healthcare providers on safety and supervision planning for children and families affected by problematic sexual behaviors. Serve as the designated case manager and primary point of contact for PSB-CY cases ensuring all actions comply policy, instructions, and civilian reporting requirements. Support children and families affected by PSB-CY by providing at-risk and safety planning information to the coordinated community response (CCR). Present initial and follow-up case reviews at the PSB-CY MDT and Clinical Case Staff Meeting (CCSM).

Primary duties of the Family Advocacy Program (FAP) Clinical Supervisor will be to:

• Serve as the Clinical Supervisor for FAP providing direct oversight, comprehensive non-medical counseling, and case management services. Provide expert advice and guidance on precedent-setting situations or problems with potentially serious consequences.
• Provide Family Advocacy services for active duty, retired military members, their families, and others as authorized by Department of Defense (DOD) policy. Services may include: comprehensive non-medical counseling, intake, and screening, case management, individual, marital, group, and family services.
• Screen, evaluate and provide counseling for individuals as indicated by interviews and assessment methods based upon expert research in associated fields. Exercise independent judgment to apply expertise in conducting initial assessments to match an individual's needs to the most appropriate resources.
• Assess individuals, couples, and families and determine service plans. Plan, develop and implement programs designed to foster positive healthy relationships within the family structure. Develop and maintain professional standards of service, community referral resources and a close network with the clinical staff of other service providers.
• Supervise employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol abuse, and take appropriate action.
• Serve as the Incident Determination Committee FAP administrator and chair Clinical Case Staff Meetings. Provide World Class Customer Service with an emphasis on courtesy. Implements activities and special events that meet the physical, social, emotional, and cognitive needs of children and youth. Incorporates special instructions provided by parents such as special dietary needs, physical needs, or other information that may affect the child or youth's experience in the program.

Prepares and implements program options for children and youth with special requirements. Cares for children and youth with special needs as directed by the supervisor.

Demonstrates, instructs, leads, and facilitates planned and spontaneous program activities.

Role models developmentally appropriate practice and classroom or activity area management techniques.

Promotes and models safety, fitness, health, and nutrition practices.

The Child and Youth Program (CYP) Leader provides direct care and instruction to children and youth (6 weeks to 18 years) in addition to guidance, assistance, and mentoring for CY Program Assistants. Routine day-to-day assignments are normally performed independently with technical assistance available from supervisor when required. Routine assignments are spot-checked; the more technical assignments are closely reviewed for adherence to policies, procedures, and instructions.

Receives, reviews, and classifies a variety of complex accounting documents/transactions, such as systems with extensive subdivision of accounts, frequent and varied adjustments to accounts, and a number of different programs. Processes accounting transactions for a wide variety of functions including obligations, accrued expenditures, disbursements, appropriation refunds, reimbursable orders, expenditure vouchers, and rejected transactions. Conducts detailed examination of transactions, research for required information, and classifies accounting data for assigned accounts. Corrects invalid or incorrect entries. Advises supervisor of unusual situations/problems encountered, recommending appropriate solutions that could result in changes in processing procedures. Reviews files to ensure actions meet suspense dates. Serves as a liaison between installation activities/employees and higher headquarters.

Verifies transfer summaries, payroll summaries, daily activity report summaries, general journal vouchers, accrual journal vouchers, and inventory summaries. Certifies fund availability to cover all commitments and obligations and certifies vouchers for payments in accordance with the Prompt Payment Act. Reconciles subsidiary ledgers to general ledgers for accounts having a variety of transactions. Researches and determines cause of discrepancies and initiates necessary adjustments. This position is responsible to provide short term individual therapy and psycho-educational trainings on sailor resiliency topics such as suicide prevention, substance abuse, and the prevention of sexual assault. Serves as a liaison to the homeport Sexual Assault Response Coordinator (SARC), providing immediate response and coordination for allegation of sexual assault and as a liaison to the homeport Family Advocacy Program (FAP). The DRC is responsible to report to the ship's Commanding Officer (CO) and will brief the CO on Sexual Assault Prevention & Response (SAPR) and FAP cases as needed, overall training plans and any other highrisk concerns that may arise. The Counseling, Advocacy and Prevention (CAP) Supervisor, located at the homeport Fleet and Family Support Center will be responsible to provide clinical supervision and oversee peer review of the DRC while they are deployed and at the homeport. The incumbent will be on call 24 hours a day while deployed for critical crisis intervention situations and work schedule may vary depending on requirements. Perform other duties as assigned.
