II. MAJOR DUTIES

­Reviews Accounting Transactions. Receives, reviews, and classifies a variety of complex accounting documents/transactions, such as systems with extensive subdivision of accounts, frequent and varied adjustments to accounts, and a number of different programs. Processes accounting transactions for a wide variety of functions including obligations, accrued expenditures, disbursements, appropriation refunds, reimbursable orders, expenditure vouchers, and rejected transactions. Conducts detailed examination of transactions, research for required information, and classifies accounting data for assigned accounts. Corrects invalid or incorrect entries. Advises supervisor of unusual situations/problems encountered, recommending appropriate solutions that could result in changes in processing procedures. Reviews files to ensure actions meet suspense dates. Serves as a liaison between installation activities/employees and higher headquarters.
1. Verifies accuracy and completeness of accounting data within established time frames.
2. Codes and processes accounting transactions in accordance with agency instructions, policies, and accepted practices.

Reconciles Accounting Transactions. Posts, maintains, controls, and reconciles accounting transactions and records for multiple accounts. Reviews and maintains complex accounting transactions. Posts general ledger accounts from original documents received. Reviews, examines, verifies, and analyzes a variety of documents for validity and accuracy. Verifies transfer summaries, payroll summaries, daily activity report summaries, general journal vouchers, accrual journal vouchers, and inventory summaries. Certifies fund availability to cover all commitments and obligations and certifies vouchers for payments in accordance with the Prompt Payment Act. Reconciles subsidiary ledgers to general ledgers for accounts having a variety of transactions. Researches and determines cause of discrepancies and initiates necessary adjustments. Prepares financial documents (e.g., work papers, balance sheets, financial statements, etc.). Abstracts data from reports/statements to reflect financial condition and operating results and presents data in the form of prescribed statements/reports.

Analyzes Accounting Data. Analyzes and examines accounting data and accounts to resolve nonstandard transactions, complaints, or discrepancies. Utilizes extensive knowledge of accounting procedures and techniques to verify specialized ledgers and SAP accounting data. Maintains and reconciles budget and accounting records in implementing standard accrual accounting principles. Records consist of various journals and general ledgers, including numerous asset accounts, liability accounts, inventory, and operating accounts. Reconciles asset and liability accounts subsidiary ledgers with general ledger. Prepares necessary adjustments. Monitors fund balances and maintains records ensuring funds are managed within allowable constraints.

Prepares Reports. Posts balance to the general ledger and balance all journals and subsidiary ledgers and closes accounts. Prepares reports and performs other miscellaneous technical tasks in support of accounting functions that includes operating statements, balance sheets, and other month end financial statements required. Enters data and prepares monthly budget to actual performance reports. Prepares monthly reports, correspondence, and follows-up on flagged documents (e.g., inactive, un-liquidated obligations, etc.). Prepares required forms or enters data into the SAP computerized system. Assists in following up on dormant funds and reconciliation. Assists in the maintenance of internal control program requirements to protect against fraud, waste, and abuse. Prepares draft memoranda or letters responding to correspondence of a non-routine nature explaining various aspects of accounting and providing detailed and technical explanations of accounting discrepancies or procedural or reporting requirements.

Provides Customer Service. Provides customer service for vendors, resource advisor, financial analyst, and other external and internal customers.

This position is responsible to provide short term individual therapy and psycho-educational trainings on sailor resiliency topics such as suicide prevention, substance abuse, and the prevention of sexual assault. Serves as a liaison to the homeport Sexual Assault Response Coordinator (SARC), providing immediate response and coordination for allegation of sexual assault and as a liaison to the homeport Family Advocacy Program (FAP). The DRC is responsible to report to the ship's Commanding Officer (CO) and will brief the CO on Sexual Assault Prevention & Response (SAPR) and FAP cases as needed, overall training plans and any other highrisk concerns that may arise. The Counseling, Advocacy and Prevention (CAP) Supervisor, located at the homeport Fleet and Family Support Center will be responsible to provide clinical supervision and oversee peer review of the DRC while they are deployed and at the homeport. The incumbent will be on call 24 hours a day while deployed for critical crisis intervention situations and work schedule may vary depending on requirements. Perform other duties as assigned.

• You will provide direct oversight compliance of the OPNAV mandated Explosives Safety Program.
• You will serve as the installation’s command representative and point of contact for explosives safety inspections (ESIs) and technical assist visits (TAVs).
• You will assist installation Hazards of Electromagnetic Radiation to Ordnance (HERO) Officers and Frequency Managers in preparing and maintaining their command’s HERO Bill and scheduling the installation’s HERO Survey.
• You will ensure all requirements for the storage and transportation of arms, ammunition and explosive (AA and E) materiel, AA and E personnel screening, and assignment training criteria are properly applied.
• You will provide oversight and training elements to include the qualification and certification (QUAL/CERT) of explosives handling personnel, in particular the military working dog (MWD) personnel, when applicable.
• You will develop a variety of technical training courses related to explosives safety, transportation of hazardous materials, preservation/packaging and ammunition logistics.

The duties and responsibilities of the CYP Leader have been grouped into categories, including mentor, curriculum, indoor

Mentor
Mentors assigned CY Program Assistant team. Works with senior employees to provide instruction and training to lower-level employees. Assists lower-level employees in completing the Standardized Module Training.
Assists the Training and Curriculum (T&C) Specialist in helping lower-level CY Program Assistants translate professional development training into practice by mentoring, guiding and role-modeling.
Provides suggestions and makes recommendations to credential practicum candidates.
Assists the T&C Specialist with recording observations and charts progress of team members' on-the-job skills.
Consults frequently with the T&C Specialist for guidance on strategies to further assist team members' professional development efforts.
Curriculum
Plans activities for program participants based on observed needs of individual children and youth. Continually reviews activities and plans for appropriateness.
Works with T&C Specialist, supervisor, and the CY Program Assistants to implement activities and special events that meet the physical, social, emotional, and cognitive needs of children and youth. Incorporates special instructions provided by parents such as special dietary needs, physical needs, or other information that may affect the child or youth's experience in the program.
Prepares and implements program options for children and youth with special requirements. Assists children and youth with special projects, homework, and life skills.
Recommends to the T&C Specialist and CY Program Assistants changes and adjustments to activities and plans where necessary to meet unusual situations.
Sets up displays and bulletin boards.
Arranges for and/or serves appropriate snacks or meals where applicable.
Indoor and Outdoor Environment
Works with team members to prepare, arrange, and maintain indoor and outdoor activity areas and materials to accommodate daily schedules. Makes suggestions about improvements to the activity areas.
Inventories equipment on a recurring basis and recommends replenishing damaged, missing, and depleted supplies.
Secures supplies, equipment, and facilities.
Interactions and Relationships
Encourages participant interest and establishes a program setting that promotes positive interactions with other children, youth, and adults.
Interacts with children and youth using approved child guidance and youth development techniques.
Supervision of Children and Youth
Provides care and supervision, oversight, and accountability for program participants in compliance with the Department of Defense (DoD), NAF Component, and local installation command policies, guidance, and standards.
Maintains control of and accounts for the whereabouts and safety of children and youth. Ensures children and youth (as applicable) depart with authorized person according to written parental instructions.
Oversees arrival and departure of children and youth.
Supervises children and youth during daily schedule of indoor and outdoor activities and on field trips, outings, and special events.
Observes program participants for signs that may indicate illness, abuse, or neglect and reports as directed.
Incumbent is a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect.
Parent and Employee Communication

Compliance
Ensures assigned area achieves and maintains standards for DoD certification and national accreditation or equivalent.
Ensures compliance with law, policies, and regulations applicable to DoD CY programs.

• Provide direct non-medical, short term solution focused counseling services to eligible children, parents, families and groups using psychotherapeutic services, such as cognitive behavioral therapy, mindfulness-based therapies, acceptance and commitment therapy, solution-focused brief therapy, family systems therapy, expressive therapies, etc.
• Assess client's needs and the nature and scope of their problem(s) and behavior, explore basic personality structure in relation to behavior patterns, mechanisms and symptoms, and analyze information collected to develop a diagnostic impression and treatment plan, and/or provide treatment referrals, as appropriate, to other clinical agencies.
• Recognize symptoms in clients with diagnosable disorders falling outside of the authorized scope of practice such as schizophrenia, bipolar disorder, eating disorders, substance use disorders, major depression or other symptoms requiring specialized medical/psychiatric intervention and/or longer-term treatment.
• Assist individuals and families with finding satisfactory ways of coping with commonly occurring life stresses (e.g. career change, work-related stress), family dynamics (e.g. divorce, communication problems), parenting, crisis response (e.g. physical, sexual or emotional abuse), or other stressors. Identify crisis situations (e.g., suicide or homicide risk, danger of physical or sexual abuse to family members, increased risk of interfamilial or extra familial violence) when conducting clinical assessments, and provide immediate crisis intervention, conduct risk assessment, and prepare and/or coordinate safety planning IAW best practices in the mental health community.
• Educate military, civilians and families on suicide intervention and at-risk behavior.
• Comply with reporting protocols involving high-risk case when reporting risk of suicide, homicide, domestic abuse or child abuse, and high-visibility cases.
• Inform military and civilian agencies on scope of practice, how to engage in services, available counseling services (i.e., couples, individual, and children/family), and clinical issues and treatment related to children and adolescence; and train on clinical areas of interest (i.e., sleep hygiene, healthy communication, etc.) upon request and if availability allows. Consult and coordinate with other military and civilian service agencies on specific client cases (i.e., military treatment facility behavioral health, civilian military health providers, CPS, etc.), on an ad-hoc basis.

Incumbent serves as Victim Advocate for the Family Advocacy Program (FAP) to provide comprehensive assistance and liaison to and for victims of spouse/intimate partner abuse and non-offending parents or caregivers of victims of child abuse; and to educate personnel on the installation regarding the most effective responses to domestic violence/intimate partner abuse on behalf of victims and at-risk family members. Screens victims of domestic abuse, evaluates their needs, and provides them with information about domestic violence, safe and confidential ways to seek assistance, their rights, and the resources and services available to them. This involves maintaining current information on resources and services, and advising victims before disclosure of the limited confidentiality rule.
