The Deputy Chief People Officer is the most senior People & Organisational Development (OD) leadership role below the Executive and has responsibility for developing and driving a high performance People & OD service culture whilst also putting in place a range of large-scale initiatives that give our people the best experience in the NHS.

The Deputy Chief People Officer will be responsible for oversight of all aspects of the Trust’s People and OD team activities within their respective portfolios and will work closely with the Deputy CPO Learning & OD to deliver on our leadership development and education agenda.

Introduce new, flexible roles and ways of working, putting workforce redesign at the heart of service transformation.

Ensure that all HR services are truly inclusive and support the trusts equality and diversity plans and strategies. Embed EQHIA into the development of all Trust policies and procedures and ensure the Trust is complaint with the Public Sector Equality Duty.
Workforce Planning and Performance


Work with the CPO and Deputy CPO L&OD to develop and implement a workforce planning strategy, underpinned by an annual planning process that is integral to the Trust’s annual plan, ensuring the organisation has an appropriately skilled and experienced workforce at all levels.



Develop and implement proactive recruitment and retention plans, which ensure that the Trust has the right numbers of appropriately qualified and trained staff for both the short and long term.
Employee Relations


Develop and promote productive partnership working with staff, trade unions and staff governors, involving them in strategic and operational planning.



Work cooperatively with trade unions and professional bodies to enable the Trust to deliver its business objectives.
People and OD function


Provide professional leadership, vision and direction for the People and OD function and provide high quality, innovative and consistent operational services to meet the needs of clinical and non-clinical departments across the Trust.

We are looking for a highly enthusiastic and skilled senior cardiac physiologist (in cath lab and pacing) to join our team at Chelsea and Westminster Hospital NHS Foundation Trust. The post holder will be cross-site for both Chelsea and Westminster and West Middlesex Hospital sites.

The post-holder will provide highly specialised professional expertise in the environment of the Cardiac Cath Lab and Physiologist-led pacemaker/device follow-up clinics. They will also act as a resource within the technical cardiology service and provide expert, specialist advice within this area.
• To be able to perform a broad range of clinical-technical investigation procedures and interventions in the Cardiological field to a highly competent professional standard.
• To possess specialist practitioner knowledge and skills in Cath Lab and Pacing and to help manage the pacing clinics.
• To assist the Lead Cardiac Physiologist in the various sections of Cardiac Services in providing the routine Cardiac Physiology clinical-technical services when necessary.
• To perform complex pacing clinics including home monitoring and of undertake a range cath lab procedures
• Play a major role in the training and continuing professional development of staff and students

Clinical
• The post holder will provide highly specialised professional expertise in the environment of the Cardiac Cath Lab and Physiologist-led pacemaker/device follow-up clinics. To act as a resource within
the technical cardiology service and provide expert, specialist advice within this area.
• To perform a range of standard and non-routine complex investigations as requested by clinicians,
these will include brady, tachy device clinics (ICD, CRTP and CRTD), in cath lab this will involve basic diagnostic coronary angiogram and complex coronary intervention procedures including PCI, CTO,
pressure wire, IABP (balloon pump) and IVUS studies. To also be able to perform left and right heart catheterisation independently.
• Analyse complex information that may be technical and/or clinical, using current scientific opinion and own discretion to interpret and make decisions on how best to act.
• Using advanced knowledge and skills to optimise performance of complex and basic pacemakers and internal defibrillators, to best suit the patient’s individual needs while ensuring maximum patient
safety and comfort.
• The post holder would be expected to deal with any outcome during or after the test, this could include resuscitation.
• To assist in emergency procedures which will include acute PCI transfer from A&E to cath lab
• To act as a specialist in the field, giving professional advice as necessary.
• The post holder should have an interest in performing Tilt tests, with the aim to become proficient in preforming these investigations.
• The post holder must have experience in all standard cardiac investigations performed within a cardiac physiology department.
• The post holder must be able to supervise stress tests and is expected to be competent to deal with any outcome that may arise as a result of the investigation.

The role of the Deputy Chief Nurse is to provide support to the CNO across the whole of the CNO portfolio, being an active member of the executive management team. The post holder will have significant knowledge and experience in implementing and supporting a nursing, midwifery and AHP strategy as well as in issues relating to quality, patient safety, safeguarding and clinical governance. The post holder will be required to work in partnership to manage and develop further Trustwide systems and processes to provide assurance of quality and safe service delivery and appropriate risk management, working alongside the site based and divisional teams.

The Deputy Chief Nurse plays a pivotal role in leading the Trust’s patient safety and quality agenda in partnership with the Medical Cabinet. Together they will lead the development and implementation of quality initiatives to improve patient outcomes and patient satisfaction. In realising this ambition, the Deputy Chief Nurse will ensure that there are structures in place to support the engagement of clinical staff. They will develop a culture that encourages excellence in clinical practice, facilitates team working and multi professional care delivery.

The Deputy Chief Nurse is an integral and equal partner within Corporate Nursing Team providing specific advice to the CNO, Trust Board, directors of nursing and divisional management teams regarding issues that support quality and safety agenda.

The post holder will act to ensure high quality and high value patient care is delivered throughout the Trust.

To provide professional and visible leadership which inspires, motivates and empowers nurses, midwives and AHPs across the whole Trust in all care settings.

To provide expert advice, support, challenge, scrutiny and decision making as required or when necessary to nurses, ANPs, senior managers and staff across the Trust and to be an active participant within the management of the Trust.

To ensure systems are developed which can provide assurance to the CNO on all issues associated with quality and safety agenda.

To provide expert advice, represent the Trust and contribute expertise in regional and national working groups to inform and shape policy and service design.

To ensure the implementation and achievement of the full range of national and local policies and targets relating to nursing and midwifery practice.

Deputise for the CNO at internal and external meetings and participate in the Trust executive on-call rota.

To lead on the safeguarding agenda for both child protection and vulnerable adults, contributing and ensuring consistent representation of the Trust at local child and adult safeguarding boards.

This is a senior post within the Corporate Nursing Team and member of the executive team, the post holder will be required to liaise with and influence a range of stakeholders including external regulators. The post holder will be required to deputise for the Chief Nurse across patient safety, patient experience and quality accountabilities.

Key Responsibilities include :
• Lead on practice development that reflects the national and local quality/patient experience agenda.
• Lead on the development of the corporate quality strategy and support the implementation of a work programme which delivers the relevant outcomes.
• Support the delivery of the patient and staff inclusion agenda to support the implementation of the equality delivery system.
• Ensure sustainable and improved organisational wide systems and processes for quality assurance.
• Coordinate the delivery of the Trust framework for quality assurance.
• Ensure sustainable and robust management systems that are integrated across all parts and levels of the organisation.
• Implement systems and processes to promote patient safety and compliance with CQC registration requirements.
• Contribute to the development and implementation of robust performance management arrangements for patient safety and quality through close working with the site and divisional nursing directors.
• Implement national guidance and policy relating to patient safety and quality.
• Provide leadership and expertise across all professions and levels of the organisation in quality, risk management and clinical governance.
• Develop relevant corporate polices.
• Work in partnership with system partners on all aspects of quality and patient safety.
• Prepare accurate and timely briefing and Board reports.
• Ensure links and support for staff across all of the Trust directorates recognising that equality, diversity, modernisation and service improvement are part of everybody’s day to day business.
• Establish and maintain effective communication links with the CNO, providing briefings on current issues as they impact on the patient safety/quality agenda, including:
• Feedback from meetings
• Opinion and thought using own experiences and knowledge to highlight issues of strategic importance affecting the quality agenda
• Advising on all elements for which the post holder has lead responsibility
