Leidos is presently seeking a Software Engineering Manager in support of the Defense Information Systems Agency GSMO-II Program. This role will be responsible for supporting the full lifecycle of Innovations and Special Projects from kickoff through sustainment, including project management, technical leadership, architecture, and process management. The Software Engineering Manager will lead a matrixed and virtual team of engineers to balance and maintain technical, cost, and schedule deliverables. The successful candidate will be a self-starter who will work independently to anticipate and address challenges in a fast-paced, remote-first environment to meet project objectives.

While this role is primarily remote one must live within commuting distance to Scott AFB, IL or Ft. Meade, MD for on-site support as needed.

Primary Responsibilities

Responsibilities will include, but are not limited to, technical and project management leadership tasks including:

• Project leadership of a team of Software Engineers, Test Engineers, Network Engineers, and System Administrators.

• Create and maintain the DevOps platform strategic roadmap, for continual process improvement.

• Lead the execution of multiple, concurrent Agile software development projects to meet cost and schedule objectives.

• Proactively and independently identify, report, monitor, and mitigate technical risks.

• Develop project management plans for establishing technical, schedule and cost baselines.

• Communicate and collaborate frequently with other project leads to ensure successful completion of project objectives.

• Lead software release planning and version control, providing release management support throughout a software product's life cycle (initial software development through promotion to Test, QA and Production Environments), ensuring the consistency and reliability of software builds.

• Provide technical direction, leadership, guidance, and training on software engineering processes, ensuring congruence of the various infrastructure, software, configurations and interfaces maintained under configuration control.

Required Qualifications

• Bachelor's degree in a relevant technical discipline and 12+ of related experience; additional related years of experience are accepted in lieu of a degree.

• Must hold an active DoD Secret Clearance.

• Ability to obtain Security+ certification or equivalent DoD 8570 IAT II certification within 14 days of start date.

• Prior Software Engineering Team Lead experience (managing day-to-day operations of a Software Engineering team), including experience leading an Agile software development team.

• Full software lifecycle experience (design, development, test, deployment), including deployment to a production environment.

• Previous software configuration management experience, including release planning, managing software baselines, merging branches, and producing software builds.

• Strong communication skills that enable proactive and effective collaboration with a virtual team, including the ability to clearly articulate status and present to both customers and program leadership.

• Ability to multi-task, self-assign work, and lead a geographically distributed team in a dynamic, fast-paced environment.

• Demonstrated leadership skills and attention to detail, including excellent organizational and documentation skills.

• Experience working in a geographically dispersed environment.

• Previous experience tracking projects in Jira or equivalent Agile Project Management software.

• Knowledge of Site Reliability principles and integration of these principles within an operational environment.

• Experience with software development languages such as Java, Python and JavaScript.

Preferred Qualifications

• Experience designing, developing, and deploying software in a cloud environment (AWS is a plus).

• Experience designing and implementing application deployment pipelines and developing software in a containerized environment with Kubernetes and Docker (OpenShift experience is a plus).

• Hands-on full-SDLC Agile Software Development experience, including full software lifecycle automation experience (design, development, test, deployment), including deployment to a production environment.

• Experience designing, building, and deploying DevOps pipelines with Bitbucket, Git, Jenkins, Artifactory and Ansible (or equivalent tools).

• Experience configuring, developing, and deploying on the Elastic Stack (ELK) and Kafka platforms.

• Experience leading a software development project in a DoD environment, including ensuring compliance with STIGs and RMF controls.

• Experience developing software on a Linux platform (RHEL 8), including experience working in a UNIX command line environment.

• Experience on software integration projects that include Java programing, including SOAP and REST web services development.

• Experience with distributed version control software, such as Git, and experience with development workflows in Bitbucket or an equivalent tool

• Experience designing and building automated software testing pipelines using Ansible, Selenium, JMeter, Junit and/or other applicable tools.

• Software requirements analysis and design documentation experience, including the creation of functional, technical, and architectural design artifacts as well as test cases and installation, deployment, and configuration documentation.

• Experience leading code, document, and other artifact reviews

• Active 8570 IAT II Certification

• Formal Agile methodology certification (e.g., SCRUM).

Routine duties will include but not limited to:

• Supervise construction of FAA projects on-site and provide quality assurance that completed work complies with the plans and specifications.
• Review, document, and report on construction progress to the FAA Resident Engineer.
• Monitor construction site safety and prepare notices of unsafe working conditions.
• Perform engineering analysis with respect to code compliance, reliability, maintainability, safety, economy, project specifications, and recommend corrective action where appropriate.
• Provide estimates of construction progress.
• Escort contractor personnel in security restricted areas.
• Maintain records of receipt, inventory, and condition of Government Furnished Material (GFM).
• Prepare daily entries in the Construction Logbook.
• Maintain records of all correspondence and reports pertaining to the project.
• Ensure general contractor complies with FAA Environmental, Safety, and Health policies.

Basic Requirements:

• Minimum 10 years of construction oversight experience for non-degreed candidates. If degreed, prefer Civil Engineering Degree (B.S.) or similar degree with a minimum 4 years of experience as Project Engineer and / or Resident Engineer with Civil Engineering Design, Project Management experience.
• Experience with tower, shelter, and similar structures is desired.
• Proficient in project design and management.
• Proficiency with AutoCAD / MicroStation.
• Proficiency in verbal and written communications
• Strong technical background and experience with construction projects, risk mitigation, coordination planning and documentation.
• May occasionally be required to work an alternate schedule such as nights/weekends to meet the needs of the construction project.

The Digital Modernization Sector of Leidos is seeking an experienced Cybersecurity Project Manager to join our Defense Enclave Services team at Ft. Meade, MD area.

POSITION SUMMARY:

The Cybersecurity Project Manager will manage projects and assist other project managers with projects supporting the DES program cybersecurity engineering and operations groups primarily.  Types of projects could  include, but are not limited to, engineering projects such as building out a new capability; starting, improving, and transitioning services; auditing and compliance, such as attaining/maintaining Authority-to-Operate (ATO); driving implementation of Comply-to-Connect (C2C) solutions; and upgrading infrastructure or transitioning to the Cloud.  Projects can also encompass adding subscribers to cybersecurity services and developing new operational capabilities.

PRIMARY RESPONSIBILITIES:
•Work cooperatively with federal and contractor cybersecurity engineering and/or operations personnel to successfully complete assigned projects within time, scope, and budget constraints.
•Lead, manage, and/or assist engineering, operations, and other project management personnel as needed for each project. 
•Develop detailed project plans for resourcing time, funding, materials, and people.
•Keep a well-managed repository of project documentation.
•Develop, review, and update project and other documentation, as needed.
•Build and maintain team and federal government customer relations for consistent and timely communication of dependencies, issues, challenges, and progress.
•Plan, gather, and update artifacts and documentation for future audits, ATO renewals, etc.
•Provide regular reporting to internal program management and the customer in the form of meetings, standardized deliverables, reports, and presentations.
•Develop and improve processes for accomplishing project work.

BASIC QUALIFICATIONS:
•Bachelor’s degree and 12+ years of experience; additional years of directly applicable experience may be accepted in lieu of a degree.
•Minimum eight years’ experience in IT engineering, information system security management, and/or operations in a federal customer cybersecurity environment.
•Security+ certification.
•Familiarity with Splunk or other SIEMs.
•Strong oral and written communications skills, including experience writing and delivering status reports, meeting minutes capture, project documentation, presentations, as well as leading meetings, stakeholder discussions, etc.
•Strong multitasking skills and attention to detail.
•Experience supporting technical projects, particularly cybersecurity projects.
