At the VA Phoenix Health Care System, we're dedicated to improving the lives of Veterans and their families every day. We proudly serve Veterans in central Arizona at the Carl T. Hayden VA Medical Center and 12 community based outpatient VA clinics. Typical duties include but are not limited to:

• Provide sterilization, preparation, supply items and decontamination support for the medical center.
• Receives contaminated critical and semi-critical RME in decontamination area and may receive noncritical equipment in the decontamination area as well.
• Disassembles the RME and determines the correct cleaning method, such as but not limited to ultrasonic cleaners, mechanical washers, cart washers and chemical cleaning/decontamination agents as determined by manufactures instructions.
• Removes soil, blood, tissue fragments, body fluids and other contaminants by wiping, soaking, rinsing and scrubbing.
• Performs and documents daily operational checks and records for all sterilization equipment.

This position serves as a VISN 22 Veterans Transportation Program Manager within the VISN Office. Provides management, support, and required oversight to assist VA transportation providers and key business staff to medical centers across the VISN. The position manages the VISN VTP including Veterans Transportation Service, Beneficiary Travel, the Highly Rural Transportation Grant Programs.

Major duties and responsibilities include but not limited to:

• Participates in national VTP Surveys, reviews, studies and manages the VISN participation in such surveys/studies, as well as managing VISN surveys which produce data used to adopt new policies or change existing policy to improve operations and compliance with regulations to achieve higher efficiencies of operation.
• Oversees management of the overall operations of the VTS Program at all the Medical Centers within the VISN.

• Ensures facility VTP Managers comply in a timely and accurate manner to VTP Program Office, IPERA, OIG and GAO requests for information.
• Ensures VTS programs at the Medical Center level are appropriately engaged with the HRTG recipients to ensure proper transport of Veterans by the grant recipients, and communicates with the VTS Regional Coordinator on issue resolution requiring national attention.
• Serves as the Subject Matter Expert (SME) for the multi-state region of a VISN regarding veteran and patient transportation for travel. The incumbent consults with the VA Medical Center Mobility Managers and Executive Leadership, the VISN Rural Health Consultant, VISN Business Implementation Manager, and VISN Executive Leadership on issues concerning Veterans access to care and unique transportation issues. As the VISN SME, the VISN VTP Manager provides direct consultation and problem resolution to facilities.
• Works with VISN leadership to establish goals and general policy regarding patient transportation regarding policy for inter-facility transfers, Special Mode Transports, Air Ambulance etc., to ensure compliance with national program policy, as well as the most efficient and patient friendly means of transport are achieved while ensuring expedited transport resulting in improved patient care and improved patient flow within and between VISN facilities.
• Prepares reports, memoranda, and correspondence pertaining to various Veteran transportation issues; presents research findings and recommendations to VTS and MS leadership.
• Provides Train-the-Trainer activities for the VTS program at the Medical Centers during program implementation and provides constant support for day to day operations.
• Employs fact-finding and investigative techniques to gather clear-cut factual answers to questions from VTS field operations.

• Manage property book records to include property acquired by purchase, lease, rental, transfer, manufacture, etc.
• Assist in maintaining the property book which is a record of all property authorized by the Table of Distribution and Allowances (TDA) and Common Tables of Allowances such as CTA 50-909, and CTA 50-970.
• Serve as Government Purchase Card (GPC) holder. Make purchases from approved vendors and on the open market in accordance with applicable Department of the Army and organization policies and procedures.

• Schedule and coordinate annual wall-to-wall inventory for all property book items with the hand receipt holders. Initiate and assist hand receipt holders in completing reports of survey in the event of lost or damaged non-expendable items.

The Aviation Safety Inspector (ASI) receives administrative direction from management in terms of broadly defined missions or functions. The ASI, mostly independently plans, designs, and carries out programs, projects, studies, or other work. The work is normally accepted without change. Completed work may be reviewed for adherence to FAA policy and for assurance that project requirements have been fulfilled.

Some FG-14 assignments involve service wide responsibility for application of expert knowledge of flight operations for advanced multiengine turbojet aircraft. Such employees are concerned with all aspects of the operational capabilities and limitations of the aircraft.

ASIs at the FG-14 level establish technical procedures and performance indexes and review complete flight operations programs for leaders in the aviation industry, or organizations of comparable scope and complexity, or a uniquely complex group of general aviation organizations. Assignments at this level are of great scope and unusual complexity.

FG-14 employees develop and evaluate flight operations programs for organizations which utilize the newest, most complex aircraft, systems, and equipment. Because of organizational complexity or technology incorporated in the aircraft, systems, and equipment, employees must exercise originality to resolve unique problems. They frequently rely on engineers and designers for specific technical guidance although much of their work is carried out under very broad policy guidelines. Supervisors give FG-14 employees a wide leeway for independent action. Other inspectors seek their advice on problems relating to aircraft and their operation. Because of the precedent-setting nature or substantial effect on the aviation industry or public safety, their decisions may be reviewed and approved at a higher policy- setting level.

The ASI resolves all but unique problems, with the intervention of management or a technical specialist. Develop plans, techniques, and policies to address current and anticipated problems and issues. Works with management to solve problems.

The ASI is expected to follow established laws, orders, policies, and regulations that provide general guidance for completing work objectives, but is allowed considerable discretion to develop new or innovative approaches. The ASI uses resourcefulness, initiative, and judgement based on experience to develop and implement evaluation procedures to address problems where precedents are not applicable. Methods, practices, or decisions may be used as guidance in similar problem areas.

The ASI keeps management informed of the status of all programs and projects and is held accountable for the technical accuracy, proper coordination, and timeliness of completed staff work. Provides staff assistance and serves as advisor to the manager on all matters pertaining to assigned tasking. Assists Safety Assurance ASI’s, aviation safety technicians, and others on queries that are technical or guidance related.

Assists in the preparation of a variety of technical and high priority correspondence to the other functional offices, aviation industry, other governmental agencies, members of Congress, and the general public. Assures that correspondence is properly coordinated, technically and grammatically accurate, clear and concise, and that it reflects the philosophy, policies, and objectives of the Division, Service, and the FAA.

Participates in the FAA flight program to maintain qualification and currency requirements applicable to operations inspectors, for the purpose of supporting the FAA in a variety of flight-related functions to include training and evaluation of designated pilot examiners. Evaluates tasks contained in the FAA practical test standards and airman certification standards by participating as pilot in command or as a crewmember. The inspector is required to maintain an FAA second class medical.

The Geographic Program Inspector (Airworthiness) is responsible for the geographic program withing the geographical area and for the performance of inspections and surveillance (to include certification and other assignments as requested by the principal inspector) on air carriers/air operators operating under Title 14 of the Code of Federal Regulations (14 CFR). Identifies and established work programs for inspection and surveillance withing manpower and budget limitations. Functions as the focal point for office communications with principal inspectors in other offices/regions.

• Responsible for development, implementation, analysis, and revision of the master production schedule for aircraft maintenance production plan throughputs.

This Supervisory Human Resources Specialist position is located Phoenix Sky Harbor International Airport (PHX), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Serves as a Supervisory Human Resources Specialist providing management advisory services on organizational Human Resource (HR) projects that are often complex and difficult to resolve. The incumbent assigns subordinates to resolve issues/problems requiring consideration of multiple human resource laws, policies and procedures. Applies a comprehensive knowledge of human resource management to provide advice and assistance to managers. Exercises an expert knowledge of HR recruitment, placement and processing.
• Provides leadership in implementing, evaluating, and improving HR processes and procedures to monitor the effectiveness, efficiency, and productivity of the organization directed.

• Review proposed legislation to determine impact on commercial vehicle drivers, State Driver License agencies, and FM CSA. Assist others in drafting rule makings related to the CDL program.
• Conduct CDL program reviews to verify State compliance with Federal requirements and assess program effectiveness. Make recommendations to improve program compliance and effectiveness.
• Conduct research and data analysis, for use within briefings, presentations, reports or other correspondence to Agency officials, other Federal, State, and local agencies, and to the general public.
• Draft correspondence in response to inquiries from Congress, general public, industry organizations, and commercial motor carriers regarding compliance with the Federal Motor Carrier Safety Regulations.

Its purpose is to provide storage and distribution, cataloging or supply identification systems, property utilization, or other related supply activities including those associated with automated or manual supply accounting systems.

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

As an Information Technology Specialist, you will:

• Be responsible for systems reliability and accessibility, information systems security programs policy/strategic development, IT continuity of operations planning/support, and support the Department in integrating information security services and related technologies to accomplish departmental IT security goals and program objectives, and to prevent and defend against unauthorized access to systems, networks, and data.
• Promote awareness of security issues among management and ensuring sound security principles are reflected in organizations’ visions and goal.
• Participate and/or lead in network and systems design to ensure implementation of appropriate systems security policies.

The Assistant Principal Operations Inspector (APOI) serves as a full assistant to a Principal Inspector performing the full range of certification, surveillance, and inspection duties for assigned air carriers, air operators, air agencies, airmen, and designees and has program responsibility to assure that assigned organizations meet Title 14 of the Code of Federal Regulations (14 CFR) with respect to operations programs. Assists in the establishment of work programs for inspection and surveillance. On a continuing basis, ensures assigned organizations are properly and adequately organized, staffed and equipped; establishes and conducts adequate training programs; maintains record keeping systems; and facilities and ensures procedures meet all regulatory requirements. Chairs joint Federal Aviation Administration (FAA) and industry meetings. Maintains regular contact with organizations assigned and coordinates with top management officials. Requires or directs correction of any deficiencies/discrepancies and refuses or withdraws approval if they cannot be resolved. Responsible for conducting enforcement investigations and preparation of final reports and recommendations on disposition. Coordinates with geographic inspectors for the accomplishment of non-routine air carrier surveillance. Approves/accepts or disapproves/rejects manuals and revisions to such manuals. May require amendments to previously approved manuals to accomplish the following: correct any conflict with regulatory requirements; eliminate unsafe practices: and/or improve the specificity of instruction. Evaluates training programs to ensure that they meet the requirements of 14 CFR. Approves or disapproves these training programs including flight simulators, training devices, or other such equipment used in these programs. Approves/disapproves designation of check airmen and makes recommendations on the appointment of designees. Evaluates operations and facilities by on-site inspections and review of reports by geographic inspectors or others. Negotiates changes essential or desirable in their policies and procedures. Determines the appropriate methods and/or plans for securing corrective action and determines through on-site inspection or inspector reports the effectiveness of any action. Evaluates and approves/disapproves requests to operate under conditions not previously authorized and may prescribe additional conditions and limitations as appropriate. Approves the original issuance of operations specifications and issues original operating certificates. Approves amendments to operations specifications. Evaluates the safety of proposed changes in route or airport authorizations; prescribes any changes required before approval. Directs or participates in flight evaluations to determine compliance with 14 CFR. Recommends changes that will be required prior to approval. Responsible for monitoring all phases of operations including training programs and records, base and station facilities, and route systems. Coordinates with and reviews reports from geographic inspectors and others to identify trends which indicate deterioration in the safety of operations. Directs or suggests changes required to correct such trends. Monitors the activities of designated examiners, check airmen, and instructors.

NOTE: Flight Oversight ASIs do not conduct certification (pilot evaluating, testing, and checking) job functions as a required crewmember, including safety pilot. The incumbent will not, in any scenario, act as a required crewmember or safety pilot of an aircraft. Flight Oversight ASIs apply a broad knowledge of the aviation industry, aviation safety, and Federal aviation laws, regulations, and policies. Develops and evaluates flight operations programs for organizations which utilize the newest, most complex aircraft, systems, and equipment. The APM is responsible for the oversight of flight operations involving large fleets (usually 30 or more) of turbine powered aircraft engaged in large-scale passenger and/or freight service for nationally and internationally prominent carriers. Assignments at this level are of significant scope and complexity, and the organizations monitored are traditionally major operators in the industry. Decisions typically have broad impact on the operation of advanced aircraft, or a geographic area containing a variety of novel and/or complex aviation operations. Decisions also have a significant effect on the safety of the flying public as they determine the adequacy of the air carriers flight operations training and overall procedures. Serves as subject matter expert providing advice to other inspectors on problems relating to aircraft fleets and their operation. Serves as regional expert in major changes in the operation of the aircraft, pilot procedures and training and provides expert advice to Assistant Aircrew Program Manager personnel. Represents Principal Operations Inspector (POI) at company meetings with air carrier leadership and recommends approval/acceptance/rejection of air carrier programs to POI. Serves as subject matter expert on national workgroups and boards in support of aircraft flight operations programs as well as accidents, incidents pertinent to the assigned fleet type. Develops a work program to ensure periodic surveillance of designated pilot and flight engineer examiners, pilot and flight engineer check airmen, and company training programs. Oversees company check airmen and APDs. Serves as the technical advisor to the Principal Inspector on assigned areas of the company's training and testing programs. Coordinates technical instructions, policy orders, and procedures through the Principal Inspector to assure uniformity of training and testing activities. Responsible for conducting enforcement investigations and preparation of final reports and recommendations on disposition. Performs or supervises the emergency suspension of certificates or cancellation of flight oversight specifications. Conducts or directs the reexamination of certificated airmen or recertification of an operator or agency. This Supervisory Instructional System Specialist position is located Enterprise Support, Training & Development, Training Centers Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Analyzes and designs, develops, implements, and evaluates (ADDIE) new and existing training programs and new training course development for the TSA workforce; and utilizes Kirkpatrick Four-Level Training Evaluation Model to analyze training effectiveness.
• Provides expertise, advice, and recommendations to management regarding the processes used to analyze, design, develop, implement, and evaluate both traditional and innovative education and training systems, creating performance improvement interventions to include interactive media and courseware.
• Develops innovative instructional processes and/or interventions to solve performance problems; researches and develops new programs in web-based or other digital delivery formats; and assists in procuring, developing, and evaluating interactive courseware and other tools necessary for the implementation of the ADDIE process, and interpreting and assisting in the development of Instructional policy as required.
• Creates and monitors training plans and timelines in a multi-disciplinary structured environment and obtains cooperation from multiple senior managers and staff for successful project completion.
