The Management and Program Analyst performs multiple and varying analytical assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. As an individual contributor, participates on acquisition strategy or source selection panels to determine if a written source selection plan is necessary and to document strategy. Provides market research data to senior management, identifies marketplace requirements to identify supply or service sources. Maintains automated tracking systems to
assist with financial analysis and reporting to include analyzing budgets assigned to large-scale technical aviation programs and services to record, reconcile, validate and track data; identify discrepancies and conduct various analytical studies.

Utilizes advanced automated tools and financial systems, such as macros, pivot tables, advanced filtering, etc. to assist in creating graphics and charts for inclusion in presentations to senior officials. Works with more experienced analysts in the planning, monitoring, and conducting small special projects, studies, and initiatives. Identifies and analyzes problems, identifies significant factors, gathers and interprets pertinent data, and applies established rules and procedures in order to recommend effective solutions. Although the incumbent uses considerable discretion when selecting approaches and recommending new approaches, established policies and

Contacts are typically internal and external, with regular contact within and external to the PMO to share information about the FAA and to explain the applications of policies and procedures. The Aviation Technical Systems Manager provides leadership, direction and guidance for the integration and implementation of Air Traffic Organization (ATO) activities within the Western Service Area.

The Aviation Technical Systems Manager serves as the Director of the Western Service Center, ensuring timely and quality support services are provided to ATO service units and facilities within the service area. The position is at the highest non-executive managerial level which manages the work of a large, multi-level organization typically through subordinate managers. As the ATO's primary point of contact for support services in the Service Area, the manager will interact with high level executives both inside and outside the Federal government to include FAA, ATO, Department of Defense, local and national law enforcement, the military, the private sector, members of Congress and their staffs in the regions and headquarters, and other principal agencies both local and national.
