Key Responsibilities:

• Candidate Sourcing: Proactively source potential candidates using various methods such as online platform, social media, professional networks, Boolean searches, referrals, and other creative sourcing techniques. Identify and attract passive candidates who may not be actively seeking new opportunities.
• Candidate Engagement and Outreach: Reach out to potential candidates through personalized messaging, emails, and phone calls to introduce job opportunities.
• Candidate Screening: Conduct initial screenings of potential candidates to assess their qualifications, skills, and fit for specific positions. Evaluate resumes, portfolios, and other application materials to determine if candidates meet the basic requirements.
• Talent Pipelining: Build and maintain a network of qualified candidates for present and future hiring needs. Create talent pipelines and keep them engaged through regular communication, networking events, and talent community initiatives.
• Market research and Competitive Analysis: Stay informed about industry trends, competitor companies, and market dynamics to gain insights into talent availability, compensation packages, and emerging sourcing techniques. Use this information to inform sourcing strategies and attract top talent.
• Collaborative Partnership: Collaborate closely with TA Business Partners to understand business talent requirements and develop effective sourcing strategies. Provide regular updates on sourcing progress and share candidate insights and market intelligence.
• Candidate Evaluation and Recommendation: Assess candidates’ qualifications, skills, and cultural fit based on initial screenings. Make recommendations to TA Business Partner for further evaluation or interviews based on candidate profiles and initial assessments.
• Utilize Sourcing Tools and Technology: Leverage various sourcing tools, SmartRecruiter and recruitment platforms to enhance sourcing efficiency and effectiveness. Stay updated on emerging sourcing technologies and techniques.
• Candidate Experience: Ensure a positive candidate experience throughout the sourcing process. Respond promptly to candidate inquiries, provide regular updates, and ensure a smooth transition to the recruitment stage.
• Data Management and Reporting: Maintain accurate and up-to-date candidate data in SmartRecruiter. Generate reports and provide data-driven insights on sourcing metrics, such as sourcing channel effectiveness, candidate conversion rates, and time-to-fill.
• TA Projects: Involve in projects to continuously evaluate and improve talent acquisition processes, policies, and procedure. Implementing best practices, staying updated on recruitment trends, and suggesting innovative approaches to attract and retain top talent.

This is a secondary law enforcement position. Under the authority of the Aviation and Transportation Security Act (PL 107-71, November 19, 2001), you will function as a Federal Law Enforcement Officer and perform the duties and responsibilities assigned to Federal Air Marshals.

The position is located in the Field Operations Branch, Training Center, Law Enforcement/Federal Air Marshal Service (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). The LE/FAMS promotes public confidence in our Nation's civil transportation systems through effective risk-based strategic deployment of Federal Air Marshals (FAMs) and other LE/FAMS law enforcement resources in both air-and land-based mission assignments aboard U.S. air carriers, and in airports and other transportation modes within the Nation's general transportation systems. As the Supervisory Air Marshal in Charge (SAC), you will be responsible for performing the following duties:

• Serving as the Supervisory Air Marshal in Charge (SAC) of the TSA Training Center located in Atlantic City, NJ.
• Providing senior level leadership and guidance to a workforce consisting of Federal Air Marshals, other TSA employees, and other federal, state and local law enforcement stakeholders and program participants.
• Serving as a primary advisor and authoritative consultant to the LE/FAMS Director and Executive Staff on ongoing training requirements and methods to improve security in the transportation domain.
• Providing senior level leadership, directing the work subordinate managers and performing a wide range of managerial duties including the planning, direction, and coordination for day-to-day operations of the TSA Training Center program and training center operations. Programs managed include curriculum development, training delivery methodology, curriculum review/revision, training safety, records maintenance, instructor qualification/certification, general academy administration, training technology, and certification standards.
• Establishing and maintaining collaborative relationships with multiple law enforcement organizations at all levels in support of law enforcement programs/teams within those organizations.
• Serving as a point of contact for LE/FAMS media and promotion activities.
• Serving as the supervisor for the other TSA Training Center first line supervisory personnel; assigning work, setting priorities, reviewing and evaluating the work and performance of subordinates, approving leave, coaching and developing employees, recommending corrective or disciplinary action, and assisting in the budget planning and managing assigned resources.
• Developing short and long-range planning and goal development based on the needs of the organization and coordination with customers both within and outside the organization.

What will I do in this position if hired?

In this Telecommunications Specialist (Mobile Communications Office Vehicle Operator) - Reservist position, you will be a member of the Disaster Emergency Communication Cadre and will be responsible for the operation, set-up, and support of Mobile Communications Operations Vehicles (MCOV), including movement planning, motor vehicle maintenance and operation, communications equipment set-up and maintenance, and IT and Administrative support and training of Site Personnel. Typical assignments include:

• Operating an MCOV in accordance with Federal and State regulations. The MCOV fleet includes Class A recreational vehicles and Class 1 Emergency Vehicle chassis;
• Conducting a chassis pre-trip inspection and routine vehicle operating maintenance, including identifying engine and drive-train issues, checking the oil, checking the tires, and climbing on top of the MCOV for satellite antenna troubleshooting;
• Establishing satellite connectivity, local area networks, and entire office communications with limited support; including configuring radios, radio repeaters, telephones, computers, wired and wireless local area networks, and Time Division Multiple Access (TDMA) satellite network communications;
• Maintaining MCOV operational capabilities and providing IT and logistical training and field support on-site at a disaster, by evaluating performance of communications systems, performing corrective maintenance checks and services for vehicle and generator, and considering cost/benefit factors;
• Providing information through verbal briefings and well-organized daily/weekly reports and logbooks, using Microsoft Office Suite programs, to report to both leadership and the public at mission sites.

The Obstruction Evaluation (OE) Team Manager directs a subordinate staff OE Specialists and Technicians responsible for conducting and completing aeronautical studies on the impact of proposed and/or existing structures on the National Airspace System (NAS). Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO. This work directly impacts the accomplishment of Federal Aviation Administration (FAA) strategic objectives and the safety of the NAS.

Applies advanced knowledge of the technical aspect of air traffic control, airports operations, flight procedures, automation, and skills in interpreting 49 USC and 14 CFR Part 77 to evaluate and monitor OE Specialists and technicians in the performance of their duties. He/she interprets 49 USC §44718 and 14 CFR Part 77 to support staff in ensuring OE determinations are both accurate and in compliance with law and regulation. Directs the team in analyzing air traffic control and instrument flight procedures and possesses understanding of the impact that a structure has on air operations. Ensures appropriate determinations are made by the OE Team regarding impacts to airports and instrument flight rules (IFR) or visual flight rules (VFR) traffic patterns and flyways. Oversees OE determinations concerning structures such as Wind Turbine Farms, radio antennas, and cell towers by analyzing structures and electronics communications systems to include impact on operations such as to communication, navigation, and surveillance systems or other components of the NAS.

Manages the work of OE Specialists and Technicians responsible for evaluating the potential impacts that a proposed or existing structure may have on public use or military airports, aeronautical facilities, and air traffic control. Possesses advanced knowledge of civilian or military air traffic control to manage the OE program for a defined section of the United States and directs specialists and technicians to conduct aeronautical studies and determine whether a structure is a hazard to air navigation or would require a change in aeronautical operation or procedure. Oversees determinations of a structure's effect upon usage of navigable airspace and whether a structure impacts an aircraft's ability to navigate along a specific route by using experience as an instructor in navigation or in piloting procedures and techniques. Applies advanced knowledge of the principles, techniques, methods, procedures, rules, directives, and regulations concerned with air traffic, airports, and flight operations to provide guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher-level management except where ATO and FAA wide interests are at state.

Contacts are primarily within AJV-A5, Mission Support Services and the ATO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. Interacts with "Division Responders" or evaluators, including FAA lines of business and the Departments of Defense and Homeland Security. External contact may include participating in Agency negotiations with stakeholders concerning proposed construction that otherwise would be a hazard to the National Airspace System to interpret policies/procedures or for other project/program purposes. Has the authority, within guidelines, to make commitments for the organizational unit, within guidelines.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational units/projects/programs. Manages budget and either reallocates resources among organizational units/projects/programs or request additional resources as needed.
