Under the general direction of the Principal Inspector or Supervisory Principal Inspector accomplishes the following duties:

A. Technical Administration

On a continuing basis, ensures assigned organizations are properly and adequately organized, staffed and equipped; establishes and conducts adequate training programs; maintains record keeping systems; and facilities and ensures procedures meet all regulatory requirements.

Chairs joint Federal Aviation Administration (FAA) and industry meetings. Maintains regular contact with organizations assigned and coordinates with top management officials. Requires or directs correction of any deficiencies/discrepancies and refuses or withdraws approval if they cannot be resolved.

Responsible for conducting enforcement investigations and preparation of final reports and recommendations on disposition. Performs or supervises the emergency suspension of certificates or cancellation of operations specifications. Conducts or directs the reexamination of certificated airmen or recertification of an operator or agency.

Conducts investigations of public complaints, congressional inquiries, and aircraft incidents and accidents. Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives dispositions.

Coordinates minimum equipment list (MEL) approvals with the principal inspector. Takes enforcement action in instances of noncompliance with the MEL.

Coordinates with geographic inspectors for the accomplishment of non-routine air carrier surveillance.
Assists Principal Inspector in the planning and implementation of certificate holders surveillance via usage of the appropriate safety system.

B. Certification

Approves/accepts or disapproves/rejects manuals and revisions to such manuals. May require amendments to previously approved manuals to accomplish the following: correct any conflict with regulatory requirements; eliminate unsafe practices: and/or improve the specificity of instruction.

Evaluates training programs to ensure that they meet the requirements of 14 CFR. Approves or disapproves these training programs including flight simulators, training devices, or other such equipment used in these programs.

Approves/disapproves designation of check airmen and makes recommendations on the appointment of designees.
Evaluates operations and facilities by on-site inspections and review of reports by geographic inspectors or others. Negotiates changes essential or desirable in their policies and procedures. Determines the appropriate methods and/or plans for securing corrective action and determines through on-site inspection or inspector reports the effectiveness of any action.

Evaluates and approves/disapproves requests to operate under conditions not previously authorized and may prescribe additional conditions and limitations as appropriate.

Approves the original issuance of operations specifications and issues original operating certificates. Approves amendments to operations specifications. Evaluates the safety of proposed changes in route or airport authorizations; prescribes any changes required before approval.

Directs or participates in flight evaluations to determine compliance with 14 CFR. Recommends changes that will be required prior to approval.

In this capacity, directly participates in and is responsible for planning, developing, reviewing, and evaluating major aviation safety research initiatives. Uses professional engineering principles on a wide variety of research efforts that lead to a safe, efficient, and cost-effective National Airspace System (NAS) through the research & development of innovative aviation technologies.

Develops and implements independent and interdependent engineering studies to resolve issues and/or identify problems. Analyzes, tests and evaluates operational and technical information; identifies, mitigates or resolves current or potential problems with systems. Evaluates existing/proposed policies, standards, requirements, and objectives for efficient performance of programs and systems. Evaluates state-of-the-art technology, aerospace engineering concepts, and potentially useful tests and evaluations internal and external to FAA. Analyzes trends, developments, and performance data. Determines compatibility with established/planned systems and their desirability and effectiveness. Identifies requirements for new or modified standards, objectives, policies, or system modifications.

Submits fully documented recommendations for systems acquisition, approval, and/or modification to supervisor. Functions as Contracting Officer's Representative (COR) during the acquisition and procurement cycle. Participates in a team that reviews contractor proposals for adequacy of design, and for operation, maintenance, and implementation procedures. Conducts feasibility, cost-benefit, and other studies for technical and fiscal adequacy. Submits evaluations and recommendations to Contracting Officer.

Participates and contributes to an interdisciplinary team of technical experts to develop, test, evaluate, and/or implement aircraft systems and/or components that impact the NAS. Represents the organizational unit at various seminar, committee, user group panel, and conference meetings at intraagency, interagency, aviation industry, and national levels.

Coordinates and provides technical guidance to managers and sponsors. Identifies existing or potential problems. Assists in defining requirements, proposes alternatives, and coordinates solutions with sponsors. Provides periodic status reports to supervisors. Identifies existing/potential problems which may impact on established or proposed plans, identifies alternatives, and provides recommendations. Conducts administrative or on-site comprehensive reviews of existing or proposed projects; verifies cost estimates with managers throughout the FAA. Identifies questionable parts of proposals or procedures. Develops funding documents and/or schedules and milestones.

Performs multiple, varying, and complex assignments under the limited direction of a manager, project/program manager, team leader, or more experienced engineer. Acts as a contributing specialist on large work activities or as a team leader for single or small work activities.

Provides guidance to lower-level staff to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced engineer. Technical Program Support

• Processes FAA issued airman certificates such as ground instructor, flight instructor, mechanic, repairman, and flight engineer.
• Interviews applicants to determine qualifications for non-complex certificates.
• Processes FAA authorizations such as inspection authorization, aircrew program designee, and aerobatic competency.
• Processes FAA issued operator and air agency certificates such as air carrier, repair stations, and approved schools.
• Examines applications and supporting documents for completeness, consistency of information, and assures correctness, if required.
• Responsible for processing temporary airman certification files for certificates issued by designated examiners.
• Examines applications and supporting documents for completeness, consistency of information, and fulfillment of Federal Aviation Regulations (FAR) requirements.
• Supports the Designated Written Test Examiner (DWTE) program by providing orientation and training of new examiners, providing required annual and periodic training as necessary.
• Conducts FAA written examinations by assembling and distributing test materials, and following up to ensure corrective action is taken if necessary.

Correspondence and Reports

• Researches, writes, and types non-technical and routine technical correspondence.
• Responsible for maintaining correspondence control and suspense files.
• Reviews outgoing correspondence for grammatical accuracy, procedural agreement, aircraft technical manuals and factual inconsistencies, attachments, enclosures, dates, and signatures.

General Office Support

• Responsible for assigned administrative and technical files such as certificated operator and designee case files in accordance with agency directives.
• Determines need for new files, initiates action to create files, prepares file folders, dividers, and labels.
• Maintains administrative/technical library with includes orders, notices, Federal Aviation Regulations (FARs), Master Minimum Equipment Lists (MMELs), aircraft technical manuals and advisory circulars, etc.
• Assures that charts and office logs are kept current.
• Coordinates organization’s schedule with regard to inspectors’ schedules, flight checks, exams, itineraries and coordinates supervisor’s appointment schedule.
• Prepares time and attendance forms for organization personnel, maintain supporting documentation, and submit to appropriate payroll office.

Communication

• Receives incoming telephone calls, answers inquiries, and directs incoming calls appropriately. Interacts with the public (both domestic and foreign, when applicable) and other FAA offices.
• Assists visitors, determines needs and provides information or refers as appropriate.

Automation Program Support

• Assembles and enters information into various automated programs (such as Program Tracking and Reporting Subsystems (PTRS), Operations Specifications Subsystems (OPSS), Vital Information Subsystem (VIS), and Enforcement Information System (EIS)) and retrieves, prints, and reviews output.
• Retrieves data concerning airmen records, certificates, violation histories and aircraft registrations for National Data Base (NDB) and EIS database systems.
• Generates routine or ad hoc reports such as inspector planned activity, quarterly work program accomplishment report, quarterly NPG report, and inspector open items.

Administrative Program Support

• Surveys organization to which assigned in order to ensure adherence to administrative procedures that are outlined in agency directives.
• Examines current procedures and practices and recommends or implements changes.
• Instructs organization personnel (including new employees) on proper administrative procedures.
• Reviews program participants’ medical and flight check currency records and advises supervisor of program participants’ status.

Fiscal Program Support

• As impress fund cashier, reviews requests, and receipts, disperses funds, updates records, maintains vouchers, and determines replacement of funds.

Duties include but are not limited to:
- Responsible for the utilization and maintenance of all automobiles, trucks, buses and special purpose vehicles and equipment owned by or leased to VAWNYHS (Batavia).
- Keep continuously aware of VAWNYHS (Batavia) needs and weather conditions, making available and scheduling vehicles accordingly, and carries out directions, policies and procedures issued by the Engineering Manager.
- Participates with his/her supervisor in the selection, promotion or reassignment of staff and recommends disciplinary actions and incentive awards, plans for improving work performances and training programs.
- Organizes and directs staff in productive daily work schedules, and accomplishes work within established policies of EMS.
- Responsible for ordering and stocking repair parts, supplies, materials, and equipment and participates in preliminary planning of budget for various control points.
- Creates 1358's for all transportation costs.
- Responsible for the maintenance of Medical Center and GSA rental vehicles.
- Responsible for compiling all scheduled vehicles inspection providing upkeep and maintenance services and submitting monthly cost figures to invoice GSA lnteragency Motor Pool, Buffalo, N.Y. for all services and materials provided by VAWNYHS (Batavia).
- Be familiar with spraying and application techniques as well as pesticide use and other controls used in a ground maintenance management.
- Oversee contractors ensuring the safe usage of any materials being used.
- Responsible for the safe and efficient operation of all grounds and snow removal equipment, such as road sweeper, lawn sweeper, salt spreader, flail mower, Bobcats 553, 5528, and 873, power washer, and portable generators.
- Responsible for administering road tests, grading applicants, maintaining records of authorized drivers and conducting a search of the driver's background through the National Driver Request Program.
- Instructs subordinates in the safe and efficient operation of such complex equipment as pay loaders, snowplows, tractors with backhoe, front-end loader and gang-mowers.
- Responsible for all work and documentation to insure the section under his/her direction is in compliance with all regulatory agencies, including but not limited to Joint Commission, GSA, OSHA and all life safety standards.
- Creates and presents reports as required by the department and various regulatory agencies.
- Provides technical expertise and consultative advice to the Assistant Director (Batavia site manager) and the Chief of EMS.
- Comments and makes recommendations as needed to address issues with existing conditions, work assignments, costs, energy savings, and maintenance of items.
- Assigns and dispatches vehicles on a daily basis for all patient, employees and staff trips using up to 25 different vehicles.
- Investigates all accidents and makes out reports sending them to District Counsel.
- Responsible of all repairs and maintenance of all equipment, tools and motorized equipment used by the transportation and EMS section.
- Required to act in the capacity of a Service Manager in assessing mechanical failure on vehicles and equipment.
- Maintains documentation and can account for all services and materials provided by VAWNYHS/Batavia which will be billed to GSA Motor Pool, Buffalo NY.
- Assures that all vehicles and equipment are performing efficiently and that safety items such as tires, brakes, light, etc. are in proper working order.
- Responsible for the upkeep of 48.8 acres of land which consists of 36 acres of lawns to be cut and trimmed, also includes the New York State Nursing
Home.
- Responsible for the removal of debris from all walks, stairs and stairwells, the removal of all trash and debris from VAWNYHS (Batavia) grounds. The removal of ice and snow in all parking lots, walks, and stairs during the winter months is managed by the incumbent.
- Responsible for supervisory oversight which includes environmental sanitation, waste management, and basic pest functions.
- Coordinates logistical support for interior design activities, and for setups and movement for furniture/furnishings.
-Makes daily inspections of areas serviced by Aids to insure adequate coverage and proper work performance, observes quantity and quality of work performed by housekeeping staff and work leaders advising them of conditions that do not meet prescribed standards and regulatory requirements.
-Responsible for the control, use and maintenance of numerous pieces of environmental sanitation equipment such as automatic floor scrubbers, vacuums, buffers, burnishers, and carpet extractors.

As a SUPPLY TECHNICIAN, GS-2005-7, you will perform the following duties and responsibilities:
