Under the general direction of the Principal Inspector or Supervisory Principal Inspector accomplishes the following duties:

A. Technical Administration

On a continuing basis, ensures assigned organizations are properly and adequately organized, staffed and equipped; establishes and conducts adequate training programs; maintains record keeping systems; and facilities and ensures procedures meet all regulatory requirements.

Chairs joint Federal Aviation Administration (FAA) and industry meetings. Maintains regular contact with organizations assigned and coordinates with top management officials. Requires or directs correction of any deficiencies/discrepancies and refuses or withdraws approval if they cannot be resolved.

Responsible for conducting enforcement investigations and preparation of final reports and recommendations on disposition. Performs or supervises the emergency suspension of certificates or cancellation of operations specifications. Conducts or directs the reexamination of certificated airmen or recertification of an operator or agency.

Conducts investigations of public complaints, congressional inquiries, and aircraft incidents and accidents. Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives dispositions.

Coordinates minimum equipment list (MEL) approvals with the principal inspector. Takes enforcement action in instances of noncompliance with the MEL.

Coordinates with geographic inspectors for the accomplishment of non-routine air carrier surveillance.
Assists Principal Inspector in the planning and implementation of certificate holders surveillance via usage of the appropriate safety system.

B. Certification

Approves/accepts or disapproves/rejects manuals and revisions to such manuals. May require amendments to previously approved manuals to accomplish the following: correct any conflict with regulatory requirements; eliminate unsafe practices: and/or improve the specificity of instruction.

Evaluates training programs to ensure that they meet the requirements of 14 CFR. Approves or disapproves these training programs including flight simulators, training devices, or other such equipment used in these programs.

Approves/disapproves designation of check airmen and makes recommendations on the appointment of designees.
Evaluates operations and facilities by on-site inspections and review of reports by geographic inspectors or others. Negotiates changes essential or desirable in their policies and procedures. Determines the appropriate methods and/or plans for securing corrective action and determines through on-site inspection or inspector reports the effectiveness of any action.

Evaluates and approves/disapproves requests to operate under conditions not previously authorized and may prescribe additional conditions and limitations as appropriate.

Approves the original issuance of operations specifications and issues original operating certificates. Approves amendments to operations specifications. Evaluates the safety of proposed changes in route or airport authorizations; prescribes any changes required before approval.

Directs or participates in flight evaluations to determine compliance with 14 CFR. Recommends changes that will be required prior to approval.

• Processes FAA issued airman certificates such as ground instructor, flight instructor, mechanic, repairman, and flight engineer.
• Interviews applicants to determine qualifications for non-complex certificates.
• Processes FAA authorizations such as inspection authorization, aircrew program designee, and aerobatic competency.
• Processes FAA issued operator and air agency certificates such as air carrier, repair stations, and approved schools.
• Examines applications and supporting documents for completeness, consistency of information, and assures correctness, if required.
• Responsible for processing temporary airman certification files for certificates issued by designated examiners.
• Examines applications and supporting documents for completeness, consistency of information, and fulfillment of Federal Aviation Regulations (FAR) requirements.
• Supports the Designated Written Test Examiner (DWTE) program by providing orientation and training of new examiners, providing required annual and periodic training as necessary.
• Conducts FAA written examinations by assembling and distributing test materials, and following up to ensure corrective action is taken if necessary.

Correspondence and Reports

• Researches, writes, and types non-technical and routine technical correspondence.
• Responsible for maintaining correspondence control and suspense files.
• Reviews outgoing correspondence for grammatical accuracy, procedural agreement, aircraft technical manuals and factual inconsistencies, attachments, enclosures, dates, and signatures.

General Office Support

• Responsible for assigned administrative and technical files such as certificated operator and designee case files in accordance with agency directives.
• Determines need for new files, initiates action to create files, prepares file folders, dividers, and labels.
• Maintains administrative/technical library with includes orders, notices, Federal Aviation Regulations (FARs), Master Minimum Equipment Lists (MMELs), aircraft technical manuals and advisory circulars, etc.
• Assures that charts and office logs are kept current.
• Coordinates organization’s schedule with regard to inspectors’ schedules, flight checks, exams, itineraries and coordinates supervisor’s appointment schedule.
• Prepares time and attendance forms for organization personnel, maintain supporting documentation, and submit to appropriate payroll office.

Communication

• Receives incoming telephone calls, answers inquiries, and directs incoming calls appropriately. Interacts with the public (both domestic and foreign, when applicable) and other FAA offices.
• Assists visitors, determines needs and provides information or refers as appropriate.

Automation Program Support

• Assembles and enters information into various automated programs (such as Program Tracking and Reporting Subsystems (PTRS), Operations Specifications Subsystems (OPSS), Vital Information Subsystem (VIS), and Enforcement Information System (EIS)) and retrieves, prints, and reviews output.
• Retrieves data concerning airmen records, certificates, violation histories and aircraft registrations for National Data Base (NDB) and EIS database systems.
• Generates routine or ad hoc reports such as inspector planned activity, quarterly work program accomplishment report, quarterly NPG report, and inspector open items.

Administrative Program Support

• Surveys organization to which assigned in order to ensure adherence to administrative procedures that are outlined in agency directives.

• Reviews program participants’ medical and flight check currency records and advises supervisor of program participants’ status.

Fiscal Program Support

As the Computer Scientist, performs a mixture of routine and multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as an individual contributor and/or member of a team. May perform some leadership functions for small projects/programs/teams. Performs software modification and modernization to resolve problems with NAS equipment. Assists in the development and maintaining of technical documentation used in the maintenance of NAS systems and services. Applies experience and advanced knowledge in the theoretical foundations of computer science for the development of problem oriented and nonprocedural languages and their translating/operating systems, construction of input-output buffering schemes, and design of automatic scheduling and monitoring methods to increase scope and effectiveness of computer applications. Uses computer software concepts (such as, data representation, data structures, file systems, computer languages, software methodologies, network protocol, mathematical analysis, statistics and probability) to develop software source code for NAS systems.

Applies experience and detailed technical knowledge applicable to his/her discipline to plan and accomplish assignments. Experience includes detailed technical knowledge of software languages including but not limited to C/C++, Python, and Java while following established NASE processes and supervisory instructions for maintaining systems hardware, firmware, and software. Serves as a Operations Manager (OM) in a Large TRACON, responsible for planning and directing operations. The incumbent may be requested to provide direct support to the Air Traffic Manager. In the terminal option, the OM provides first-line supervision to assigned Operation Supervisors (OS) and Traffic Management Coordinators (TMC), if applicable. The OM provides second-line supervision to Air Traffic Control Specialists (ATCS). The OM is responsible for operational services of the facility including traffic management initiatives. Provides training, coaching, and guidance to subordinates and facilitates team building throughout his/her area(s) of responsibility. Integrates support resources with operational needs to maintain effective ATC service, and may work other than administrative shifts to meet this requirement. The incumbent designs and recommends solutions to complex problems to aid in decision-making and prepares detailed analyzes and estimates of annual funding needs. Gathers, compares, and correlates budget and financial data about current and future programs/projects and activities to ensure that budget requests conform to Federal Aviation Administration (FAA), Office of Management and Budget (OMB), and Congressional requirements. Serves as a front line Supervisory Airway Transportation Systems Specialist (SATSS), for a System Support Center (SSC).

Directs the work of subordinate employees for at least one organizational unit/project/program within a major subdivision. Is responsible for supervising employees in more than one duty location. Individual and organizational performance is typically reviewed periodically by higher-level management, usually through status reports and organizational performance measures. Consults with higher level management to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision.

Supervises a staff of Air Traffic Control Specialists that is responsible for carrying out air traffic control assignments within a geographic area.

Plans and assigns work to be accomplished by subordinate employees. Sets work priorities and schedules. Approves leave; gives advice, counsel, and instruction to employees on both work and administrative matters. Evaluates performance of employees and recommends performance ratings. Hears and resolves complaints from employees and refers group grievances and more serious unresolved complaints to a higher level manager. Identifies and arranges for developmental and other training needs of employees. Finds ways to improve production or increase the quality of the work directed. Adjusts staffing levels and work procedures to accommodate resource decisions made at higher levels. Recommends goals and objectives for the area and tracks accomplishments.

Communicates and reinforces diversity and EEO policies and programs in all areas of responsibility, including selections, training, and transfers. Supports and participates in the labor management partnership process, and fosters a work environment where all employees are treated in a fair and equitable manner.

The Operations Supervisor reports to the Operations Manager. Performance is evaluated upon the effectiveness with which assigned program objectives are achieved.

The POI receives administrative direction from management in terms of broadly defined missions or functions. The POI, mostly independently plans, designs, and carries out programs, projects, studies, or other work. The APO provides policy assistance to field level Aviation Safety Inspectors (ASIs) on difficult or complex policy interpretations. The work is normally accepted without change. Completed work may be reviewed for adherence to FAA policy and for assurance that project requirements have been fulfilled.

ASIs at the FG-13 level issue certificates to and monitor (1) a large and complex aviation organization or (2)a number of smaller organizations that, together, are comparable in complexity to one large one. They are the primary contact point with the aviation organization(s). They may decide on issuance of the original certificates. They evaluate and decide upon proposals to change the authorized programs of the organizations. They continuously monitor the activities of organizations to determine whether they are following their authorized program, Federal regulations, and good safety practices.

FG-13 assignments are characterized by one or more of the following:

1.Multiengine turboprop, turbojet, or rotorcraft helicopter aircraft;

2. A variety of flight operations with diverse types of aircraft which may include turbine powered aircraft and unmanned aircraft; or

3. Novel and complex aviation operations.

FG-13 employees plan and conduct their assignments with substantial technical independence. They receive administrative and policy guidance from their supervisors and policy makers. They also obtain technical advice from higher-level inspectors who are experts who have overall program responsibility. They independently plan and carry out a work program to meet the needs and monitor the activities of the organizations for which they have certification responsibility. The scope and complexity of the work program may be such as to require the occasional assistance of other employees to conduct inspections and evaluate operations.

The POI applies a mastery knowledge level of the appropriate specialization and a broad knowledge of the
line of business mission and goals to assigned programs and areas of responsibility.

The POI plans and directs the use of time and resources to accomplish organizational objectives. He or she defines, organizes, and uses resources to accomplish work activities within established schedules, analyzes program requirements and accomplishments, and makes or directs adjustments as necessary to address organizational needs.

Guidelines and precedents are frequently inadequate for dealing with novel or complex operations. FG-13 employees understand and apply the basic principles of aviation safety and interpret the intent of the regulations.

At FG-13, contacts are frequently with owners and top managers of aviation corporations and involve negotiating and resolving the full range of issues and problems that confront large aviation organizations. Occasionally issues are controversial, arousing considerable public interest.

ASIs at the FG-13 level participate extensively in the certification inspection and surveillance of highly complex air carrier operations where principal program responsibility is vested in an aviation safety inspector of higher grade. These FG-13 employees have broad authority to negotiate with carrier management and make technical determinations within the coverage of approved specifications and policy manuals.

The POI provides guidance to field level staff to solve difficult technical issues. Resolves all but unique problems with the intervention of management or a technical specialist. Develop plans, techniques, and policies to address current and anticipated problems and issues. Works with management to solve problems.

Contacts are internal and external to the agency. The inspector is required to maintain an FAA second class medical.

Performs other duties as assigned.

The PMI receives administrative direction from management in terms of broadly defined missions or functions. The PMI, mostly independently plans, designs, and carries out programs, projects, studies, or other work. The PMI provides policy assistance to field level Aviation Safety Inspectors (ASIs) on difficult or complex policy interpretations. The work is normally accepted without change. Completed work may be reviewed for adherence to FAA policy and for assurance that project requirements have been fulfilled. Some FG-14 assignments involve Service wide responsibility for application of expert knowledge of general aviation maintenance. Other FG-14 inspectors establish technical procedures and performance yardsticks and review maintenance programs, or who have problems of comparable scope and complexity, or a uniquely complex group of general aviation organizations. Assignments at this level are of great scope and unusual complexity and the organizations monitored are major factors in the industry. ASIs at the FG-14 level establish technical procedures and performance indexes and review complete maintenance programs for general aviation organizations who are leaders in the aviation industry, or who have problems of comparable scope and complexity, or a uniquely complex group of general aviation organizations. Assignments at this level are of great scope and unusual complexity. The following assignments are illustrative:

1.As a Service wide expert on a particular type of aircraft:

-- Advises other inspectors of major changes;

-- Evaluates new training methods and equipment;

-- Serves on boards that evaluate incidents, accidents, complaints, and other serious problems relating to the aircraft.

2.As the principal representative in regulatory surveillance of general aviation activities, exercises certificate authority; or evaluates maintenance activities and complete aircraft overhaul facilities (By comparison, FG-13 employees exercise certificate authority over less complex air carriers or perform major portions of the certification, inspection, and surveillance for major carriers under the direction of FG-14 inspectors.)

3.Exercises certificate authority and safety responsibility over a complex of broad and varied general aviation organizations such as air taxis, executive and/or industrial operators, repair stations, and flightand mechanic schools when the activities monitored equate collectively to a major air carrier in terms ofsize and complexity of aircraft fleet employed, scope and technical complexity of operations, management sophistication, industry leadership, and public impact. The magnitude, intensity, and scope of program responsibility are typically such as to require significant and regular assistance of lower graded inspectors.
