The position will manage the front office operations for the organization and directing the activities of staff, while providing technical oversight and advice to other positions throughout AVP.

The Chief of Staff manages the work of a large, multi-level organization typically through subordinate managers. Supports the Executive Director and the Deputy Executive Director ensuring efficiency in operations senior leadership and ensuring organization operations is efficient. Acts as a trusted advisor to executive leadership, providing strategic counsel and helping to shape the organization's vision and goals. The Aeronautical Information Specialist performs multiple, varying and complex assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. Considers the objectives of FAA LOB/SOs when developing, integrating, and implementing solutions to diverse, complex problems. Assignments require knowledge and experience working across functional and/or organizational lines on topics including data and information management, System Wide Information Management (SWIM), quality management system (QMS), competency management, and aeronautical, weather and flight information.

Applies experience and comprehensive technical knowledge of air navigation and operational information and the principles, techniques, methods, and regulations affecting navigation, to perform the evaluation, selection, and preparation of vital aeronautical data and information oversight activities as well as an understanding of new technologies and methodologies, including quality management principles, (i.e. competency and training) to solve complex problems and develop improved technical processes or systems. Provides guidance to lower-level technical staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist.

Conducts program analyses to validate quality assurance in management systems. Provides oversight of, adherence to criteria, policy, and procedures for aeronautical data and information processed and disseminated, including delivery of information services through SWIM, and expansion into flight and meteorological data and information. Typical assignments includes: extensive research and analysis, management and development of data and information standards, investigation and inspection activities, compliance and enforcement actions; and direct responsibility for projects/programs management.

Acts as a project manager or team leader for large work activities involving the planning, leading, conducting or participating in surveillance activities to measure and determine compliance with established FAA orders, rules, procedures and policies for the purpose of promoting continued operational safety around data and information management. Develops data and information plans, techniques, and policies to address current or anticipated problems and issues. Works with management to solve problems.

Conducts program analysis to provide oversight of data and information processed while adhering to criteria, policy, and procedures for all aeronautical information products and services disseminated in compliance with International Civil Aviation Organization (ICAO) Annexes 4, 10, 11, 14 and 15, related Procedures for Air Navigation Services (PANS) and US government orders and regulations. Performs oversight of information management in both international and domestic forums.

Provides policy guidance and instruction to others, both internally and externally to support the oversight of information management (aeronautical, weather, flight) products and services. Monitors and evaluates the processing of aeronautical data into information products and services, including the messaging systems used to produce aeronautical information services and products by the FAA and its partners. Organizes and manages the organization's data and information from the collection of the data/information to distribution using aeronautical information products and services.

The Program Manager serves as a Middle Manager of the Program Management Organization (PMO) and manages the work of a large, multi-level organization, and across multiple functions and/or disciplines within a major subdivision through subordinate managers and employees. Provides direction to subordinate managers and employees in the analysis and evaluations required to facilitate the management of the various agency information technology-centric projects. The work includes complex projects/programs based on the objectives of the PMO, the ATO, and frequently the FAA.

Provides direction to subordinate managers responsible for leading projects and monitoring contractors in the development, test, integration, implementation, and sustainment of systems. Applies detailed knowledge of the technical aspect of the work directed to oversee the analyses and assessment of program requirement stability, designs, and conducts complex studies of proposed software applications, ensuring compliance with system requirements. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments for a major organization.

Uses program management principles and practices to develops new programs to ensure the strategic direction, goals, and objectives of the organization are met. Reviews evaluation method provided by subordinate managers to assess program strengths and identify areas for improvements. Establishes quality criteria and standards and ensures program and contractors deliverables meet the required quality standards. Develops change management plans to manage and support change initiatives within the program; and communicates changes effectively to all stakeholders. Tracks and reports on program performance to ensure the continuous alignment with goals and
objectives. Identify and mitigate risks to program success. Leads and develop program teams, including program/project managers and employees by providing direction and support and identifying and addressing training and development needs.

Possesses a detailed knowledge of budget, human resource management, and other administrative policies and procedures, and a comprehensive understanding of the objectives of the PMO, the ATO, and the FAA. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units'/projects/ programs and across multiple functions and/or disciplines. Manages budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed. Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-term and long-term future needs. Participates in planning efforts that cross organizational lines within the PMO and ATO.

Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher-level management except where ATO or FAA-wide interests are at stake. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. May participate in developing solutions to FAA-wide problems.

As the FLM directs staff in designing and conducting complex studies of proposed software applications, ensuring compliance with system requirements. Leads and integrates the program budget, analyzes project milestones and interdependencies across the portfolio, reviews contractor deliverables and represents the FAA at technical meetings, program reviews, and conferences. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. Participates in strategic planning for the FAA, and makes commitments (program, budget, etc) for a major organizational unit.

Contacts are routinely internal and external to the major organization and include subordinates, peers, higher-level management representatives from multi- disciplinary, cross-functional teams. Represents the FAA externally as a primary point of contact for policies/procedures or other project/program purposes. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.

Coordinates with the manager and more experienced foreign affairs specialists to plan time and use assigned resources to accomplish assignments. Supports the management, coordination, and preparation of programs to further the office's mission with a specific focus on the international aspects of UAS integration. This support includes, but is not limited to the following tasks: assist with coordination of a subset of UAS international work in technical/policy areas; researching U.S. and foreign aviation policies and programs; attending meetings, and supporting the wider FAA team to work with key stakeholders both within the FAA and with foreign counterparts.

Facilitates FAA involvement in projects, as well as visits by foreign officials.

Applies experience, knowledge, and understanding of international aviation programs to accomplish assignments. Works with subject matter experts and senior representatives to perform the following activities: (1) collects, records and analyzes data/information, as appropriate, for briefing and background papers on technical, policy and political aspects of international aviation issues, in preparation for and in support of anticipated meetings, travel, or decision-making by senior FAA officials. Arranges the necessary logistical support for such events and ensures appropriate FAA representation. (2) Develops international agreements, coordinates program requirements, and arranges for the resources (personnel, equipment, funding) required to execute agreed upon FAA responsibilities associated with international technical assistance; (3) collect, analyze, and distribute critical information and intelligence in his/her area of responsibility; (4) Assists in developing targets and initiatives for formulating FAA's international strategy.

Drafts briefing materials for FAA specialists and senior officials engaged in training and technical activities; collects and records information about policies, programs, and state of aviation related to UAS.

Maintains open and effective communication, cooperation, and coordination with internal and external stakeholders. Identifies, interprets and applies guidance, policy, and regulations to assigned projects. Works deliverables to completion, assists with resolving complex problems and issues, and follows schedules and milestones. Participates on project meetings and periodic reviews, involving a wide variety of stakeholders and prepares accurate and timely project status reports.

Established policies/procedures provide guidance for most assignments, but allow some discretion to select the most appropriate approach.
