Provides first line supervision to a team of Developmental and Certified Professional Controllers. Supervises a staff of Air Traffic Control Specialists that is responsible for carrying out air traffic control assignments within a geographic area.

Plans and assigns work to be accomplished by subordinate employees. Sets work priorities and schedules. Approves leave; gives advice, counsel, and instruction to employees on both work and administrative matters. Evaluates performance of employees and recommends performance ratings. Hears and resolves complaints from employees and refers group grievances and more serious unresolved complaints to a higher level manager. Identifies and arranges for developmental and other training needs of employees. Finds ways to improve production or increase the quality of the work directed. Adjusts staffing levels and work procedures to accommodate resource decisions made at higher levels. Recommends goals and objectives for the area and tracks accomplishments.

Works closely with medical officers to assure the following: (1) medical certifications are only issued to medically qualified airmen, (2) ATCS/ATVS applicant physical exams meet program requirements, (3) an appropriate number of qualified physicians are selected, designated and trained as AMEs to conduct FAA medical examinations of civil airmen, (4) AME site visits and quality assurance reviews are conducted and (5) All phases of the Department of Transportation (DOT) drug and alcohol testing program, including pre-employments/pre-appointment, random, follow-up, reasonable suspicion, and post-accident testing are coordinated. This position may require travel in support of these program areas.

Conducts analysis in the review and evaluation of program activities. These analyses are conducted to ensure proper program integration and conformance to policy, completeness, and adequacy of operation in meeting goals and objectives. Prepares recommendations based on such reviews and discusses recommended courses of action with program managers to resolve major program areas. Reviews and analyzes draft polices and manual chapters and provides feedback to the appropriate individual. Responsibilities may involve providing advice and support to management personnel for best utilization and reprogramming of resources and conducting cost versus benefit analysis.

Additional duties may include conducting office administrative functions, scheduling exams, and assisting the medical officer in performing ancillary testing for medical examinations and chaperon functions during examinations.

Established policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion. Works under instructions provided by a manager, project/program manager, team leader or more experienced professional. Refers problems and work issues to a manager, project/program manager, team leader or more experienced professional for guidance.

Work is completed using various general and specialized trade skills, including but not limited to: electrical, carpentry, metal and composite roofing, concrete, plumbing, welding, dry wall, chain and link iron fencing, painting, masonry, gasoline and diesel mechanic, HVAC, heavy equipment maintenance, operations of heavy machinery, and commercial vehicles.

Technician is responsible for developing cost estimates for various projects, gathering technical data, evaluating/formulating safety procedures, determining man power, and material and fiscal requirements for assigned projects.

The technician uses technical manuals, manufacturers instructions, FAA procedures and other available publications as guidance for completing assignments. Possesses a working knowledge of the laws and policies and procedures pertaining to the construction work environment (I.e. OSHA, facility, system and equipment security, environmental compliance assessment protocol (ECAP), and national electrical code (NEC).

Technician applies electrical , mechanical, structural, and civil engineering technical skills in diagnosing, adjusting, modifying, testing, overhauling, demolishing, installing, repairing and servicing plant and structure systems, equipment and component parts.

Serves as an Airway Transportation Systems Specialist (FAA Enterprise Network Services) with the Technical Support Operations Group (TSOG). Performs a variety of functions directly related to the operation of the NAS. Responsibilities include integration, restoration, testing and evaluation of new advanced services or service components, hardware/software systems and processes. Applies comprehensive technical knowledge to protect the integrity of all components and systems to provide NAS service delivery. The work performed at this level requires technical expertise on complex systems and/or emerging technology, systems interrelationships and management of the NAS.

Performs work of broad scope and complexity with a high degree of independence. Provides the highest organizational level of technical support associated with analyzing, designing, developing, installing, repairing, fabricating, maintaining, modifying, or evaluating the most complex systems for which the FAA is responsible.

As a principal specialist/expert for major projects and/or program areas resolves unique technical problems without managerial intervention, providing coordination and suggesting solutions. Plans, coordinates, and performs work with a high degree of independence, keeping the supervisor advised of only the most critical issues. Can be called upon to assist with repair and/or restore service or systems, providing guidance on the availability of back-up systems, recommending reconfiguration to minimize service interruptions to ensure the safe and efficient operation of the NAS.

Carries out work in accordance with overall plans and objectives of the organization, resolving problems as they arise and making adjustments as necessary to handle unanticipated situations and organizational needs. This work includes responsibility for evaluating diagnostic data from multiple systems that are integrated to support a network of services or service products.

Collaborates with system users, planners, engineers, and contractor personnel for the acceptance of new or modified systems and provide assistance for resolving problems with the installation or improvements. Develops recommendations for enhancing efficiency of systems by modification and application of existing or emerging technology.

Provides training, mentoring, guidance and advice to FAA employees, contractors and other organizations as needed. Supervisor rarely reviews completed.

Integrates Operational Risk Management (ORM) into all planned activities ensuring that all customers users of services are included and involved in implementation and planning. Utilizes appropriate Personal Safety Training and supplied Personal Protective Equipment (PPE) when engaged in restoration and maintenance activities. Ensures all involved parties utilize PPE for the task appropriately. Contacts are both internal and external. Represents the organization as the primary technical point of contact on projects, programs, and other work activities to coordinate and implement plans or to obtain information and resolve problems. Meets and consults with representatives of external organizations such as DoD, airport management, contractors, utility companies and foreign governments to resolve problems of mutual concern and to elicit cooperation and action favorable to FAA needs.

Duties may include climbing, lifting up to 50 pounds, walking up several flights of stairs, working on elevated surfaces, and/or working in/out door environments. Work assignments can be physical and strenuous in nature. Work assignments may require a flexible work schedule, i.e. nights, weekends, variables start/stop times.

Provides expert technical knowledge and support to aviation safety inspectors, the general public, stakeholders, and airmen regarding a wide variety of aviation-related topics. Extracts safety data and information from FAA records to identify trends for items that affect aviation safety and enters technical findings in agency approved databases. This individual will provide technical assistance and/or support with certification, surveillance,
investigation, and/or enforcement, examples include, but are not limited to:

Certification Support
• Provides technical support to ASI's during certification of operators and air agencies.
• Reviews airmen certification files, submitted by designees for accuracy.
• Reviews inspection authorization files for renewal eligibility.
• Conducts Operational Color Vision Tests.
• Reviews designee management system to determine renewal eligibility.
• Compiles data for technical reports.

Surveillance Support
• Assists ASI's with surveillance of aviation events.
• Assists in drafting and issuing waivers and authorizations.

Investigation Support
• Drafts Enforcement Investigative Reports (EIR) for review and final approval by an ASL
• Acts as the Point of Contact (POC) for safety assets (PPE) related to accident investigations.

Enforcement Support
Incumbent will be responsible for enforcement functions including conducting violations, voluntary disclosure, suspect illegal charters, incidents, navigation and altitude deviation investigations.

Other
• Provides technical support for special inspections, including a variety of the functions described in the previous paragraphs.
• May conduct meetings or portions of meetings in support of technical work functions.
• Prepares technical correspondence in support of assigned work functions.
• Provides administrative support and project tracking utilizing required computer

The Airway Transportation Systems Specialist (ATSS) at this level is recognized as the subject matter expert in their field. All duties of an ATSS are tied to maintaining safe and efficient operating capacity of the vast and complex network of electronic systems required for the world's largest air traffic control and navigation system.

Performs work of broad scope and complexity with a high degree of independence. Incumbent provides the highest organizational level of technical support associated with analyzing, designing, developing, installing, repairing, fabricating, maintaining, modifying, or evaluating the most complex systems for which the FAA is responsible.

Incumbent is recognized as the technical expert on legacy and newly developed systems within a large facility or multiple facilities over a large geographical area. Work requires maintaining technical expertise on complex systems and/or emerging technology, systems interrelationships and management of the NAS.

Responsibilities include the integration, restoration, testing and evaluation of new advanced service or service components, hardware/software systems and processes. Focus is on availability and reliability of the services and projects provided to the users of the NAS. Serves as the principal technical specialist and project manager on major projects and/or program areas, resolving unique technical problems without managerial intervention, providing coordination and suggesting solutions.

Works within established policies and procedures to select the most effective and efficient approach or to develop new solutions. Carries out work in accordance with overall plans and objectives of the organization, resolving problems as they arise and making adjustments as necessary to deal with unanticipated situations and organizational needs. This work includes responsibility for evaluating diagnostic data from multiple systems and are integrated to support a network of services or service products. Can be called upon to assist with repair and/or restore service or systems, providing guidance on the availability of backup systems, and to upward report the status of critical events.

Evaluation of this data is used for correcting deficiencies on Contractor Acceptance Inspection (CAI) or Joint Acceptance Inspection (JAI), FPIP, FSEP, Redline Drawings, Peabody and DMT reports dealing with LCMs, LADs, LEMs and resolving event based certification issues necessary for the timely restoration of equipment, systems/services with the NAS. Monitors other employees as a project or team leader.

Responsible for all aspects of SSC projects from initial planning, drawing and specifications review, implementation, Joint Acceptance Inspection, and disposition of assets. Acts as SSC point of contact for all projects completed locally or by outside contractors.

Identifies requirements (staffing funds, materials, and equipment) to accomplish projects and tracks the use of project resources. Uses technical expertise and understanding of user and stakeholder needs to prioritize SSC workload. Integrates Operational Risk Management (ORM) into all planned activities ensuring that all customers and users of services are included and involved in implementation and planning.

Fully understands and utilizes proper Personal Protective Equipment (PPE) and personal safety practices when engaged in all restoration and maintenance activities helping to set the example of safe work practices for others in the organization.

Provides training, mentoring, guidance and advice to other employees, technicians, contractors and trainees regarding difficult technical or operational issues. Can be called upon to assist with repair and/or restore service or systems, providing guidance on the availability of backup systems, and to upward report the status of critical events. Focuses on overall NAS systems performance and causes of system degradation.
