As a Business Operations Coordinator, GS-0301-14 MP, you will perform the following duties:
Strategic Planning and Policy
- Reviews agency directives, action memoranda, and other relevant documentation to remain current on proposed and pending actions which may affect assigned responsibilities and impact the organization's operations policies, principles, and procedures.
- Makes recommendations to the CBO and senior leadership that outline operational changes necessary to adhere to systems, principles, and procedures; ensure proper financial action and assignment of directorate/office responsibilities; address impact of regulations or new procedures and actions required to implement them; and project cost estimates for implementing operational strategies.
Strategic Human Capital Management - Works with the business operations managers (BOMs) and Chief Business Operations (CBO) to coordinate performance management activities for the directorate/office.
- Reviews and monitors the status of performance plans and appraisals for the directorate/office to ensure timeliness of actions and compliance with the NSF general workforce, Intergovernmental Personnel Act (IPA), and Senior Executive Service (SES) schedules and associated activities. This includes providing assistance and guidance to directorate or office staff on policies, procedures, and guidelines involved in the appraisal process.
Operations Oversight and Support - Serves as a subject matter expert on the federal travel process and associated NSF policies and procedures.
- Serves as the organizational expert on human capital and financial tools and systems, ensuring staff receive appropriate access, as needed, and supporting training needs.
- Performs ad hoc and formal analyses of directorate/office administrative systems and business practices (e.g., travel, use of AOAM funds, IPA investments).
- Applies knowledge of qualitative and quantitative methods to identify inefficient or ineffective practices and establishes new practices for organization-wide use.
- Establishes working groups to study issues and initiatives, propose solutions, plan implementation, and assess feedback, as needed.
Financial Management and Resource Allocation - Implements, analyzes, and monitors the progress of the organization's financial operating plan.
- Informs the CBO, Chief Budget Strategist (or equivalent), and senior managers of potential problems with the organization's commitment of funds.
- Participates in meetings to justify and/or defend the organization's operations and/or financial execution processes or strategies.
- Assists in preparing papers, talking points, and graphical presentations to support meetings with senior organizational leadership.
Communication and Coordination - Presents compelling rationale to individuals and groups at all levels of the organization.
- Follows up with individuals to understand causes of resistance to changes in administrative, operational, programmatic, and human capital processes and procedures within the directorate/office.
- Coordinates with the CBO, AD/OH, and Deputy Assistant Director (DAD)/Deputy Office Head (DOH) to support organization wide employee engagement activities.
Selected candidates may be required to perform limited supervisory duties of a few staff members.
Performs other duties as assigned.
