Job Description

1. Policy implementation: Review and update policy on research security and collaborate with research units to implement related procedures and protocols.
2. Risk Assessment: Conduct regular risk assessments of research projects and facilities to identify potential security vulnerabilities and develop mitigation strategies through review of research agreements and related documents.
3. Training and Awareness: Develop awareness/training program for faculty, staff, and students on research security best practices, compliance requirements, and incident reporting procedures.

Qualifications

This position is located in the Laboratory Services and Applied Science Division, Region 2, (Edison, NJ). The Director is responsible for providing laboratory analytical support for regional programs. The position directs, coordinates, and oversees the Quality Assurance Program for the region, including the media divisions, states, tribes, contractors, and applicable local governments and programs. The Opportunity:

Child sexual exploitation and abuse (CSEA) is a global problem that requires a global response. However, the lack of reliable and comprehensive data relating to CSEA is a major inhibitor to developing more effective and evidence driven prevention and response strategies and policies.

Many gaps in the evidence-base around the prevalence and nature of CSEA globally still exist with many ethical and methodological challenges in this area. This is a major inhibitor to developing more effective and evidence driven prevention and response strategies and policies. Without data and analysis, programmes are more difficult to design, deliver and evaluate; evidence is difficult to generate and credibly defend; narratives and definitions that frame the issue are difficult to construct; policy is difficult to advocate for and funding is difficult to access. Without high-quality data that can guide policy and programmes, children continuing to be at risk for child sexual exploitation and abuse and perpetrators have impunity.

This post will provide senior research leadership through a Professorial Chair position and also serve as the Director of European Hub for Childlight – seeking to grow and improve our data partnerships, prevalence estimates and impact in this region. The postholder will also be required to focus on other regions and/or global data projects as needed.

This post is full time (35 hours per week) and on an open-ended basis with a contract review date of 30 April 2028.

Job Description:

• Engage with companies and agencies to understand their businesses, product/service offerings & technology needs.
• Foster R&D collaboration between companies/agencies with researchers/research units in A*STAR SRTT, to drive impactful outcomes.
• Proliferate IP portfolio of A*STAR SRTT through technology productization, licensing or formation of new spin off.
• Work closely with industries and agencies to market the portfolio and research capabilities through collaboration and facilitate the technology transfer as needed.
• Work closely with scientists and principal investigators in determining the scope of projects, costing estimation, agreement drafting, and negotiation with industries and agencies.
• Provide management reporting support, market intelligence and facts gathering to facilitate decision-making and occasionally convinces others where strong interests exists to adopt new concepts and approaches.
• Analyse problems and ensure compliance to A*STAR practices and policies.
• Drive or support the development and execution of industry strategy for key R&D programmes under SRTT.
• Takes ownership and responsibility for team's action and decision.

Requirements:

• Master in Physical Sciences or equivalent.
• 5 years of industry/agency experience, with 3-5 years in a business development and/or technical strategic planning and execution role.
• Candidates with experience and knowledge in advanced scientific concepts and cutting-edge technologies, preferably in advanced computing, high performance computing, quantum , semicon/electronics, will have an advantage.
• Experience in project management in an R&D, Technology and/or Operations environment, interfacing with private and public sector agencies would be a plus.
• Excellent oral and written communication skills.
• Pro-active, quality conscious, and results-oriented.

Responsibilities:

• Overseeing finance and accounting activities and reviewing works done by the finance team
• Assist the Managing Director in developing finance resources and capabilities
• Partner and support the Managing Director in his dealings with the Board and management on matters relating to finance
• Direct monthly and yearly accounting closing and prepare financial reporting based on Singapore Accounting Standards
• Producing financial reports related to budgets, account payables, account receivables, expenses etc.
• Liaising with external auditors, tax agents and banks
• Drive process improvements of current internal control to enhance the accuracy and efficiency of financial operations.
• Monitor budget execution, providing regular updates and variance analysis to stakeholders
• Implement best practices in financial governance, controls, and reporting
• Creating Oracle NetSuite Standard Operating Procedures and system implementation
• Liaising with third party vendor for Oracle NetSuite support
• Lead and mentor the finance team, fostering a collaborative and high-performance environment.
• Assist with parts creation and stock reallocation as and when required
• Issuance of invoice and credit notes as and when required
• Assist in ad-hoc duties when required by Managing Director

Requirements:

• Minimum Bachelor Degree in Accounting, Accountancy or Finance
• Diligent with initiative and a team player
• Meticulous and comfortable working with numbers
• Able to multitask and perform ad-hoc duties
• A keen eye for detail and desire to probe further into data
• Ability to stick to time constraints
• Proficient in Microsoft Office Applications and Oracle Netsuite system
• Minimum 10 years relevant experience in similar industry
• CPA qualification is an added advantage
• Ability to communicate (reading, written and verbal) fluently in Japanese is mandatory as this position is required to communicate frequently with various stakeholders within our Japan Headquarters who are not able to communicate in English.
