SUMMARY
This position supports the United States Department of Agriculture (USDA) Farm Loans Program and reports to the contract Program Manager. The Business Systems Analyst (BSA) role represents business needs to the technology solutions provider. The BSA collaborates with business stakeholders and subject matter experts to convert requirements into an actionable, prioritized epics and user stories. Under the guidance of the government Product Owner, defines and tests the acceptance criteria for the outlined features and participates in confirming that the expected business value is achieved. Success in this role requires the ability to quickly learn the customer’s business, develop a strong trusting relationship with the assigned Product Owner, and ability to operate within the constructs of the Scaled Agile (SAFe®) methodologies.
This is a remote position following the Eastern Standard Time (EST) zone business hours.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Collaborates with business stakeholders to understand and prioritize their needs. Other duties may be assigned.
Captures, manages, and prioritizes requirements within the context of larger program increments.
Works with the Product Owner and business stakeholders to define features and epics in alignment with strategic objectives. Ensures that features are broken down into user stories and acceptance criteria.
Facilitates communication, understanding, and collaboration between teams in an Agile environment.
Participates in backlog refinement sessions to ensure that user stories are well-defined, estimated, and prioritized.
Works with the Product Owner to maintain a healthy and prioritized product backlog.
Participates in SAFe® events such as Program Increment (PI) planning, inspect and adapt workshops, and release planning.
Collaborates with teams to identify dependencies and risks.
Participates in sprint reviews and user acceptance testing of product releases.
Maintains comprehensive documentation of requirements, user stories, and system features.
Shares knowledge and insights with team members to foster a culture of learning and collaboration.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and Human Resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION/EXPERIENCE
Bachelor’s degree in business, accounting, IT or related field and a minimum of five (5) years’ relevant experience.
Experience working in financial accounting, financial management services, or lending institutions is a plus.
CERTIFICATES/LICENSES/REGISTRATION
Must be able to obtain government security clearance.
SAFe® Practitioner certification is a plus.

MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
LANGUAGE SKILLS
Ability to read, analyze, and interpret technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

The pay range for this role is $100,000 - $115,000, with the final offer amount dependent on location, skillset, and experience.
