The incumbent serves as a Regional Inspector General with the Office of Evaluation and Inspections (OEI). S/he

• Plans, directs and coordinates the program evaluation activities assigned to the Regional Office, ensuring conformance with headquarters guidelines and objectives.
• Directs environmental scanning and analyses to identify proposals for future work. Reviews and evaluates staff recommendations; and develops regional recommendations with rationale for headquarters consideration. Participates in meetings with key headquarters staff to determine strategic direction for the organization and to approve specific evaluation proposals.
• Directs overall evaluation projects and other work assignments, including special requests directed from headquarters in response to the Inspector General (IG), the Secretary, key Department officials, the Congress, OMB, or the White House staff.
• Responsible for the management of all national evaluations and projects where the assigned regional office has been delegated lead responsibility.
• Directs the regional participation in the conduct of evaluations where other regions have lead responsibility. Coordinates with RIGs, in other regional offices, in planning evaluation resources requirements, and provides support for evaluations on a cooperative work basis with other regions, to improve efficiency and economy in the conduct of evaluations, and best utilization of the human resources.
• Provides management and policy direction in the full range of planning, and implementing evaluations, to include: initial background research; evaluation design; appropriate methodological approach; development of data collection instruments, including surveys and onsite reviews; resource and budget planning; analysis of qualitative and quantitative data; synthesizing evidence into findings; writing evaluation reports; OPDIV/STAFFDIV coordination, and final briefings and follow up action with respect to recommendations presented.
• Provides consultation, and regional coordination in the resolution of special problems, potential problems, and in the identification of matters which require the attention of management and program officials.
• Participates in on-site reviews for evaluations of a highly sensitive and delicate nature.
• Participates as a key member of the OEI management staff, in identifying areas requiring additions or changes in OEI evaluation policy and procedures, and in final policy and procedures which impact on the nationwide evaluation activities.
• Ensures quality and timeliness of all completed staff work, including consolidated evaluation reports of findings and recommendations with documentation and rationale.
• Briefs OEI key staff on technical and management matters, regional activities, special problems, innovative techniques applied and special concerns within the region served. Identifies matters which may have nationwide impact or be of special interest to others, RIGs/OEI.
• Plans, schedules, and directs resources for the conduct of research and analysis, and development of evaluation project statements for regional studies. Identifies topics which appear to have the greatest potential for improvement of the Department's programs.
• Provides management direction for regional efforts, in cooperation projects with other Federal agencies.
• Maintains liaison with key Department officials and makes contact with representatives of outside organizations, including OMB, Congressional committees, other government and private sector organizations. Provides consultation with respect to highly complex problems identified in program inspections; the implementation of inspection recommendations; and the review of proposed new or revised legislation.
• Conducts assessment of regional program activities, and identifies, resolves problems, and recommends actions requiring headquarters consideration. Analyzes and identifies methods and techniques which would reduce cost incurred in the conduct of evaluations or contribute to a more effective program.
• Directs development, and maintenance of a continuing positive public relations program, to insure effective cooperative working relationships with State and local officials and private organizations within the region concerned with HHS programs. Promotes an information program for deterring fraud, waste, and abuse through technical assistance, briefings, presentations, and through the development of information materials for publication. Represents the DIG/OEI, AIG/OEI, and DRO/OEI, in meetings, and conferences of professional organizations, State and local governments, and special interest groups. Makes presentations to a wide range of public audiences.
• Ensures preparation of recurring and special reports and responses, to inquiries from key officials within and outside of the government, and the general public.
• Oversees administrative and human resource management functions for the staff. Performs other related duties as assigned.

This Registered Nurse (Infection Control) position is located in the Nursing Services at the Leeds, MA location. This position is full time at 40 hours per week.

The Infection Prevention and Control Registered Nurse is accountable to the Associate Director Patient Care Services/Chief Nurse.

• The Infection Prevention and Control Registered Nurse provides direct staff support to service line managers, service chiefs and others in planning, designing, integrating, implementing, modifying, and administering the Infection Prevention and Control Program.
• The Infection Prevention and Control Registered Nurse:

1. Coordinates activities throughout the hospital to prevent and control infections.
2. Set standards for a safe environment.
3. Demonstrates leadership, experience, and creativity in the management of complex client care.

• Implements and maintains elements of specific Infection Control and Prevention Programs to evaluate the quality of patient care and/or the appropriateness and timeliness of services provided.
• Works with the Director of Performance Management and others to promote quality in clinical practice by collaborating in the development of guidelines and criteria for measuring the quality and appropriateness of patient care delivered.
• Analyzes data and reports information to identify the need for change in subscribed areas that may include the need to minimize risk and ensure effectiveness of clinical quality improvement.

1. This position will support the Federal Government's response efforts to COVID-19. Conducts an information program to elicit support and involvement in fire prevention, detection, and suppression. Secures client interest through emphasis of pertinent fire prevention topics and developing messages from actual fire incidents.

2. Performs regular and periodic fire protection inspections for all areas of the installation where the potential severity and expectancy for fire is high and involves hazards that are difficult to recognize and, once identified, require advanced or innovative methods to reduce or eliminate them.

3. Inspects, tests, and corrects deficiencies on a variety of fire protection systems, many of which are complex or designed for a specific operation or hazardous condition, (e.g., carbon dioxide cascade systems, halon total flood systems, heat rise detection systems, and interlock systems).

4. Reviews engineering plans and specifications for new construction, alteration, and extension of existing structures.

• Observes, documents, and evaluates carrier and contractor performance. Inspects contractor's performance at owner's residence and at warehouse during packing, crating, loading, shipping, unloading, uncrating and unpacking.
• Counsels members regarding policies and procedures for the proper preparation of personal property for shipment and/or storage, including specialized items, to domestic and overseas locations.
• Prepares documentation reporting carrier performance using automated systems. Observes, documents, and evaluates performance of contractor on packing, containerization, and local drayage of personal property.
• Provides oversight of the Direct Procurement Method (DPM) contract. Serves as a Quality Assurance Evaluator (QAE), functionally qualified to ensure the Air Force receives quality contractor performed services and pays only for acceptable services received.

The following are the duties of this position at the full working level.

• Plans and conducts independent examinations and related investigations of a variety of individual and business taxpayers involving complex tax issues and accounting records and typical methods.
• Classifies and screens individual and business tax returns and allowance cases showing changes in tax liability and selects those which have the highest potential for audit.
• Classifies returns received as the result of transfers, special handling requirements, or collateral requests.
• Reviews collection and criminal investigation referrals for examination potential.
• Provides technical support and training as a coordinator of programs between compliance and other departments within the Internal Revenue Service.

(1) Serves as the Office of Primary Responsibility (OPR) for wing maintenance policy, advising supervisors and employees on both general policy and specific maintenance matters. Makes decisions and recommendations on technical concerns presented by supervisors. Utilizes a comprehensive knowledge and ability to interpret Air Force Instructions, Technical Orders, engineering drawings, product specifications, Air Force Occupational and Health (AFOSH) and environmental standards, public law, and locally developed policy. Evaluates and assesses complex systems, subsystems, integrated systems/subsystems, or components for conformance to applicable technical data, engineering drawings, standards and specifications. Evaluates, conducts reviews, activity inspections and management compliance of all maintenance activities to include the logistics maintenance support functional areas such as production, programs and mobility, maintenance training, plans, scheduling and documentation and data base management as directed by the Maintenance Group Commander. Identifies production problems, excessive overtime, discipline, housekeeping and technical discrepancies and attempts to identify the underlying cause for the deficiencies. Establishes and develops performance checklists and metrics in coordination with the Quality Assurance Supervisor. Develops local operating instructions to supplement regulations and manuals of higher echelons in the area of aircraft and aircraft systems quality assurance. Reviews all Operating Instructions (OIs) to ensure locally published instructions are technically accurate, complete and consistent with Air Force (AF) and Major Command (MAJCOM) policy. Coordinates with affected commanders on base and ensures the instruction is published as a wing operating instruction. Serves as a key team member in collating and reporting compliance metrics to Major Command(s).

(2) Maintenance Standardization Evaluation Program (MSEP): Administers, evaluates, and coordinates a comprehensive quality assurance, maintenance standardization, and inspection program for all areas of the maintenance organization, all maintenance disciplines, job series and Air Force Specialty Codes (AFSCs). Evaluates the quality of maintenance accomplished in the maintenance organization and performs the necessary quality functions to execute the MSEP, designed to provide management an objective sampling of both the quality of equipment and the proficiency of maintenance personnel. Ensures the maintenance organization meets its responsibility for air-worthy aircraft and component quality for a broad and complex production workload, e.g., highly advanced aircraft, aircraft systems, avionics systems, electronic equipment, aircraft structures, composites, life safety systems, armament, munitions, and other areas of similar complexity. Participates in a review of the organization's quality plans, procedures and practices to assure adequacy and compliance to local and higher-level directives.

(a) Executes the evaluation program and accumulates data using Inspection and Evaluation techniques such as Task Evaluations, Quality Verification Inspections, Special Inspections, Personnel Evaluations and Management Inspections. Evaluates the quality of in-process and after-the-fact maintenance and ensures prescribed technical and management procedures are followed. Serves as the subject matter expert for critical assessment programs such as; Unit Self Inspections, Maintenance Standardization, Operational Readiness and Unit Compliance Inspections. Responsible for the development and maintenance of organizational level checklists. Ensures metrics are established and monitored to assess key result areas for successful mission accomplishment including, but not limited to, items where non-compliance would affect system reliability or result in serious injury, loss of life, excessive cost, or litigation. Evaluates the proficiency of assigned personnel in the execution of assigned maintenance tasking through Personnel Evaluations (PEs). Determines the proficiency and qualifications of certified personnel. • You will serve as the Deputy Inspector General in the CNAL Office of the Inspector General, with a primary focus as the lead for the inspection program.
