As Director of the Acquisitions Division the incumbent will be responsible for providing the day-to-day management, planning, leadership and oversight of a full range of acquisitions and contract administration activities.The incumbent will provide managerial leadership, technical direction and oversight for OIG Acquisitions Division as follows:

• Directs all contracting and procurement activities;
• Provides advise and technical information;
• Advises, guides and collaborates with OIG senior-level management officials to develop and formulate acquisition plans and policies;
• Directs the planning and execution of pre-award and post-award contracting functions;
• Directs the procurement of equipment, supplies and services and the award, administration and close-out of contracts;
• Develops and administers the small and disadvantaged business program;
• Serves as a technical expert and senior Contracting Officer for OIG with unlimited signatory authority;
• Represents the Agency in non-litigation dealings with GSA, GAO, OMB, Congress and other organizations with oversight authority for OIG; and
• Assumes the full range of supervisory responsibilities for staff members directed by this position.

Serves as Program Manager and functions as a program expert to assist with assigning and conducting analytic tasks, allocating resources and staff time; preparing and managing budgets and budget-related reporting activities; managing procurement, contracting, and business functions; providing program and analytical expertise; presenting analytic findings and results to OIG and OMP management and external customers; and assisting the Deputy Inspector General (DIG) with broad level administration and planning. The incumbent may be required to serve as affiant in adjudicated case work as well as authority on programmatic methods, techniques and services.

Facilitates and manages assignments of analytic work requested by OIG components and external customers that is performed by staff to assist these agencies in performing HHS and federal oversight activities. The incumbent also may determine the soundness of proposals and initiatives in meeting program objectives and making efficient use of resources; interpret program, policy, contractual, financial planning and analysis information; prepare plans, budgets, comparative studies, performance management and measurement activities; perform other administrative and managerial activities; and identify analytic, policy, and information technology infrastructure issues related to OIG operations of the assigned program. In addition, the incumbent provides a full range of options on which to make decisions with OIG senior management, staff, and Departmental officials to implement necessary action.

Advises the Deputy Inspector General and OMP management on major program planning, information technology, and policy considerations. The incumbent makes appropriate recommendations, to agency budget and program officials to gain acceptance of the proposals, which may substantially impact resources, as well as support or change program emphasis. The recommendations carry considerable weight in influencing final decisions of a policy nature. The incumbent assists with developing data briefings for senior OIG management for press conferences, OMB hearings, and meetings with other HHS components on crosscutting topics with governmental impact.

• The incumbent coordinates fire mitigation projects in relation to ROW Operations and Maintenance, develops recreational sites, and vegetation.
• Provides independent leadership, direction, advice, assistance, and guidance as necessary to complete projects in accordance with policy.
• Coordinates with the Deputy State Fire Management Officer of Fuels and Planning, and the District Resource and Fuels Program Managers to accomplish planning, implementation and NEPA compliance.
• Develops methods for solving new, unpredictable, and unprecedented problems, constraints, situations, and issues and consults with leadership on solutions.
• Establishes and maintains a professional, effective, and impartial relationship with Federal, State, and local agencies, entities, and organizations.
• Tracks, monitors, and oversees all current and proposed projects; is responsible for coordinating changes in the project scope, time, and/or amount through the preparation and decision of issue-specific decision memoranda.
• Formulates projects, develops objectives, and completes the required level of NEPA for each project.
• Leads an interdisciplinary team to assure NEPA and policy compliance on fire mitigation projects.

As a Management and Operations Specialist you will:

• Provide human capital, administrative, technical support, and guidance to supervisors.
• Provide travel guidance, regulations, and assistance to staff and management on CDC domestic and international travel processes.
• Plan and accomplish projects through researching and analyzing problems, issues, or program requirements.

As a Supervisory Computer Scientist, you will:

• Provide leadership and direction to the development, implementation and maintenance of integrated information technology hardware and software systems to support the collection, processing, reduction, storage, retrieval, presentation and publication of data for the National Health Care Surveys.
• Define information processing objectives, and oversee the development of information processing logic and documentation, including decision tables, processing flow charts and data edit specifications, record and tape layouts and the content and sequence of data files.
• Serve as senior technical advisor to the Division Director, management and other staff members in matters relating to data processing, computer usage, programming languages, and statistical software related to organizational data.
• Oversee the design, development, preparation and distribution of public use data files and related documentation.
• Work closely with collaborating agencies, contractors, and other organizational Divisions in the exchange of systems and programming information, networking and the resolution of technical problems.
• Develop work plans for the Branch and the staff, prepare and manage the Branch operating budget, and prepare program review documents for submission to the Division Director and Center leadership.
• Delegate and monitor work assignments, and provide guidance and assistance to employees as necessary.
• Attend professional meetings, seminars and conferences related to computer systems, systems analysis and design, data processing hardware and software, and related statistical analysis processes.
