ABOUT THE POSITION

The Director is fully responsible for the overall management, design, development, evaluation, and coordinating of activities for the Center. Implements a full range of duties including all matters concerning personnel recruitment, selection, and performance assessment; development and control of the Center's budget and approval of activities requiring the Center's resources. The incumbent will have oversight and authority of the Block Grant Program for data collection, evaluations, and the National Data Base(s).

Provides leadership in the development of a national substance abuse and mental health epidemiological studies program, including surveys, studies, methodological developments and systems which may involve over 3600 clinics, 1000 programs, 56 State and Territorial mental health and/or substance abuse programs, and numerous federal agencies.

Exercises oversight responsibility for epidemiological studies and service system data collection activities performed by the components of SAMHSA and provides expertise relative to epidemiological field investigations, research methods, statistical analysis and systems design. Assists the components through creative program management and development, in maximizing existing data analysis and collection programs to meet the new and changing needs of the field.

ABOUT THE POSITION

Supports the Director in oversight of all administration functions, including human resource planning and management, financial management and analysis, performance monitoring and reporting systems management, action item tracking, data request coordination, space planning, and any other related activities to assure the fulfillment of the overall administrative standards and process for the office.

Supports the Director in planning and implementing policies and initiatives related to behavioral health statistics, program evaluation and/or epidemiology.

Executive managerial and diplomacy skills are required to perform a variety of high-level policy coordinative, consultative, advisory, and management services. Provide executive leadership in the establishment of short and long-range goals, objectives, and plans for substance use disorders and ensures consistency with goals and objectives established by HHS, the Office of National Drug Control Policy (ONDCP), other federal agencies and the health community.

Provides advice to the Center Director in coordinating and establishing policies, procedures, and standards for cross agency program initiatives i.e., data analytical designs and strategies, evidence based program evaluation and health information technology.

• Manage, direct, coordinate, and oversee the work of subordinate staff.
• Perform the administrative and personnel management functions relative to staff supervised.
• Use expertise in quantitative and qualitative analysis to resolve various management problems. Evaluate the effectiveness of programs or operations to meet established goals and objectives.
• Analyze new or amended legislation and develop policy and guidance covering administrative programs, activities, or functions for which the NCI has responsibility.
• Provide position management advice and recommendations to NCI managers regarding organizational realignments/changes.
• Establish and maintain methodologies and systems to collect and analyze data used in assessments, surveys, and creating reports and presentations by NCI senior staff.

You will be part of the Vector Control and Operations Division responsible for planning and implementing vector-borne disease surveillance, prevention, and control programmes. An evidence-based, integrated vector management approach underpins the work that the Division does and requires close partnership and concerted efforts by multiple internal and external partners and stakeholders.

Your role is in the Suppression Operations, Contract Management and Audits branch and you will lead a team.

You will be responsible for the following:

• Conceptualise strategies and formulate/review operational policies and plans on vector control, including the use of Wolbachia suppression technology
• Manage contracts and ensure the contractors’ performance through close monitoring, engagement, and audits.
• Guide and oversee the implementation of enhancements and improvements to operations systems.
• Regularly review work processes in view of enhancing them to improve efficiency and productivity.
• Perform analysis of vector data to uncover insights and identify causes and contributors to undesirable situations.
• Oversee the smooth running of contracts including processing of certification of works done and payment.
• Carry out any other duties related to Vector Control.

Requirements:

• Experience in operations planning and/or enforcement, in a vector control related field, will be an advantage
• Enjoy thinking strategically, planning and applying analytical reasoning in the area of operations management
• Proficient in Microsoft Office, especially Excel and PowerPoint
• Proficiency in analytical and programming tools (e.g., Qliksense, Python, R, or GIS) will be an advantage.
