Advises the Deputy Inspector General and OMP management on major program planning, information technology, and policy considerations. The incumbent makes appropriate recommendations, to agency budget and program officials to gain acceptance of the proposals, which may substantially impact resources, as well as support or change program emphasis. The recommendations carry considerable weight in influencing final decisions of a policy nature. The incumbent assists with developing data briefings for senior OIG management for press conferences, OMB hearings, and meetings with other HHS components on crosscutting topics with governmental impact.

• The incumbent coordinates fire mitigation projects in relation to ROW Operations and Maintenance, develops recreational sites, and vegetation.
• Provides independent leadership, direction, advice, assistance, and guidance as necessary to complete projects in accordance with policy.
• Coordinates with the Deputy State Fire Management Officer of Fuels and Planning, and the District Resource and Fuels Program Managers to accomplish planning, implementation and NEPA compliance.

• The Director of Data Analytics is responsible for providing strategic leadership, setting the division's goals, and developing a clear vision for using data analytics to enhance program integrity and support HHS OIG's mission. This includes identifying key areas where analytics can help prevent fraud, waste, and abuse, and establishing priorities to improve oversight through data-driven decision-making. The director manages the design and execution of scalable and automated analytics methodologies, integrating tools like predictive modeling and machine learning to monitor healthcare programs for risks.

• Leads and mentors a team of analysts and subordinate supervisors (Assistant Directors) to put data at the fingertips of OIG staff. Interfaces with OIG component executives and regional leadership to ensure quality and level of services needed are being met. Job Description

.Develops the vision, strategy, and drives implementation of quality improvement programs that result in improvement of health outcomes and exemplary experience for Commercial members. Provides leadership and oversight for quality improvement programs for Commercial, Marketplace/ACA products and FEP. Coordinates organizational efforts to drive health plan HEDIS and CAHPS performance. Leads quality performance measure alignment across Commercial Lines of Business.

• Improve quality of care for our members through leadership of quality improvement strategy development, program implementation and ongoing oversight for all Commercial products (i.e. Marketplace/ACA).
• Responsible for FEP quality programs; lead and coordinate efforts to achieve quality program goals and maximize incentive performance for our organization.
• Engage matrixed teams across the organization to drive progress to QI goals (i.e. Health Plan Product Ratings, CAHPS) by leveraging expertise in related requirements. Develop roadmap to define specific actions to improved quality performance.  
• Works with Enterprise on developing and implementing HEDIS member engagement strategies.
• Works with leadership to provide information or data as requested.
• Facilitates and  coordinates the implementation and evaluation of identified quality improvement / HEDIS activities as requested.
• Promotes understanding, communication and coordination of all quality improvement program components.
• Coordinates reporting on quality initiatives to all appropriate committees.
• Assists with the development of the QM and UM Work Plan, Evaluation and the monitoring of Work Plan activities as they relate to PI.
• Maintains current knowledge of regulatory requirements associated with the QI program.  
• Utilize expertise in QM/QI theory and methodologies to build quality programs driven to member centric outcomes measurement.
• Use data and other insights to identify effective solutions for improving Commercial product quality performance, leveraging health plan historical performance and industry knowledge.
• Ensure ongoing monitoring and evaluation of programs and interventions to determine impact and ROI. Develop remediation strategies as needed. 
• Keep abreast of industry trends, both national and local, and synthesize such information to proactively identify ways to improve quality of care while concurrently ensuring all applicable accreditation and/or regulatory standards are met.
• Partner with provider network and engagement teams to drive quality improvements that positively impact patient care; provide oversight of quality performance measurement in support of these efforts.
• Oversee vendor relationships for applicable quality programs.
• Present results of improvement efforts and ongoing performance measures to senior leadership.

GENERAL PURPOSE OF THE JOB

The Manager, Biomedical Quality is responsible for providing subject matter expertise on a variety of devices and systems in support of biomedical services across the Village. This position is responsible for training, auditing and collaborative problem solving for chronic or complex technical issues that arise in the dialysis clinics. This position partners with biomedical teammates across the Village to implement corrective action as the result of internal audits performed.

ESSENTIAL DUTIES & RESPONSIBILITIES

• Perform technical spot audits. Lead or participate in the exploration, evaluation, and design of recommended solutions
• Optimize/re-mediate technical systems and processes by identifying appropriate goals & objectives, project plans, timelines, validation, deliverables and resources required to realize beneficial change to biomedical quality
• Educate and provide resources for biomedical best practices in conjunction with biomedical education department
• Identify and implement process improvements by analyzing technical data
• Collaborate with key stakeholders to ensure quality device management programs are in place and functional
• Other duties as assigned

These positions will require 80% travel, 25% of the travel will include nights and weekends

MINIMUM QUALIFICATIONS

• Bachelor’s degree in electrical, biomedical or mechanical technologies or engineering, strongly preferred

POSITION SUMMARY:

Responsible for the professional development of the coding staff and for providing a hospital-wide educational program to assist coders in continued coding and documentation education.  Performs quality assurance reviews of inpatient and outpatient records to assess and report on the effectiveness of training programs and quality of coders.  Provides in-service training and feedback to coding staff regularly, including coding changes and updates.  Designs and implements programs on coding and clinical documentation audit and education to improve performance and efficiency.  Partners with CDCI management to develop appropriate guidelines regarding IP and OP coding.  Enforces correct application of Official Coding Rules and Regulations and follows appropriate guidelines including Coding Clinic. The Manger, Coding Validation and Quality Assurance may help represent the Clinical Documentation Coding Integrity (CDCI) Department at clinical meetings when requested to serve as a resource for coding guidelines and interpretation.  

REQUIREMENTS

EDUCATION:

Bachelor’s degree or equivalent combination of formal education and experience.

CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED:

CCS and AHIMA Certified ICD-10 Trainer credentials required.

Additional RHIA, RHIT, RN, or other coding credential is preferred.

EXPERIENCE:

• Must have at least five years of experience in coding; experience must include education/mentoring/training.  Minimum of five years acute care hospital experience coding with ICD-9/10-CM/PCS and CPT-4, academic medical setting or trauma center preferred.  Minimum of three years management experience required; five years preferred.

• Prior experience working claim edits and denials.

KNOWLEDGE AND SKILLS:

• Command of the ICD-9/10-CM and CPT4/HCPCS coding conventions, E&M coding, diagnosis-related groupings (DRG) and ambulatory patient groupings (APG) methodology.  Work also requires concepts of human anatomy, physiology and pathology.
• Excellent skill in providing hands-on education to CDCI staff based on audit finding and need. 
• Strong knowledge of health records, computerized billing and charging systems, Microsoft applications, data integrity, and processing techniques required.

The Senior Manager, In-Vitro Diagnostics/ Precision Medicine Quality supports the use of In-Vitro Diagnostics (IVD), including Companion Diagnostics (CdX), and Precision Medicine applications to clinical development. This role is responsible for supporting the implementation of an end to end, proactive and risk-based Quality Assurance strategy for IVD, and Precision Medicine, including third-party collaborations.

The In-Vitro Diagnostics/ Precision Medicine Quality strategy is focused on all aspects of research and development at Amgen, spanning from discovery through the entire lifecycle of clinical development. This strategy will ensure that all Amgen’s business procedures meet internal and external quality standards, and that they are managed for optimum efficiency and effectiveness. The In-Vitro Diagnostics/ Precision Medicine Quality strategy also ensures that the business develops and manages fit for purpose standards (SOPs and quality agreements). In addition, the strategy will ensure that Amgen’s QMS is continuously improved upon using quality by design, risk assessments, and outputs from the Quality Management System, including analytics showing quality trends and potential continuous improvement opportunities.

Responsibilities

• Develop collaborative partnerships with Research and Development (R&D) to help establish the state of quality and potential areas of quality risk exposure. Contributes to the use of innovative methods for improving the quality oversight for Amgen’s IVD and Precision Medicine programs.

• Collaborate with colleagues in a cross-matrixed environment and ensure that Amgen’s R&D efforts, including partnerships and third parties, are aligned to industry best practices and all regulations.

• Support the implementation of IVD quality management strategies to ensure compliance to an evolving and complex IVD regulatory landscape, particularly in the European Union.

• Leverages metrics (KQI, KPI leading and lagging) related to IVD and Precision Medicine for Quality Management System performance and improvement.

• Collaborate with clinical trial teams to ensure that all respective critical to quality components are incorporated into clinical trial design, execution, and support of regulatory filings.

• Maintain up-to-date knowledge of IVD regulations and applicable guidance; monitor development of regulations and communicate impact to the business.

• Provides risk-based quality assurance and oversight for IVD/ Precision Medicine activities (e.g., auditing, deviation management and inspection management).

• Ensures that all applicable integrated procedures (e.g., acquired assets) are fit for purpose and aligned to Amgen’s standards.
