Futureworks is recruiting for a Performance and Quality Manager to join our employability service. (to 31/3/25 - annual extension subject to further funding from Welsh Government 2021 - 2026)
The role will support the recent expansion of delivery of the Communities for Work+ programme, including additional funding for the Young Person’s Guarantee, aligned with Welsh Government’s new Employability Plan launched in March 2022.
The role will entail leading the CfW+ programme to deliver a range of services to people who are not working or in work and on low incomes, including those who are long term unemployed and economically inactive with a specific focus on those most disadvantaged in the labour market, and on improving labour market outcomes for disabled people, Black, Asian, and Minority Ethnic people, women, young people, older workers over 50, carers and those with low skills
The successful candidate will be an energetic individual with a demonstrable track record of project, contract and partnership management, managing significant revenue budgets, resources, staff, project delivery and audit and quality assurance. You will have strong financial management skills with the proven ability to deliver projects on time and within budget.
The role will involve the successful leadership and management of 15+ operational delivery staff to achieve the service standards and outputs for the programme, including challenging targets for engagement of participants and progression into sustainable employment.
You will be responsible for ensuring that the programme budget and financial claims are produced in a timely manner and controlled throughout the financial cycle. This includes examining and analysing budgeting and accounting reports and maintaining corporate expenditure controls.
You will design and implement a community engagement and participation strategy with a focus on employability as an outcome for the people engaged by the programmes.
You will establish an employer engagement strategy for the programmes, working with business groups and employers to provide ‘bespoke’ recruitment solutions to address recruitment shortages and skills gaps identified by local businesses. You will have the credibility to engage with businesses at a senior level.
Ideally you will have experience working in a similar role or have previous experience in operational management within the employability or skills or apprenticeships environment.
We are looking for candidates who have experience of analysing management information and working with reporting systems, the ability to use technology is vital to the role. You will have excellent communication skills at all levels, using a variety of communication methods (spoken, written, behaviour), along with excellent negotiation and influencing skills at a senior level.
Management experience of Welsh Government grants and/or European Social Fund programmes would be a significant advantage for this particular post.
You will also be a key member of the Futureworks’ management team and contribute to the overall infrastructure of the unit including areas: financial management, health and safety, safeguarding/prevent, information governance, facilities management, and marketing strategy.
The post holder will hold a full driving licence and have access to transport.
