You will serve as a Division Chief under the direction of the Office of Procurement Policy and Oversight. As Division Chief, Procurement Policy and Systems, you will be responsible for facilitating the procurement of goods and services throughout the Coast Guard (CG) by developing, coordinating and administering the CG procurement program, assuring compliance with applicable laws, regulations and policies in all service-wide CG acquisition activities. You will be responsible for building a service-wide acquisition workforce and electronic acquisition tools through the development and issuance of contracting policies and procedures. You will direct and coordinate a service-wide acquisition program that promotes the CG's mission success while preserving the public trust.

• Evaluating employee performance, assuring that developmental and training needs are met, interviewing candidates for vacancies, selecting personnel, and hearing and resolving employee complaints.
• Providing expert technical leadership and consultation in the oversight of the acquisition process for one or more of the agency's major procurement and reporting systems programs covering acquisitions of vital national importance and overseeing the in-depth compliance review and evaluation of complex, unusual or unprecedented contract actions.
• Serving as the agency-wide expert in the functional area of procurement, e.g., pre-awards issues or price/cost analysis and post award issues.
• Advising contracting activities in formulating programs or concepts to reflect optimum utilization of resources, data, and procurement systems.

As the Contracting Specialist/ Procurement Analyst you will serve as the procurement/contracting subject matter expert and advisor to the Chief Financial Officer (CFO) and is responsible for planning, advising, and administering contracts, and interagency agreements for services and supplies all in support of the agency, and performing a variety of financial functions to facilitate financial and operational management applicable regulations adherence.

You will perform the following duties:

• Serves as the contracting/procurement expert and advisor on the acceptability and applicability of overall procurement objectives. Provides advice and guidance on contracting matters to project managers and contracting officer representatives.
• Utilizes knowledge of various contract vehicles and applicable statutory requirements to develop and formulate standard operating procedures on issues critical to the STB contracting and procurement activities.
• Develops procurement objectives and strategies including terms of competition, selecting appropriate methods of generating proposals (solicited and unsolicited) and selecting appropriate methods, techniques, and instruments for implementing widely differing types of proposed projects or activities.
• Provides general oversight of agency purchase requests, interagency agreements, purchase orders, contracts, and other source documents to ensure that the agency's expenses remain within applicable limits and thresholds, are accurately documented, and does not violate agency policies, the Anti-Deficiency Act, the Federal Acquisitions Regulations (FAR), and applicable acquisition regulations.
• Reviews external audit reports on procurements and makes recommendations on findings. Analyzes Congressional inquiries involving procurements and prepares appropriate responses based on knowledge of procurement operations.
• Provides consultative technical advice and guidance to clients including the adequacy of work statements and specifications and provides guidance and support in the selection strategy, evaluation process, negotiation of business and technical terms, and the subsequent administration and formal closeout of the area's contracts.
• Monitors purchases, agreements, and contracts, to ensure award requirements are met. Communicates frequently with program managers and subject matter experts to discuss and advise on contractual, financial, and other administrative management matters.

You will be working within the Projects & Infrastructure team - advising on a variety of large-scale construction initiatives. You will be responsible for leading full e2e procurement processes across a variety of projects, with rotations between clients as necessary. What you'll need to succeed
You will need to have experience working within public sector - preferably working as a consultant. If you have security Clearance, this would be highly beneficial for this role, but would not be a pre-requisite. Experience working within either the Construction or IT category will be necessary for this post, as you will be responsible for advising within one area - there are multiple vacancies within this organisation. You will have to be a self-starter with the ability to effectively work in large teams and engage stakeholders across all levels.

As a Supervisory Inventory Management Specialist, you will:

• Serve as the main agency contact point for the implementation of the Federal Management Regulations for personal property.
