The Procurement Technician provides support for the tracking and accomplishment of procurement and purchasing activities. Primary duties include:

• Supporting the GSA invoicing and control process, including validation of information from the Regional offices, to reconcile monthly GSA's leased vehicle usage invoices.

• Providing support and guidance to purchase card holders.
• Establishing and maintaining databases and sharing platforms for such activities as: contract administration, inventory management, and cross-functional operations task management.
• Providing general administrative support.

• Providing general administrative support.

• Provides expert advice on information technology (IT) contracting policy and approaches. Initiates, develops, and recommends acquisition policies, procedures, guidance, and controls for ITC.  Initiates, develops, recommends, coordinates, and implements procurement policies and guidance associated with the full-range of ITC services. Develops position papers and viable recommendations to respond to specific procurement issues and developments.
• Conducts internal quality assurance reviews associated with ITC contracts. Reviews contracting and contract modification records for consistency with prescribed procedures as well as for soundness of decision. Initiates, recommends, and implements quality improvement techniques to improve the processing of contracting actions.
• Works in full partnership with internal and external stakeholders as it relates with the various service components of the ITC business portfolio to plan and develop the acquisition vehicles necessary to meet the portfolio's service requirements.
• Undertakes or directs special studies as needed and prepares special reports relating to acquisition activities. Maintains contractual data and history, along with other indicators of program execution and effectiveness and compiles data for statistical management reports.

This is a non-bargaining unit position.

Duties include, but may not be limited to the following:

• The employee completes complex purchasing transactions only under direct supervision with direct guidance from seasoned purchasing staff, leads, or supervisors.
• Routine purchasing includes routine purchase orders on established contracts or through established vendor resources using regular significant,
• Use guidance, direction and direct use of policy and guidelines; reviews for discrepancies or loopholes in lengthy specifications or statements of work that are very detailed, or otherwise difficult to understand.
• Coordinates under close direction and supervision, with appropriate vendor for device retrieval and reconciliation of acquisition days o ensure daily fund rental fiscal accountability.
• Under close direction and supervision, has the authority to purchase on contract surgical implants up to a dollar of $100,00 for contracted surgical implants.
• Under close direction and supervision, documents the services required per the contractual agreement and monitors, tracks and trends contractor performance.
• Utilizes various web-based applications to identify required sources of supply.
• Provides procurement support throughout the procurement cycle by filing contracts, processing amendments and modifications, and monitoring the status of deliveries. Reviews, assembles, and maintains procurement related files and all of the required documentation.
• Advises approving officials and purchase card holders on purchase card program, procurement procedures and responsibilities while conducting random reviews in accordance with established Logistics and other departmental policy.

• Monitors and examines fund control point accounts and requests additional funding for procurement needs working with direct supervisor, fund control point Service Line Chief and the Fiscal Department.
• Serves as the first line of contact for medical staff and customers in regard to procured items. Provides clerical support and coordination to approving officials and administrators.
• Performs a variety of receptionist, timekeeping, record keeping and miscellaneous duties in medical facility.
• Makes purchases involving specialized requirements and/or commercial requirements that have unstable price or product characteristics, hard-to-locate sources, or similar complicating factors.
• Performs other duties as assigned.

• You will serve as a Contract Review Specialist reviewing high dollar pre/post-award contractual actions for compliance with existing laws and regulations.
• You will analyze and evaluate pre/post-award actions to determine that contract terms/conditions are developed and constructed to distribute technical, financial, and economic risks.
• You will develop reports concerning the analysis of pre/post-award contractual action deficiencies such as incorrect procurement strategy.
• You will conduct studies and review actions to ensure that pricing objectives are developed/negotiated based on adequate data, proper application of pricing principles, accurate analysis, calculation and sound business judgement.

The physical worksite for this position is located in Alexandria,Virginia.This position is remote per agency and business unit discretion/policy. This position is eligible for a range of telework options, ranging from full-time remote and telework from anywhere in the fifty United States and Puerto Rico to working on-campus in Alexandria, VA.

• Thoughtfully analyze proposed and existing USPTO policies and procedures concerning source selection, supply chain risk, and contract administration.
• Enthusiastically research and analyze applicable laws, regulations, and guidance relating to federal procurement, to include the unique USPTO procurement authorities as outlined in the Patent and Trademark Office Efficiency Act (PTOEA) and the Patent and Trademark Office Acquisition Guidelines (PTAG); and provide interpretations of those laws and regulations to the USPTO General Counsel and other USPTO officials and personnel.
• Zealously represent the USPTO in litigation involving USPTO contract awards or disputes. Act as the Attorney of Record for USPTO bid protests filed before the Government Accountability Office (GAO) and assist the Department of Justice (DOJ) when protests are filed at the Court of Federal Claims. Represent USPTO in contract appeals filed before the Civilian Board of Contract Appeals (CBCA) and assist DOJ when appeals are filed before the United States Court of Federal Claims or the Court of Appeals for the Federal Circuit.
• Considerately provide training to the Office of Procurement or other business units as needed on matters such as: source selection, contract administration, conflict of interest, procurement integrity, Small Business Administration acquisition rules/guidance, suspension and debarment, Foreign Ownership and Control, and supply chain risk.

• You will manage and oversee the Government Commercial Purchase Card Program as the Level IV Agency Program Coordinator.

• You will conduct analysis of procurement trends, practices and operational information to ensure program compliance to Government and program policy.
• You will conduct cost analysis to develop budgets and return-on-investment information for the decision making process for upper management.
• You will establish Government Commercial Purchase Card policy that to ensure strategic goal of the program and commercial needs of the command are met.
• You will develop policy and management tools to monitor compliance for all installations under the Command.
• You will facilitate development of user data, proper program documentation and resolution of operational issued and disputes.
• You will supervise subordinate personnel in the performance of their duties, coordinating work assignments, evaluating performance, coordinating developmental training and providing guidance to employees.
