The incumbent of this position serves as a Branch Chief responsible for the supervision and management of the National Office Branch of the Office of the Division Counsel/Associate Chief Counsel (Criminal Tax) (DC/ACC) providing legal counsel to IRS, Criminal Investigation (Cl). The Branch provides all necessary legal services in connection with formulating and implementing legal positions and policies broadly impacting the criminal tax function; reviews significant or sensitive legal cases and grand jury matters centralized in the National Office and prepares legal opinions on significant criminal tax issues received by the DC/ACC; reviews and prepares a variety of criminal tax work products such as search warrants, undercover requests, responses to congressional correspondence, analysis of legislative matters and manual revisions; reviews criminal tax appellate matters and makes appropriate recommendations for appeal to the Department of Justice; reviews and analyzes forfeiture matters as well as cases involving money laundering and Title 31 violations; provides formal and informal advisory opinions and other assistance to officials of Cl with respect to criminal tax matters; coordinates with other Division Counsel on matters (such as proposed civil liability actions, Freedom of Information Act, Privacy Act, and discovery proceedings) relating to particular criminal tax cases; reviews proposed prosecution cases declined by the Department of Justice.

As a Supervisory General Attorney (Tax)-Branch Chief, you will:

• Act as a legal consultant to (CI) on some of the most difficult, important, and complex professional and legal matters arising in the administration of the Internal Revenue laws.
• Direct exhaustive and detailed research on some of the most complicated legal problems within Cl's program areas and direct the preparation of recommendations as to the position to be taken by the DC/ACC and Cl in connection with these matters.
• Prepare or substantively review proposed memoranda on various legal and administrative matters for submission to the DC/ACC, the Deputies Chief Counsel or the Chief Counsel for final approval.
• Direct the participation by the Branch in conferences with representatives of other interested offices concerning projects.
• Examine all matters assigned to the Branch and assigns to each Branch employee work appropriate to his/her grade and experience level.
• Provide coordination, control and direction of criminal tax activities to ensure that specific Chief Counsel criminal tax objectives, policies and programs are implemented effectively and efficiently.

The incumbent of this position serves as a Branch Chief responsible for the supervision and management of a Qualified Plans branch in the office of the Deputy Associate Chief Counsel (Employee Benefits) (EEE). The branch prepares regulations, revenue rulings, revenue procedures, and notices, announcements in connection with tax-qualified retirement plans and individual retirement arrangements. It also issues necessary legal opinions on matters relating to these areas, as well as private letter rulings, technical advice memoranda and Chief Counsel Advice relating to these areas. The branch also provides litigation support assistance in connection with the defense, settlement and processing of cases pending in the United States Tax Court, and refund cases filed in district courts and the Court of Claims inthese areas and reviews related tax legislation.

As a Supervisory General Attorney (Tax) Branch Chief, you will:

• Prepare or review proposed memoranda on various legal matters for submission to the Deputy Associate Chief Counsel (EB), Associate Chief Counsel (EEE), the Deputies Chief Counsel, the Chief Counsel, or the Treasury General Counsel for final approval. Prepare or review material for publication by the branch. Represent the Office in discussions with taxpayers on private letter rulings and in presentations to the public.
• Examine all matters assigned to the branch and assigns to each branch employee work appropriate to the employee's experience and skills.
• Exercise additional supervisory responsibilities over the branch as follows: plan the work of the branch that must be accomplished by the staff, including establishing priorities; insure timely performance of a satisfactory amount of high quality work; review work product of professionals and specialists in the branch for completeness, accuracy and consistency; evaluate performance of subordinates; give advice, counsel or instructions on both work and administrative matters, and resolve any issues raised; make recommendations for promotions, awards or reassignments; effect minor disciplinary measures such as warnings and reprimands and recommend actions in more serious cases; hear and resolve complaints from employees and, refer more serious unresolved complaints to Associate Chief Counsel; and identify and recommend developmental and training needs of employees.

Major Duties Include (but not limited to):

• Responsible and accountable for staff managing leasing program activities, and ensures compliance with laws, policies, regulations, and acceptable practices in overseeing the planning, evaluating, budgeting, controlling, and assuring acquisitions, management, and lease construction as well as program quality assurance.
• Advises and counsels the Associate Executive Director on any lease program matter and incumbent's judgement is accepted as authoritative in the interpretation and application of laws, policies, and procedures affecting and effecting leasing activities.
• Exercises staff supervision, coordination, and review over real leasing activities.
• Reviews work of staff for technical adequacy, priorities, and conformance with laws, policies, and procedures.
• Interprets agency objectives into specific procedures, policy, and plans and ensures their consistent application.
• Supports congressional testimony through prioritizing real property programs and funding consistent with approved documents and VA mission priorities.
• Participates as senior leasing engineer representative on regional task forces, non-federal task forces, and committees as needed.
• Coordinates projects that require solving complex legal and construction issues, determining financial requirements, rendering decisions that affect the timing, and providing the most favorable terms for the Department.
• Interprets federal and state laws that govern leasing and the impacts of area local laws, ordinances, and regulations regarding construction, safety, and licenses or permits to do the business as they relate to leasing.
• Supervises all aspect of work of the assigned programs and develops performance standards, evaluates performance, and where appropriate recommends rewards.
• Identifies developmental and training needs of subordinates and makes provisions for meeting these needs.
• Provides technical oversight and coordination of assigned programs and activities and develop Quality Control (QC) plan for the assigned programs, projects, and activities.
• Develops procedures for assuring compliance with QC plans while certifying that leases and other documents comply with QC plan in accordance with delegated authority; and certifies that other actions being forwarded to higher authorities comply with this plan.
