The Medical Technician is responsible for performance, understanding and following all procedures while performing pre-analytical, analytical and post-analytical processes in the following laboratory disciplines: Phlebotomy, Chemistry/Immunology, Hematology, Coagulation, Urinalysis and Microbiology. The procedures are performed on a variety of biological specimens using distinctive and precise manual laboratory techniques as well as elaborate complex integrated automated instrumentation. Duties include, but are not limited to:

• Procure specimens from patients.
• Handle, accession, process and evaluate the acceptability of each specimen.
• Ensure correct identity and integrity of specimens throughout the pre-analytical stage.
• Maintain supplies and organize a timely flow of specimens for testing.
• Utilized centrifuges, automated processors, refrigerators and freezers.

• Review delta checks, patient medical history and previous lab results.

(3) Removes and disassembles engines and major assemblies, sub-assemblies, components, and fuel, hydraulic, and oil pressure systems. Makes the appropriate repairs, overhaul, or modifications in accordance with the proper repair specifications and procedures. Reassembles engines and other systems, and adjusts, tests, and reinstalls in vehicles and equipment as necessary. Makes adjustments and repairs to electrical and suspension systems. May install pistons, sleeves, rings, bearings, rods, crankshafts, timing gears, and rocker arms. May be required to perform fuel injection equipment repair, overhaul, rebuild, and calibration duties utilizing a variety of complex test and calibration equipment.

(4) Independently performs repairs and maintenance functions in remote locations that can be accomplished by removing, cleaning, reinstalling, or replacing defective parts of components and systems such as injectors, leaking wheel cylinders, corroded mufflers, fuel tanks, brake cylinders and worn brake shoes, voltage regulators, generators, injector pumps, and fuel pumps. Provides technical guidance and specialized team leadership to lower grade employees within the team. Assists lower grade mechanics in performing major repair work. May provide Field and limited Sustainment maintenance at unit locations as part of a "contact team." Recovers and evacuates inoperable vehicles from the unit location of breakdown. May assist higher graded mechanics in repairing a variety of interconnected systems such as electrical, air and hydraulic systems, complex state of the art electrical and electronic systems that use specialized diagnostic equipment to identify problems, complex fuel injection systems and other similar complex systems.

(5) Conducts readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs operational inspections and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc., and performs other preventive maintenance operations as required. Inspects supported equipment prior to use during Inactive Duty Training (IDT) and Annual Training (AT), to ensure that it is functioning properly. May inspect in-process repair work of lower graded repairer to ensure equipment is being repaired in accordance with pertinent requirements. May serve as a commodity inspector during Command Maintenance Management evaluations (COMET) or as a member of a Maintenance Assistance Instruction Team (MAIT). Reviews funding requirements, prioritizes request and allocates funding based on readiness, training, and mobilization requirements. Provides management with workload data, estimates, and recommendations to facilitate more effective management decisions for staffing and funding requirements to support customer units.

(2) Work Direction: Assigns tasks to be performed based on readiness and explains work requirements, methods, and procedures. Investigates work related problems such as excessive costs or low productivity and determines causes. Implements corrective actions within authority to resolve work problems. Recommends solutions to staffing problems, engineering requirements, and work operations directed by other supervisors. Ensures work in progress and completed work meets established standards by implementation of a quality control and assurance program within the organization. Ensures equipment repairs do not exceed maintenance expenditure limits in accordance as established by regulation and or policies. (3) Administration: Plans and establishes overall leave schedules. Determines training needs of subordinates and arranges for accomplishment. Sets performance standards, and makes formal appraisals of subordinate work performance. Initiates recommendations for promotion or reassignment of subordinates. Ensures that regulations governing safety and housekeeping are observed with appropriate protective clothing and equipment being utilized.

(5) Develops, publishes, and ensures employee compliance with standing operating procedures for the activity supervised. Implements and complies with agency, state, and federal regulatory Occupational Safety and Health, and environmental requirements. Ensures use of quality conformant products through compliance with established materials shelf life programs. Ensures all aspects of Force Protection to include physical security, facility and vehicle key control, property accountability, access control and employee protection in accordance with established policies and regulations. Implements procedures to account for all real property, installation property, MTO&E (Modified Tables of Organization and Equipment) property, TDA (Tables of Distribution and Allowances) property, and installed equipment located at or assigned to the facility in accordance with state and federal regulations and policies. Ensures subordinates are trained, qualified, and equipped with proper personnel protective equipment, environmental mediation equipment and materials. Ensure the employees wear appropriate safety equipment and follow pertinent safety precautions.

(6) Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. May be required to perform such additional duties as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operation, maintenance of facilities and equipment, or to serve as a team member on boards to cope with natural disasters or civil emergencies.

(7) Performs other duties as assigned.

(1) Provides technical guidance and assistance to subordinate elements, the headquarters operations section, and other staff sections in planning, acquiring, preparing, conducting, and documenting individual and collective training. Assist the training officer in the development and review of training directives, operations orders, deployment planning and readiness reporting. Conducts command readiness inspections and other evaluations of subordinate training operations, security, safety, and deployment readiness planning. Make recommendations as appropriate to correct deficiencies. Conducts and/or coordinates assistance visits in the areas of training management. Review training schedules, circulars, and yearly training plans to ensure congruence with commander's priorities and higher headquarters guidance. Performs research necessary to create or modify the units' mission essential task lists in accordance with critical wartime mission requirements. Assist with the coordination and support of internal/external evaluation teams. Plans, coordinates, and provides guidance regarding deployment issues to include tentative plans for full or partial deployment. Reviews and provides guidance in the preparation of subordinate units' training assessment reports. Consolidates and prepares the organizational training assessment reports. May initiate, coordinate or maintain usage agreements for local/private training areas.

(2) Manages the command's school program. Forecasts the individual training requirements for the organization and coordinates with higher headquarters to obtain quotas for personnel to attend schools (Service, NCO, Special, etc.). Sub-allocates authorized training quotas to elements within the command based on the commander's guidance, preliminary forecasts, and modifications due to training requirements. Monitor the usage of organizational quotas and reallocates based on execution data. Reviews, approves, and forwards individual requests for training seats based on allocated quotas and availability of funds. Researches and resolves soldier prerequisite/eligibility problems.

(3) Is a technical specialist in readiness reporting for the organization. Perform analysis and refinement of organizational readiness data. Reviews subordinate training readiness feeder reports to ensure current and correct information is reported. Consolidates the training portion of the organizational readiness report and assists the training officer in the consolidation and submission of the overall readiness report. Provide training and assistance to commanders and unit personnel on reporting procedures and other matters pertaining to readiness.

(4) Plans, organizes, and administers the individual and NCO professional development training programs for the organization. Coordinate common task and skill-specific training programs. Provide assistance to training personnel within the command in scheduling training areas, obtaining training aids, requesting equipment, and other required materials. Procure, design, reproduce and distribute a variety of training aids, map overlays and transparencies necessary for the efficient operation and training of the organization. Receives, consolidates, and forwards reports to higher headquarters pertaining to individual soldier readiness (i.e. common task test, weapons qualification, army physical fitness test).

(5) Makes recommendations and assists in the preparation of yearly training budget requirements for submission to higher headquarters based on yearly training guidance and training calendar. Input requirements into the automated funds management requisition and authorization system. Monitors the use of funds sub-allocated to subordinate units for use in training events. Prepares, reviews, and forwards for approval automated requests for orders. Verifies accounting classification data and coordinates with other organizations and higher headquarters to support unfunded events.

(6) Provides guidance and assistance for implementing security measures for such items as documents, arms and ammunition, and communication/ automation equipment (communication security/computer security). Ensures security measures are followed. May serve as a security coordinator for the command. May be designated as custodian or alternate custodian of classified documents, communication security/computer security account custodian/alternate and/or physical security manager as required by regulations and local situations. Assist the training officer in the preparation of plans and procedures for anti-terrorism/force protection and military support to civil authorities.

Performs other duties as assigned.

• As a journeyman, repairs, installs, remodels or alters doom, door fames and trim, all kinds of hardware, shelves, staging, furniture, floors, walls, toilet partitions, wall coverings and partitions.
• Erects partitions of metal studs and gypsum wallboard or prefabricated materials.
• As a journeyman, performs maintenance, repair, alterations and construction of exterior and interior surfaces and structures built of a variety of brick, block and stone and lays common and face brick, tile firebrick, glazed tile, ceramic tile, cinder and cement block, glass block, terra cotta and various artificial and natural stone to repair and construct such items as walls, walks, manholes, boilers and catch basins.
• Mixes, applies and finishes plaster surfaces in the construction and repair of interior walls and ceilings and performs new plastering on all types of backgrounds such as metal, wood or gypsum lath, wallboard, and masonry surfaces as well as repairing and patching plaster surfaces.
• Under general guidance of the Supervisory Maintenance Mechanic, initiates (drafts) requests for supplies for necessary (steel studs, sheet rock, doors, hardware, cement block, concrete mix, lath and plaster mix, ceiling grids and acoustical tiles, etc.) for the specific construction task.
• Constructs all new space partitions using dry wall construction and/or masonry tile, as appropriate, and is responsible for delivery of a thoroughly finished product that matches the quality of the original hospital construction.
• Possesses thorough familiarity with accreditation and building code requirements and the ability to improvise when established methods are not practical.
• Interprets blueprints, drawings, building codes, practices and standards of the trade.
• Fills in the gaps on incomplete blueprints and sketches and knowledge of advanced shop mathematics to plan and compute work with features such as arcs or circles.
• Possesses an extensive knowledge of the working properties, gradations in quality and other characteristics of the variety of material used in hospital construction.
• Demonstrates thorough knowledge and extensive experience in the mason and plastering
  trade practices and is skilled in applying work methods and techniques in a variety of
  exacting plaster, work such as running baseboards, moldings, cornices and applying
  special finishes.
• As a journeyman, uses safety and precision of any carpentry tools and equipment in both shop and field work, including work involving curves, angles and irregular shapes which must have exact measurements or fits.
• Uses tools common to the plastering trade such as angle trowels, screeds, plaster's hawk, straight edges and cement mixers.
• Possesses comprehensive knowledge of the techniques and procedures of brick, block, tile and stonework.
• Constructs sills, lintels and arches.
• Performs decorative brickwork, veneer, tile and cut, shape finish stone.
• Uses a variety of hand and power tools such as brick or napping hammer, brick or skill saw, stone axe, pick chisel and hammer.
• Uses a variety of building crafts including carpentry, masonry, cement work, plastering and other related trades. Typical construction projects include equipment installation (HVAC, nourishment kitchen, film processor, etc.), renovation of office space including relocation of walls, doors, plumbing and lighting etc.
• Works from detailed engineering drawings with complete specifications or from only rudimentary conceptual sketches of the construction to be performed.
• Plans, lays out and completes work according to accepted trade standards following work orders, blueprints, building plans, sketches and building codes. This includes determining details such as dimensions, type of structure, material to be used and assembling tools and material needed to complete assignments.
• Completes finishing work to obtain a smooth surface and to obtain proper texture and is able to perform angular, rounded and overhead plastering.
• As the senior journeyman of the construction crew, reviews dimensional layout of the construction boundaries including locations of new walls, plumbing fixtures, conduit penetrations, etc. and for the erection of any necessary dust confining barriers.
• Uses and maintains a complete set of hand and power tools including but not limited to: saws, planes, sanders, routers and drills in order to accomplish different tasks such as cut bevels, rabbets, chamfers, dados, grooves and miter joints.

The position is the first line supervisor of the Carpentry & Lock Shop staff and S/he would serve under the direct supervision of the Maintenance & Operation (M&O) Supervisor.

• The incumbent has full administrative control and supervision of the Carpentry & Lock Shop
  personnel and is responsible for the maintenance and repair of all buildings, planning and
  executing in-house construction and remodeling projects, contributes to project development
  and works with contractors performing work.
• S/he ensures compliance with fire/smoke barrier penetration work to ensure penetrations are sealed and documented as repaired upon completion of work; conducts inspections to assure quality control of work performed by shop personnel; conducts life safety inspections and assigns work from such inspections;
• The incumbent organizes and plans work of subordinates into the most productive working group and determines priorities of work projects to ensure accomplishment on a planned schedule and on a timely basis.
• Individual must be well versed at the journeyman level in carpentry, masonry, painting, window maintenance, locksmith and door closer repair work.
• Individual will have a good working knowledge of different woods, paints and the various other materials. Must know the safety codes associated with the trades for which they are responsible.
• Creates follow-up measures on critical or urgent items identified during inspections and coordinates all
  needed repairs or maintenance; prioritizes, integrates and coordinates various work activities
  for optimum effectiveness and efficiency of utilizing man-hours, equipment and funding
  resources to meet user, program, and/or mission needs.
• Incumbent is responsible for ensuring that all work is performed according to established
  policies, procedures, and VA, Joint Commission (JC), OSHA & NFPA requirements.
• S/he identifies and makes economically sound recommendations
  concerning building structure, building maintenance, modernization or replacement planning.
• Develops budgets and project estimates for emergency repairs, minor in-house construction
  and improvement projects, equipment replacement, preventative maintenance (PM), in house
  or contracted labor & material costs by assisting in developing the scope of work, generating
  work requests and setting the worksite and hourly performance standards for trade shop
  personnel.

• The position is that of a Working Supervisor and as such requires considerable walking and/or
• driving while making work inspections or responding to emergency situations.
• Work requires standing, stooping, bending, sitting, crawling, climbing and reaching. Incumbent must be able to supervise work for prolonged periods of time while working around high voltage, steam lines, ladders, staging, mechanical rooms, catwalks, steam tunnels and/or crawlspaces.
• Frequently lifts and carries tools, materials, equipment, ladders, scaffolding and supplies up to 50 pounds unassisted. Occasionally lift and carry items over 100 pounds with assistance or mechanized equipment.
• Emergency situations will require the employee to work in extreme hot, cold, stressful situations or darkness to direct employees and correct the incident at hand.
