The Associate Chief Counsel (Financial Institutions and Products) has jurisdiction over the taxation of financial institutions, and financial products, as well as tax issues related to tax-advantaged bonds. The Office provides legal advice and litigation services/support to the Department of the Treasury, the IRS, other Chief Counsel organizations, other government agencies, and the public.

As a Senior Technician Reviewer (STR), the incumbent serves as a technical expert with respect to the subject areas and functions of the assigned Branch. Subject areas for which FIP is responsible involve the specialty areas of tax law as it pertains to financial institutions and products, including banks, thrift institutions, regulated investment companies, real estate investment trusts, insurance companies, asset securitization arrangements, debt modifications, options, futures contracts, original issue discount obligations, hedging arrangements, annuities, life insurance contracts, other types of innovative financial instruments and entities, and tax-advantaged bonds.

As a General Attorney (Tax) Senior Technician Reviewer, you will:

• Act as a legal and technical consultant to the Branch Chief, Deputy Associate Chief Counsel, Associate Chief Counsel, and, as assigned, to other officials in the Office of Chief Counsel on some of the most difficult, important, and complex professional legal and policy matters concerned with the work of the Branch, or which may affect the work of other Branches of the office, or other components of the Chief Counsel's Office.
• Act as a reviewer, and in some cases as the initiating attorney, for some of the most complicated, difficult, and unusual assignments and projects involving the development and drafting of Internal Revenue legislation and regulations, considering recommendations for enactment of legislation and the promulgation of regulations, private letter rulings, revenue rulings, technical advice memoranda, Chief Counsel advice, and other advice memoranda dealing with tax problems submitted by taxpayers and their representatives, state and federal agencies, and other Chief Counsel and IRS offices.
• Act as principal attorney in charge of recommending the policies and developing the procedures and regulations implementing new or amended legislation for specific areas of tax law and be responsible for ensuring that these policies, procedures, and regulations are consistent with the intent of the law and are administratively sound, efficient, and economical in operation.
• Support the work of IRS and Chief Counsel components in all aspects of their work, to include litigation activities, technical advice and guidance, the preparation of briefs and appellate recommendations.
• As needed, conduct conferences and represents the IRS on specific issues of a highly complex nature with taxpayers and their representatives.
• As appropriate, represent the Office on training sessions, presentations and panel discussions before IRS and Counsel components, other governmental agencies and business and professional groups on technical and legal matters relating to the work of the Branch.
• In consultation with the Branch Chief, assign work to the attorneys and specialists within the Branch and advises on approaches to be taken. As required, and in cases in which the Branch Chief is absent, substitute for the Branch Chief and performs the full range of duties of that position.
• Perform other professional duties as assigned.

II. MAJOR DUTIES

­Reviews Accounting Transactions. Receives, reviews, and classifies a variety of complex accounting documents/transactions, such as systems with extensive subdivision of accounts, frequent and varied adjustments to accounts, and a number of different programs. Processes accounting transactions for a wide variety of functions including obligations, accrued expenditures, disbursements, appropriation refunds, reimbursable orders, expenditure vouchers, and rejected transactions. Conducts detailed examination of transactions, research for required information, and classifies accounting data for assigned accounts. Corrects invalid or incorrect entries. Advises supervisor of unusual situations/problems encountered, recommending appropriate solutions that could result in changes in processing procedures. Reviews files to ensure actions meet suspense dates. Serves as a liaison between installation activities/employees and higher headquarters.
1. Verifies accuracy and completeness of accounting data within established time frames.
2. Codes and processes accounting transactions in accordance with agency instructions, policies, and accepted practices.

Reconciles Accounting Transactions. Posts, maintains, controls, and reconciles accounting transactions and records for multiple accounts. Reviews and maintains complex accounting transactions. Posts general ledger accounts from original documents received. Reviews, examines, verifies, and analyzes a variety of documents for validity and accuracy. Verifies transfer summaries, payroll summaries, daily activity report summaries, general journal vouchers, accrual journal vouchers, and inventory summaries. Certifies fund availability to cover all commitments and obligations and certifies vouchers for payments in accordance with the Prompt Payment Act. Reconciles subsidiary ledgers to general ledgers for accounts having a variety of transactions. Researches and determines cause of discrepancies and initiates necessary adjustments. Prepares financial documents (e.g., work papers, balance sheets, financial statements, etc.). Abstracts data from reports/statements to reflect financial condition and operating results and presents data in the form of prescribed statements/reports.

Analyzes Accounting Data. Analyzes and examines accounting data and accounts to resolve nonstandard transactions, complaints, or discrepancies. Utilizes extensive knowledge of accounting procedures and techniques to verify specialized ledgers and SAP accounting data. Maintains and reconciles budget and accounting records in implementing standard accrual accounting principles. Records consist of various journals and general ledgers, including numerous asset accounts, liability accounts, inventory, and operating accounts. Reconciles asset and liability accounts subsidiary ledgers with general ledger. Prepares necessary adjustments. Monitors fund balances and maintains records ensuring funds are managed within allowable constraints.

3. Analyzes and examines accounting data for proper maintenance of accounts.

Prepares Reports. Posts balance to the general ledger and balance all journals and subsidiary ledgers and closes accounts. Prepares reports and performs other miscellaneous technical tasks in support of accounting functions that includes operating statements, balance sheets, and other month end financial statements required. Enters data and prepares monthly budget to actual performance reports. Prepares monthly reports, correspondence, and follows-up on flagged documents (e.g., inactive, un-liquidated obligations, etc.). Prepares required forms or enters data into the SAP computerized system. Assists in following up on dormant funds and reconciliation. Assists in the maintenance of internal control program requirements to protect against fraud, waste, and abuse. Prepares draft memoranda or letters responding to correspondence of a non-routine nature explaining various aspects of accounting and providing detailed and technical explanations of accounting discrepancies or procedural or reporting requirements.

Provides Customer Service. Provides customer service for vendors, resource advisor, financial analyst, and other external and internal customers.

The primary work of the Branch involves the development and drafting of Internal Revenue regulations and considering recommendations for enactment of legislation and the promulgation of regulations, preparation of private letter rulings, revenue rulings, technical advice memoranda, General Counsel memoranda, and other advice memoranda addressing tax problems submitted by taxpayers and their representatives, state and federal agencies, and other Chief Counsel and IRS offices. In addition, the Branch provides legal assistance and advice to trial attorneys in the field in connection with actions on decisions, preparation of briefs, handling of unusual technical problems, preparation for the trial of cases involving complicated technical issues, and problems related to appeal recommendations in Tax Court and refund cases. Many of the issues presented for decision are submitted after extensive consideration in the field and elsewhere. Problems presented cover a broad range involving numerous questions requiring interpretation of the Internal Revenue Code, tax regulations, published rulings, court cases and other technical materials.

• Act as principal attorney in charge of recommending the policies and developing the procedures and regulations implementing new or amended legislation for specific areas of tax law and is responsible for ensuring that these policies, procedures, and regulations are consistent with the intent of the law and are administratively sound, efficient, and economical in operation.
• Perform activities in the Branch including legal assistance, document review, appellate recommendations, and litigation support. Many of the issues presented for decision are submitted after extensive consideration in the field and elsewhere. Problems presented cover a broad range of tax law issues involving numerous questions requiring interpretation of the Internal Revenue Code, tax regulations, published rulings, court cases and other technical materials.
• Make recommendations on the need for initiating, consolidating, or eliminating programs and projects. Act as project manager, assign (in consultation with the Branch Chief) work to the attorneys within the Branch, advise them on approach to take, review work product, provide guidance in researching and analyze novel and uncertain points of law, and provide the Branch Chief with performance feedback of work performed.
