Your key tasks will include:

• Project managing key transformational and continuous improvement projects in line with Moat’s corporate strategy, delivering against agreed deliverables to budget, time and quality constraints.
• Ensuring projects are commissioned and delivered in line with Moat’s process for change and using agreed governance documentation.
• Overseeing the end-to-end delivery cycle for projects from ideation and discovery phases, through to the scope definition, resource & planning, execution and transfer of projects to an operational state of acceptance.
• Identifying and managing key project resources, ensuring roles and responsibilities are clearly defined and the relevant skills needed to execute the change have been secured.
• Working with project sponsors to articulate clear business cases with sound financial and business impact analysis, in line with our project framework.

• Proactively identifying, assessing and managing project risks in line with Moat’s project management framework, ensuring adequate escalation and ownership of risks throughout the delivery lifecycle.
• Managing project budgets in line with our delivery framework, ensuring project costs are under control and escalation processes for financial risks are followed.
• Working with colleagues across the business including IT & front line colleagues to ensure that Current and Future State processes are clearly defined as part of the project lifecycle.
• Developing and executing against stakeholder management and communication plans (in conjunction with colleagues in our Communications team), ensuring both Moat colleagues and customers are not only informed of key updates, but are actively engaged in the changes being deployed.
• Evaluating the success of deliverables and working with business owners to ensure controlled closure and transfer of projects through to an operational state, in which the change can be effectively sustained.
• Ensuring that best practice is used across the organisation, facilitating a culture of continuous improvement, through effective lessons learnt processes and contributing to the upskilling of colleagues in change & project management principles.
• Developing and maintaining excellent relationships with operational colleagues to ensure that we work collaboratively and consistently on all projects and change programmes.
• Maintaining commitment to professional development, both with respect to Housing as an industry, and Project & Change management as a discipline.

You’ll have:

• Project management experience aligned to business change, business process re-engineering and business process modelling.
• A project management qualification (Prince 2, Agile, PMP).
• A track record of working with teams and managing projects by prioritising workloads and delivering to project deadlines.
• A team player with a can-do attitude.
• Experience of working in complex stakeholder environments, including matrix management.
• Experience of supporting and managing change effectively.

The Digital Project Delivery Officer will provide essential administrative support to Digital project and programme managers, ensuring the smooth operation and successful delivery of digital transformation initiatives. The ideal candidate will be proficient in utilizing Monday.com (or similar workflow management software) to track project and programme progress and possess excellent communication and organizational skills.

Working within the CNWL ICT Service you will be part of an enthusiastic team dedicated to new ways of working and improving services within the NHS through Digital Transformation.

- Coordinate project activities, ensuring deadlines are met and deliverables are achieved.

- Maintain and organize project documentation, including project plans, reports, and other relevant materials.

- Use Monday.com to track project and programme progress, update status reports, and generate insights for the management team.

- Facilitate effective communication within the project team and with external stakeholders, ensuring that all parties are informed and aligned.

- Assist Digital project and programme managers with day-to-day administrative tasks, including scheduling meetings, preparing agendas, taking minutes, and following up on action items.

- Assist in the allocation and monitoring of resources, including personnel, equipment, and budgets.

- Identify potential issues and risks, escalating them to project and programme managers as necessary.

- Ensure all projects adhere to internal policies and external regulations, maintaining high standards of quality and governance.

Grade 7 Strategy, Priorities and Innovation Directorate

The Strategy, Priorities and Innovation Directorate (SPI) is recruiting permanently for a Grade 7 Lead Policy Advisor for the Priority Projects Team (PPT) and a Grade 7 Strategy Lead for the Strategy Unit (SU).

Occasional travel between Leeds and London may be required.

For SPI to meet its evolving business needs all staff are expected to attend their base location (102 Petty France or 5 Wellington Place Leeds) at least 2 days a week. This hybrid working arrangement is not contractual and as a result staff could be asked to attend their base location more frequently.

Skills and experience for both roles

• Think critically and analytically. This role will require you to understand and assess trade-offs and break down complex problems. You will need to be able to demonstrate evidence of thinking strategically and developing creative solutions, as well as being able to persuade others of the benefits of those solutions. You will have strong problem-solving skills, bringing structure to complex policy issues and able to draw sound conclusions, drawing on a range of evidence and analysis to deliver high-quality, innovative and inclusive advice. This will include working with quantitative and qualitative data to develop a robust evidence base.

• Lead and engage - you will be an open and engaging leader, committed to building an inclusive and high-performing culture within the team, setting strategic direction and supporting your direct reports through coaching. You will have a focus on personal development and wellbeing, playing an active leadership and management role across your team, directorate and the MoJ. You will need to demonstrate evidence of successfully leading others to deliver a technically complex programme of work, autonomously managing a busy workload to deliver competing priorities to deadlines.

• Be sensitive to the wider context. We work at the heart of the Department and closely with the centre of Government. You will need to be able to develop an understanding of how your work fits into the department’s priorities and provide strategic insight, drawing on your understanding of the wider context to ensure communications are clear, effective and relevant.

• Communicate clearly and persuasively. A large part of our role is to make the complex simple for Senior Officials, translating analysis to inform policy advice and persuasively presenting the ‘MoJ view’ to others in Government. As a team lead you should be able to communicate confidently with a range of stakeholders, including presenting at senior governance boards such as the Departmental Executive Committee.

• Build relationships and working collaboratively. As a central team, we rely on our ability to build relationships across the Department, draw on them to get things done and balance interests to build consensus. We also have a part to play in building relationships with officials in other departments and external experts, drawing on these to further MoJ’s interests or bringing in fresh thinking.

• Deliver at pace – you will have strong prioritisation skills and the ability to make effective decisions on how to structure projects to make best use of your resources. You will have the ability to impose structure on complex problems, allocate scarce resources in the context of the department’s strategy and political direction, and set-up and lead teams and bring colleagues together to reach your end goal.
