The Program Specialist serves as a Strategic Planner for Member Services (MS) within in the Directors Office (DO). As an advisor to the MS Executive Leadership Team and MS managers, the Strategic Planner provides advice on the formulation of strategic policies, plans, and programs. Major duties and responsibilities of this position include, but are not limited to:
- Responsible for Planning, Programming, budgeting, and Executing (PPB&E) process of assigned strategic initiatives or enterprise-wide projects. Responsible for planning and programming the steps required for the initiative, coordinating with stakeholders and action action officers to develop the human capital plan and budget plan.
- Strategizes with development teams to transform general ideas into workable solutions. Analyze existing practices to isolate areas ripe for improvement or enhancement. Exercises expertise to create or refine metrics for key performance indicators.
- Identifies opportunities for strategic improvement or mitigation of business interruption and other risks caused by business, regulatory, or industry-specific change initiatives. Advises and supports in the development of strategic sub-plans, reengineering, business process review, and other change change management initiatives, to ensure consistency and integration.
- Consult with program officials and subject matter experts at the national and Member Service level to document existing business processes, functional requirements, and process flows. Investigate and analyze adverse quality trends or conditions and coordinate and initiate corrective actions.
- Develops programs to ensure quality provisions are planned, developed, and implemented to identify, prevent, and correct unsatisfactory conditions and elements which influence the regulatory correctness and responsiveness of transactions and services. Develops data capture and reporting procedures to track progress of quality program management initiatives, analyzes segments of business process or transactions and identifies indicators and emphasis areas for attention of operating managers and staff.
- Designs studies, training programs, and organizational strategies for the identifying opportunities to improve customer service, process qualities and employee satisfaction. Analyze key steps in transaction process or business practices to identify potential for significant quality process improvement.
Work Schedule: Full-Time. Monday-Friday, 8:00am - 4:30pm

(Selectee must reside within a 50 mile radius of a VA Medical Center ( does not include Outpatient (CBOC), Vet Clinics, ect.) in the continental U.S. or a Member Services location (Atlanta, GA; Canandaigua, NY; Ft. Riley, KS; Hot springs, SD; Topeka, KS and Waco, TX)
