Introduction

The Strategic Estates team in Parliament takes great pride in looking after and improving the buildings of Parliament itself, as custodians of the Estate. While we are part of the House of Commons service, we provide services to the House of Lords as well. We operate on a working World Heritage site which attracts visitors from all over the globe.

The Project Delivery Team is responsible for leading and delivering a wide variety of refurbishment, conservation and construction-related projects to meet the needs of both Houses within agreed governance parameters.

We currently have approximately 181 projects with an annual spend of £100/150m and with a portfolio value of over £2bn.

The Role

In this role, you will act as the client representative and perform the "informed client" role on behalf of the Project Owner or Project Board, as appropriate, to pro-actively lead on the delivery of estate-wide property, building refurbishment and conservation projects.

This role will involve leading and delivering a diverse and exciting range of projects typically ranging between £5m and £100m. The successful candidates will be required to meet the needs of internal departments in the two Houses and to report to all interested parties, including project boards, clients and stakeholders.

Some of the responsibilities for this role include:

You will provide leadership of major capital projects across the Parliamentary Estate, ensuring that project outcomes and requirements are adequately defined, and that the needs of the users and all other stakeholders, are fully understood and accounted for.

• Establish and communicate the overall budget and timescales for projects.
• Oversee the development of comprehensive Business Cases to the required standards and in accordance with House governance procedures, to obtain funding for the agreed scope of the project.
• Ensure projects are procured in accordance with House guidelines and procedures.
• Oversee the briefing, appointment and management of external consultant teams to enable successful project delivery.

Skills and Experience

Qualification:

• An accredited qualification to a minimum of level 4 in a related technical subject such as Construction, Engineering or Architecture. On commencement of employment candidates with a level 4 or 5 qualification will be expected to have obtained full RICS, CIOB, CIBSE or similar Chartership within three years of commencing employment.

To be successful in this role you will demonstrate:

Leadership and Governance

• Provide demonstrable evidence of evaluation of your leadership role, motivating/ inspiring consultant project managers and evidence of evaluating and managing resources in specific cases.
• Providing demonstrable experience of cascading vision and translating into delivery objectives for the team.
• Providing demonstrable evidence of leading projects and/or programmes to deliver the business case benefits and outcomes.

Health and Safety

• Knowledge of and practical implantation of H&S legislation particularly CDM 2015.

Commercial Knowledge

• Provide demonstrable evidence of setting, monitoring, reporting and advising on project cash flows and key KPIs; evaluate and advise on the financial implications and appropriate management action.
• Advise on the administrative procedures necessary for the smooth running of a construction contract including document control techniques and systems, meetings and reporting procedures.
• Knowledge of giving reasoned advice on the appropriateness of various procurement routes. Oversee the tendering and negotiation process and present reports on the outcome.
• Knowledge of heritage related legislation.

Technical Knowledge

Post-qualification experience of:

1. Leadership ideally through a large client organisation as a project manager of external consultants and contractors in a construction environment and organisation of project delivery effectively on time, budget and to agreed quality standards.
2. Managing discrete construction or property related projects, development of briefs from inception, through to project delivery, including project procurement.
3. Demonstrable experience of the successful delivery of major projects including building refurbishments preferably including a significant MEP element.
4. Change Management, Contract Management and Procurement.

Your new company is a regional construction firm based in London. Your new role is to act as the number two on this project, reporting to the Senior Project Manager, and to assist with the delivery of the project in accordance with the program objectives while meeting the company guidelines on safety, quality control, quality assurance and record keeping. You will be working with a team of 6 managers and interfacing with external stakeholders like suppliers, subcontractors, engineers, building control, local authorities, public bodies, and members of the public. The hours of work are weekdays 08:00-16:00 & Saturdays 08:00-13:00. Duties and responsibilities would be to act as a keyholder on site, induct new starters, chair toolbox talks and daily activity briefings with workers, act as first point of contact on site for safety, quality, material deliveries and plant operations. Daily activities are reported to the SPM and recorded electronically coordinated with the method statements and risk assessment registers.
What you'll need to succeed is two years of UK-based construction experience as an assistant site manager or assistant project manager (not overseas). This £4.5billon project is highly complex and there is a need to manage the commercial ‘close-out’ of items, whilst collecting and retaining project knowledge and managing the ‘operational change program’ to minimise Thames Water’s financial and operational risks during this period.

In this role, you will direct a team of professionals including document controllers, area delivery engineers, and quantity surveyors to carry out the performance management of all commercial contracts for the project. You will be mitigating project risk transfer from Tideway to Thames Water to outperform the remaining Thames Tideway Tunnel price control funding.

Whilst this is a ‘close-out’ position, given the importance and profile it will lead to working on future essential engineering projects within Thames Water that are designed to continue to deliver and improve water supply and treatment resilience for generations to come.

What you’ll be doing as the Project Closeout Manager

- Implement and monitor compliance with agreement obligations with robust Key Performance Indicators and a performance framework.
- Propose and steer negotiations for all contract delivery, reconciliation and change management with Tideway.
- Design an effective Commercial Closeout and transition strategy.
- Organise and lead the transition of existing Tideway Integration Group (TIG) resources from an embedded team in the Tideway project with several parallel teams, including, document control, Area Delivery Engineers and Quantity Surveyors.
- Ensure capture of retained knowledge and develop a plan for employee retention as the projects close.
- The change management includes ensuring this large operational change is communicated and understood by the receiving operational teams and across the business.

Base Location: Hybrid- Camelford House, Albert Embankment, London SE1 7TP.

Working Hours: 36 hours per week.

What you should bring to the role

- Ability to engage with stakeholders, often with competing objectives, whilst maintaining strong collaborative relationships and open communication.

- Proven track record of working effectively on international projects, on behalf of developers and/or investors. Experience working for an advisory / consulting business would be useful.
- Experienced in development and execution of ESG projects in compliance with IFC Performance Standards, Equator Principles, PRI and other international requirements
- Demonstrable experience of leading multi-disciplinary teams and growing technical capability, including managing the deployment of resources to deliver successful outcomes and high-quality deliverables.
