Introduction

The Strategic Estates team in Parliament takes great pride in looking after and improving the buildings of Parliament itself, as custodians of the Estate. While we are part of the House of Commons service, we provide services to the House of Lords as well. We operate on a working World Heritage site which attracts visitors from all over the globe.

The Project Delivery Team is responsible for leading and delivering a wide variety of refurbishment, conservation and construction-related projects to meet the needs of both Houses within agreed governance parameters.

We currently have approximately 181 projects with an annual spend of £100/150m and with a portfolio value of over £2bn.

The Role

In this role, you will act as the client representative and perform the "informed client" role on behalf of the Project Owner or Project Board, as appropriate, to pro-actively lead on the delivery of estate-wide property, building refurbishment and conservation projects.

This role will involve leading and delivering a diverse and exciting range of projects typically ranging between £5m and £100m. The successful candidates will be required to meet the needs of internal departments in the two Houses and to report to all interested parties, including project boards, clients and stakeholders.

Some of the responsibilities for this role include:

You will provide leadership of major capital projects across the Parliamentary Estate, ensuring that project outcomes and requirements are adequately defined, and that the needs of the users and all other stakeholders, are fully understood and accounted for.

• Establish and communicate the overall budget and timescales for projects.
• Oversee the development of comprehensive Business Cases to the required standards and in accordance with House governance procedures, to obtain funding for the agreed scope of the project.
• Ensure projects are procured in accordance with House guidelines and procedures.
• Oversee the briefing, appointment and management of external consultant teams to enable successful project delivery.

Skills and Experience

Qualification:

• An accredited qualification to a minimum of level 4 in a related technical subject such as Construction, Engineering or Architecture. On commencement of employment candidates with a level 4 or 5 qualification will be expected to have obtained full RICS, CIOB, CIBSE or similar Chartership within three years of commencing employment.

To be successful in this role you will demonstrate:

Leadership and Governance

• Provide demonstrable evidence of evaluation of your leadership role, motivating/ inspiring consultant project managers and evidence of evaluating and managing resources in specific cases.
• Providing demonstrable experience of cascading vision and translating into delivery objectives for the team.
• Providing demonstrable evidence of leading projects and/or programmes to deliver the business case benefits and outcomes.

Health and Safety

• Knowledge of and practical implantation of H&S legislation particularly CDM 2015.

Commercial Knowledge

• Provide demonstrable evidence of setting, monitoring, reporting and advising on project cash flows and key KPIs; evaluate and advise on the financial implications and appropriate management action.
• Advise on the administrative procedures necessary for the smooth running of a construction contract including document control techniques and systems, meetings and reporting procedures.
• Knowledge of giving reasoned advice on the appropriateness of various procurement routes. Oversee the tendering and negotiation process and present reports on the outcome.
• Knowledge of heritage related legislation.

Technical Knowledge

Post-qualification experience of:

1. Leadership ideally through a large client organisation as a project manager of external consultants and contractors in a construction environment and organisation of project delivery effectively on time, budget and to agreed quality standards.
2. Managing discrete construction or property related projects, development of briefs from inception, through to project delivery, including project procurement.
3. Demonstrable experience of the successful delivery of major projects including building refurbishments preferably including a significant MEP element.
4. Change Management, Contract Management and Procurement.

The Role

The Business Management Team (BMT) is a sub team within FPP and provides executive level support to Directors in FPP and PACT, including secretariat for both senior leadership teams and a comprehensive business support function.

This role will support the Business Management Director (BMD) to deliver strategy and planning support within both teams across FPP and PACT. It is responsible for the development of business plans as well as ensuring agreed plans are monitored and reported appropriately.

Some of the responsibilities for this role include:

• Manage the business management cycle, ensuring all stakeholders are aware of the annual timetable and agreeing deliverables with responsible owners.
• Support the planning process to capture and report strategic objectives for inclusion to the Corporate Business Plan.

The Parliamentary Maintenance Services Team (PMST), consists of approximately 115 in-house staff and a large number of contractors who maintain the Parliamentary estates (Commons & Lords). Our remit includes the buildings, engineering systems and furnishings to ensure a fully functioning, safe working environment equipped for the demands of the 21st century.

The Maintenance Projects team are an integral part of PMST and provide a flexible service to a variety of internal customers. The Role

We are looking for a Project Leader who will be Responsible for developing business cases, design, procurement, construction and handover for a range of Maintenance Projects across the Parliamentary Estate. Fundamental to this will be the ability to communicate well with an array of stakeholders and clients at various levels of the organisation.

The role is multi-disciplinary based, meaning that we are looking for a general project manager who may have a background in general building works or engineering and can turn their hand to specialist projects which could involve a heritage, security or multi-disciplinary component.

The general duties will broadly follow the RIBA stages and start at pre-construction with project definition, production of business cases, design and procurement management and other professional services such as building surveyors, QS, CDM advisors or external PMs. You will be expected to understand the design work being produced and co-ordinate the detailed review and input from a wide array of specialist stakeholders including the design authority (who police the parliamentary design standards

Some of the responsibilities for this role include:

• Reviewing Project requests assigned by the Line Manager.

Responsibilities

To ensure proper procedures, practices and guidelines are in place to ensure a consistent and high standard of services to all service users.

To set work and performance standards and targets for all activities under his/her direct management.

On a South Lanarkshire wide basis to take responsibility for managing/co- ordinating specific aspects of the Planning function as directed by the Head of Planning & Regulatory Services.

Manage the Planning Appeals process including preparation, leading and presenting the Council’s case of appeals, hearings, tribunals and public inquiries.

Manage the processing of Planning Applications, and other statutory applications, initiating Enforcement action to secure compliance with approvals and issuing decision notices on behalf of the Council.

To assist the Head of Planning & Regulatory Services in the preparation and presentation of reports, applications and other matters to Committees.

Head of Finance Services (Strategy)

That’s what we do, and we are looking for a dynamic Head of Finance Services who will be responsible for leading on Finance Strategy.

The Head of Finance plays a key role in the development and delivery of sound financial management within the Council.

The role, supporting the Executive Director - Finance and Corporate Resources, leads the delivery of Strategic Finance services for the council, providing sound financial support and advice across all council services. The Head of Finance (Strategy) leads on the development of the council budgets, and on management and financial accounting. You must have a proven track record of delivery of organisational budgets as well as leading and directing a team to deliver Finance service outcomes.

A global biotechnologycompany are looking for a Regulatory Labelling Project Manager Senior Associate to join their team on a 12-month contract.

Your new role
The aim of this role is to develop and implementglobal process that manage first-input into the pack component labelling (PCL),while enabling automated artwork creation.

You will be responsible for:
Providing support to development, training, and globalImplementation of processes.
Procedure update support within the regulatorylabelling team
Roll out support for US and ROW, helping defineroll-out waves globally by supporting template and text development.


What you'll need to succeed
You will be proficient in key project managementmethodology and tools and demonstrate the ability to perform as coordinator/part of a team for schedule creation/management, meeting planning andexecution. You will have previous experience and knowledge of pharmaceuticallabelling/artwork.
