As a Accounting Technician, GS-07 you will perform the following duties:

• Prepares PBS policies, operating practices, and directives to ensure they reflect the goals and objectives of PBS while meeting the requirements of external stakeholders. These stakeholder requirements include, but are not limited to, Executive Orders, Administration and OMB directives, and Congressional mandates. Conforms these external real property mandates to include development of agency plans, submission of required reports, and representing PBS on interagency councils and with external stakeholders.

As a Human Resources Specialist (Employee Benefits)at the full performance level, you will perform the following duties:

• Provide advice, assistance and counseling to agency employees and surviving family members/next of kin on complex and sensitive federal employee benefits and retirement programs to include but not limited to: Federal Employees' Health Benefits (FEHB) Program, Federal Employees' Dental and Vision Insurance Program (FEDVIP), Federal Employees' Group Life Insurance (FEGLI), Federal Flexible Spending Accounts Program (FSAFEDS), and the Federal Long Term Care Insurance Program (FLTCIP);
• Interpret and explain policies, procedures, and retirement law to current employees;

As a SUPERVISORY PLANNING DEPUTY you will be responsible for the following duties:

• Responsible for developing resource strategies that solve budget issues with a focus on short- and long-term Defense Working Capital Fund (WCF) budget planning, activity-based costing, pricing development, and regulatory requirements.
• Lead actions and activities necessary for programming reviews, studies, requirements determinations, and recommendations for annual DWCF product costing, pricing determination, and, at times, general fund programming activities.

The incumbent serves as the Lead Personnel Security Specialist in the NCA Human Resources Center and is responsible for leading the day-to-day activities and providing technical oversight of the personnel security program for all NCA employees to include all Personal Identity Verification (PIV) and e-App requirements. Acts as liaison with District Offices and Cemeteries on security issues and routinely coordinates with the Information Security Officer, and other Personnel Security Officers VA-wide.

Develops and implements Department of Veterans Affairs (DVA), and National Cemetery Administration (NCA) policies and procedures for the nationwide personnel security program. Ensures that the program meets all legal and mandatory requirements and that all agency regulatory requirements are followed. Conducts security and suitability adjudications related to background investigations for NCA employees, contractors and state cemetery employees. Reviews completed personnel suitability investigations with the purpose of providing recommendations on pre-employment and continued employment considerations.

Determines the impact of potential adverse or derogatory information; exercises personal judgment and discretion to evaluate the nature of information received and recommends or takes appropriate action. Maintains liaison with local agencies (police, criminal investigators, etc.) to ensure timely record checks are conducted on personnel. To ensure consistency with policy and guidance implementation, the incumbent is responsible for notifying employees in a timely manner of requirements for initiation of periodic reinvestigations.

• Assists the inquirer with determining the short-term and long-term circumstances that might influence a choice between various benefits. • Explains the types of documents necessary to facilitate timely processing of claims and appeals and assists with obtaining and completing such documents and forms in accordance with the type of claim or appeal being submitted.
