1. Initiates and implements policies and procedures required to manage sensitive compartmented information (SCI) programs and to protect SCI resources. Acts as resident expert on all SCI security matters. Functions as the technical authority in all other areas of classified security and classification guidance. DUTY 1:
Performs Career Broadening assignments; Provides enterprise and subordinate organizations with authoritative guidance on aspects concerning physical security programs for the protection of classified national security information, both Sensitive Compartmented Information (SCI) and collateral information.
Manages the physical security requirements for Sensitive Compartmented Information Facility (SCIFs). Reviews pre-coordination requirements and recommends approval/disapproval prior to the construction of new SCIFs to include concepts of approval, fixed facility checklists, and formal accreditation. Recommends approval/disapproval prior to the accreditation of Temporary Secure Working Area (TSWA) requests on behalf of the enterprise IAW
DoD and AF regulations. Develops enterprise security policy and risk management assessments within general guidelines provided by the National Security Agency (NSA), DoD, Defense Intelligence Agency (DIA), and Headquarters United States Air Force (USAF). In situations where guidelines are not available or modifications are required due to unique intelligence operations, incumbent must draw upon a broad base of experience in physical security to independently establish guidelines for the enterprise.

DUTY 2:
Administers the Information Security program. Serves as a security professional for the development, testing, fielding, and protection of sensitive technologies. Researches, interprets, analyzes and applies security guidelines from various sources for local application. Develops and implements security plans and procedures such as standard operating procedures, system security, program test, treaty verification preparation, deployment, and operations security (OPSEC) plans for personnel and facilities that support advanced or special programs and sensitive compartmented information material. Conducts and documents regular self-inspections of special access program facilities and operations. Assesses the security posture and sets goals and courses of action to correct deficiencies. Maintains Top Secret Control Accounts, and strict accountability of other accountable material. DUTY 3:
Administers the Industrial Security Program. Implements and administers the Industrial Security Program through the use of DoD, USAF and MAJCOM directives and procedures. Manages contractor-related security actions for the protection of special access program information and other sensitive information originated or controlled by the DoD and other agencies. Reviews solicitation and contract documents to ensure they include the appropriate security clauses and verbiage. Assists with input of security requirements within Statement of Work, Performance Work Statements or Statement of Objectives. May conduct industrial security inspections of integrated contractor work areas for adherence to classified contractual efforts in accordance with the Visitor Group Security Agreement and the National Industrial Security Program Manual. Reviews DD Form 254, DoD Contract Security Classification Specifications for technical accuracy and sufficiency of classification guidance prior to approval. Reviews personnel security clearance investigations for derogatory information or potentially disqualifying information. Determines the seriousness of the derogatory or disqualifying information and recommends approval / disapproval for program access as appropriate.

DUTY 4:
Administers the Personnel Security Program. Establishes local procedures for processing requests for classified information access for military, civilian, and contractor personnel. Initiates and reviews requests for personnel security investigations consistent with directives. Responsible for the classification management program and supports special access program manager in developing classification guidance and making personnel security decisions. Ensures requests for program access are properly screened and verified, and that all necessary forms and documentation have been completed before processing for access. Analyze each request to determine validity and eligibility for access in accordance with policies. Prepares and transmits various reports and requests such as Transfer-of-Access and travel reports. Reviews personnel security decisions of lower-ranking personnel for accuracy. Investigates personnel security suitability issues and prepares and transmits adverse information reports to higher headquarters. Prepares and utilizes security databases, rosters, and other tools necessary to administer the personnel security program.

As a PUBLIC AFFAIRS SPECIALIST, GS-1035-11, you will perform the following duties:

(1) Assists the Public Affairs Officer in the formulation of long-range plans and policies to enhance public understanding, support and acceptance of Public Affairs programs and/or activities statewide.

(2) Researches and develops informational materials and complete communication campaigns for release to audiences through electronic and newspaper media. 1. Performs the full spectrum of police officer duties within the assigned jurisdictions: Incumbent may full powers of apprehension and detention, which entails carrying a firearm, mirandizing suspects, preserving evidence, and testifying in court as it pertains to enforcing regulations within assigned jurisdiction. The incumbent is required to meet all requirements of Federal, DoD, AF, MAJCOM, State, and local level rules and regulations to maintain trainings and weapons qualifications, as a police officer on a military installation, which may include maintaining Peace Officer Standards and Training (POST) Certification. Patrols the installation on foot or in vehicles; responds to alarms, irregularities, and unusual or suspicious circumstances; and investigates the incidents. Represents the Dayton VA Medical Center, DVAMC, at events to discuss VA eligibility, programs, and services available throughout the DVAMC. The incumbent will generate leads through events, promotions, and awareness campaigns. Incumbent ensures that physical locations are safe including exhibit space furnishings. The incumbent photographs and records events using proper procedures such as image release documents. Responsibilities include maintaining detailed records of each event and/or program and preparing After Action Reports.

The incumbent utilizes oral and written communication skills to establish and maintain functional working relationships with diverse populations. Diverse populations include varied age groups and differing educational and socioeconomic levels. Competency required to develop and deliver presentations for diverse audiences and varying sizes from small meetings to large conferences. Works with Medical Media to complete and/or edit informational materials for individual events (posters, brochures, signs, etc.); writes copy; selects photos/ art; reviews design, layout, and composition of creative concepts.

The incumbent will capture and contribute data for monthly reports indicating the number of new enrollees and eligibility categories, the number of outreach events attended, and event and marketing costs. Utilizes a variety of software types to develop, enter, revise, sort, calculate, and retrieve information to create recurring or specialized reports. Collects, consolidates, and analyzes data for various projects and committees. Gathers and prepares material for use in reports, minutes, and presentations. The incumbent organizes the material and draws attention to the most important aspects. Statistical and other informational material is obtained from various sources and is incorporated into charts, graphs, and narrative reports. Establishes protocols for incoming data, organizes computerized data sets, retrieves computerized data, and performs a basic analysis of the data before generating the document.

Coordinates the submittal of information from the outreach section, reviews reports or outgoing correspondence for proper attachments, and monitors deadlines. Community Liaison / Outreach, 25%
The Outreach Assistant will support the overall approach to recruiting and enrolling new, unique Veterans into the DVAMC. Additional unique enrollees generate Veterans Equitable Resource Allocation (VERA) revenue for the facility. Additionally, the Outreach Assistant will work with Primary Care and Mental Health to retain and engage all current enrollees to maintain the associated VERA funding. Effective outreach also leads to other measurable outcomes (like an increase in donations and an increase in the use of Fisher House). The incumbent gathers the needed data for future potential sites of care.

The incumbent ensures follow-up is made regarding VA eligibility information at outreach events and to Veterans who contact the Community and Public Relations Service by mail, phone, and e-mail through the DVAMC web page. The incumbent performs routine office duties, including responding to and referring telephone calls and visitors, and sorting and disseminating incoming mail and e-mail. Incumbent serves as a member of various committees.

The incumbent proactively works with Patient Business Services to keep abreast of all current VA eligibility, enrollment, and reimbursement policies.

Develops and coordinates training policy and program changes (including publications, supplements, and operating instructions) with work centers, unit commander, and other training managers, as appropriate. Advises the unit commander and supervisors of personnel skill level progression. identifies training actions required to maintain unit combat readiness. Prepares and briefs the monthly Status of Training report to the Unit Commander. Coordinates and schedules personnel to attend USAF technical schools and other formal training. Coordinates civilian training seminars, workshops, etc. Verifies eligibility of personnel requesting schools. Identifies, analyzes, forecasts, and submits formal school quotas and workday requirements. Serves as squadron program manager for Professional Military Education.

• Plans, organizes, and directs all security operations for the 711 HPW and subordinate organizations, ensuring that administrative security programs comply with legal and regulatory requirements and meets customer needs.
• Provides security advice and risk mitigation recommendations to the 711 HPW Commander and subordinate organizations' Commanders and Directors.
• Directs and oversees Information Protection (which includes Information, Personnel, Industrial and Operations Security), Special Access Program (SAP) and Sensitive Compartmented Information (SCI) Security, Cyber Security for SCI and SAP information/systems/networks, and Physical Security and Antiterrorism for 711 HPW missions, classified and controlled unclassified information, technology development and facilities.
• Plans/executes S&T Protection to enable Wing's acceleration/delivery of Human Performance knowledge products and expertise amid unprecedented adversarial threats.
• Plans/implements and oversees Wing's execution of Risk Identification and Security Countermeasures program to ensure collaborations with non-government entities are risk-informed.
