This Lead Transportation Security Officer position is located at Boise Air Terminal/Gowen Field (BOI), Transportation Security Administration, Department of Homeland Security (DHS). As a Lead Transportation Security Officer (LTSO), you will be responsible for leading at least three full-performance level Transportation Security Officers (TSOs) and, as assigned, trainee and apprentice level TSOs. As an LTSO, you will identify, distribute, and balance workloads and tasks among employees in accordance with established workflow and skill level. You will make adjustments to accomplish the workload in accordance with established priorities. Duties include but are not limited to:

• Providing input to supervisors and managers concerning a variety of human resources matters including, but not limited to, employee performance, promotions, reassignments, awards, etc.
• Implementing security screening procedures in accordance with TSA objectives and directives.
• Assisting with investigations of incidents, and preparing incident reports or other documents that convey required information.
• Responding to breaches of security and emergency situations.
• Training team members, monitoring and reporting on the status and progress of work, and representing the team in communications with the supervisor or manager for the purpose of obtaining resources (e.g., computer hardware and software, etc.).

The Police Officer will perform a full range of police duties by following and executing rules, regulations, or procedures covering law and rules enforcement, physical and personal security operations, patrol duties, control desk duty, coordination with local courts, and/or crime prevention activities for the local jurisdiction.

Major duties include, but are not limited to:

• Protects the civil rights of all individuals on VA controlled property;
• Prevents, detect and investigate crimes;
• Patrols assigned areas on foot or by motor vehicle;
• Subdues persons causing disturbance or who threaten harm to themselves or others;

• Responsible for the management and administration of the Intrusion Detection System (IDS) program. Advises the MAJCOM SF IDS program manager of any base or site activities that will impact the Integrated Base Defense Security Systems (IBDSS) program. This includes, but is not limited to, mission changes resulting in increase or decrease of resources, reconfiguration of resource areas, and construction of facilities on or in the vicinity of current and planned sensor locations. Reports and documents all IDS maintenance requirements to the servicing maintenance organization. Monitors IDS false and nuisance alarms and, when necessary, requests assistance from the maintenance organization to resolve problems and deficiency. Coordinates with maintenance and materiel management functions to ensure sufficient spare parts and maintenance are available to support the IBDSS equipment and component. Maintains Technical Orders and commercial manuals that describe equipment components and operating procedures for IDS in use. Develops local training for system operators. Assists the standardization and evaluation section in developing certification standards for system operators.

• Responsible for the management and administration of the physical access control systems (i.e. Defense BiometricsIdentification System - DBIDS). Manages entry control point (ECP) related applications associated with DBIDS and the Security ForcesInformation Management System (SFMIS). Manages the functional and operational sustainment of all data processing programs such as DBIDS, SFMIS, and other systems installed and/or programmed for the ECP. Produces and maintains and related reports for command echelon personnel. Provides feedback to supervisor regarding identified or perceived base access vulnerabilities with recommendations for their mitigation. Reviews the operational status of sensor subsystems ensuring all required testing procedures are followed. Researches, interprets, and analyzes guidelines to ensure all work complies with legal and regulatory requirements. Performs additional related duties as required or directed. Develops goals and objectives that integrate organization and squadron objectives.

• Performs administrative office support functions and develops, coordinates, and publishes all SF installation level publications to include the Installation Security Plan, the Installation Security Instruction, and SF annexes to all installation plans.

• Performs installation security duties. Leads and manages SF programs designed to provide a secure mission environment. Establishes requirements for police services, physical security,and Anti-Terrorism programs. Establishes liaison between SF and civilian law enforcement agencies.

• Manages police services. Develops and writes localized SF policies and procedures. Manages installation entry control, visitor center operations, and special functions/events. Administers and manages Resource Protection and Crime Prevention programs.

• Manages Security Forces Management Information System (SFMIS).

• Performs and enforces the full range of SF duties within the military installation. Apprehend and detain violators of laws, rules, and regulations and turn them over to the Federal or civil police or other law enforcement officers for arrest and posting of collateral.

This Supervisory Program Specialist position is located Boise Air Terminal/Gowen Field (BOI), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Scheduling and providing oversight to the scheduling of Online Learning Center (OLC) training.
• Working with Training to ensure accurate and complete OLC records are maintained, and ensuring necessary resources and training materials are prepared and available.
• Working directly with the Federal Security Director (FSD) to coordinate, implement and maintain an effective program to communicate TSA's policies, procedures, and directives.
• Working directly with stakeholders responding to security related questions and concerns and customer service inquiries.
• Sharing local news related information with the Office of Public Affairs and local (airport) media relations personnel.
• Creating and managing performance metrics to identify and resolve inefficiencies and areas in need of process improvement. Providing reports to FSD and management group.
• Developing staffing models based on metrics and data to include throughput projections, authorized FTS, current staff compositions and training requirements.
• Overseeing equipment needs and ensuring upgrades and reconfigurations are requested and completed as needed.
• Overseeing lost and found, and coordinating pick-up and disposal of hazardous materials (hazmat) and voluntarily abandoned property (VAP).
• Ensuring all security clearances, badges, credentials and uniforms are tracked and all related information and items are secured as required.
• Providing management oversight for all procurement, inventory, fleet, and records management and disposal.
• Working directly with the Office of Real Estate to facilitate and coordinate space needs to include moves, (re)constructions, etc.

• Preparing budget estimates and consolidating the estimates into an integrated budget forecast; providing budget justifications by compiling, comparing and correlating information about current and future programs; and submitting budget estimates to the Office of Security Operations (OSO) for approval.
