This Supervisory Intelligence Operations Specialist (IRPB Branch Manager) position is located in Operations Support (OS), Intelligence and Analysis (I&A), Field Information & Intelligence Division (FIID), Intelligence Planning, and Reporting Branch (IPRB), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
- Responsible for managing the Intelligence Planning and Reporting Branch; facilitate greater intelligence planning and intelligence integration between the U.S. government and private sector as it relates to transportation security and safety; and represents the IPRB and its equities to the I&A, TSA, and DHS.
- Serves as the primary action officer to coordinate branch activity, planning, and documentation to attain program goals, including policy oversight, intelligence oversight, privacy oversight, training, budgeting/resources, scheduling and milestones, operational and performance metrics, compliance, records management, reporting, planning, logistics, and communications, Develops and advocates for additional resources requirements as needed for the program.
- Develops, maintains, and advocates to I&A leadership for technology requirements and updates. Operates within the intelligence community analytic standards, including Intelligence Community Directive (ICD) 203/206 compliance. Collaborates with section staff to adequately address diverse, complex issues, evolving threats, and predicts potential trends to identify problems impacting the transportation industry.
- Ensures branch staff command use of and direct training as needed for technology collaboration tools, such as INTELINK suite of tools; JWICS (C-LAN, TINMAN, etc.), HSDN and unclassified systems (HSIN, etc.); Intelligence Community (IC) Information Technology Equipment (ITE). IC Spaces; and open source-tools to promote government-industry information sharing across unclassified, Secret and Top-Secret (TS)/Sensitive Compartmented Information (SCI) domains.
- Manages technological collaboration tools access and tracks unexpected developments that are encountered and recommends changes in strategy to accomplish internal and external tasks in support of stakeholder needs.
- Develops and implements processes establishing a highly collaborative work organization for the sharing of transportation security related intelligence and threat information, while protecting privacy, civil liberties, and civil rights.
- Exercises a full range of supervisory and personnel management authorities and responsibilities in directing the work of subordinate staff and in the development of long-range goals and objectives. Plans and assigns work, delegating authority as appropriate; sets and adjusts priorities as necessary; develops performance standards and apprises work, giving advice and/or instruction as required. Effects disciplinary measures, as appropriate. Periodically reviews job descriptions of subordinates for currency and accuracy. Identifies developmental and training needs of employees, and in accordance with applicable policies and procedures, takes appropriate action to provide those needs. Approves leave, Reviews, and recommends improvements in established work methods, organizational features, and the structuring of positions within subordinate organizations to achieve optimum effectiveness and efficiency. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
