Once selected for this important position, you will contribute to the Agency's mission through direct and personal service to the public. The Office of Hearings Operations handles appeals that have been filed by people who have been denied Social Security, Supplemental Security Insurance (SSI), or Medicare benefits. You will provide support to Administrative Law Judges and other professional employees in processing cases filed under the Social Security Act.

Legal Assistants provide quasi legal and technical support to Administrative Law Judges and other technical and professional positions in the processing of entitlement cases pursuant to Titles II, XVI, and XVIII of the Social Security Act, as amended, at the administrative appeals level. Legal Assistants are responsible for developing and processing requests for hearing cases from their receipt in the office to completion, independently performing a wide range of case development actions, and processes more complex hearing cases where analysis of pertinent issues and interpretation of the provisions of the laws, regulations, rulings, precedents, policies, procedures and guidelines relative to the cases is necessary.

This Program Assistant position is located at Jacksonville International Airport (JAX), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Providing a range of diverse administrative support assignments that include spending a minimum of 25% of time assisting managers in evaluating programs and their effectiveness in delivering services. You will perform a combination of routine and multiple and varying assignments in support of management efforts to evaluate, administer, and improve the efficiency, effectiveness, and productivity of organizations and programs.
• Providing assistance to a program area which may include finance, human resources, model workplace, scheduling, or other core functional area. Work activities typically support multiple projects/programs and contribute to one or more organizational units and major subdivisions.
• Assisting managers and other employees in day-to-day operations of the office.
• Compiling, tracking, and analyzing data. Applying analytical techniques and methods to perform a variety of administrative and analytical duties in support of TSA field operations.
• Coordinating the implementation of new office policies and systems and writing policy and internal procedural guidance after clarifying applicability of past practice, emerging guidance, and established policies and procedures with seniors or subject-matter experts.
• Interacting with internal staff and external customers including managers and employees. Contacts involve exchanging information, tracking status, and coordinating efforts.
• Acting as a lead for other support staff to coordinate multiple assignments.
• Preparing complex and sensitive correspondence including evaluation and assessment of the impact of changes to policy, practices, or program characteristics in assigned area.
• Providing advanced computer assistance.
• Undertaking complete analytical studies of limited scope under the direction of a senior, supervisor, or manager
• Reviewing work of lower level administrative support staff for accuracy and completeness.
• Scheduling meetings including conducting analyses of agenda items and proposing recommendations for a range of administrative or program matters for which precedents have been established.
• Providing advice and guidance to employees, timekeepers, supervisors, financial management specialists, and human resource specialists on rules, regulations, and procedures relating to pay, including unusual situations where the guidelines require considerable interpretation and/or research of past precedents. Training staff to enter time-card data. Certifying time-cards and corrections each pay period and conducting random audits, to include the most difficult payroll issues.
• Acting as a point-of-contact with the National Finance Center (NFC) to resolve employee payroll issues.

As a MISSION SUPPORT ASSISTANT (OA) , your typical work assignments may include:

• Performing administrative support services, to include Records Management, Privacy Act, official mail control, postal management, forms management, correspondence management, reports control, record keeping, etc.
• Performs a variety of clerical duties to include, prepares and maintains correspondence pertaining to travel, time and attendance, data processing and maintenance, personal property (accountable and non-accountable), supply management, human resource liaison assistance, records management, and TFO management.
• Assists with managing division fleet services, including vehicles timely maintenance, service, repairs, supplement.
• Responsible for providing technical assistance for Division's personal property.

The Personnel Security Program includes the processes of initiating, reviewing, and approving background cases for release to the Office of Personnel Management (OPM) in compliance with policies relating to completion of suitability investigations for Federal employees and others requiring background investigations for non-sensitive and public trust positions. Other duties include, but are not limited to:

• Review position risk sensitivity levels as full assistant to the Personnel Security Specialist.
• Serves as the initial point of contact for new appointees including but not limited to paid or without compensation employees, volunteers, students, residents, and contractors. Reviews information submitted by the requesting office to validate level of background required, enters appointee information into a local data base tracking system and refers appointee for fingerprinting.
• Initiates, reviews and releases appointees background investigations in the NATIONAL BACKGROUND INVESTIGATION SERVICES system or in conjunction with the VA- Adjudication Center (VA-AC)..
• Monitors the status of specific pending items, compiles data to produce reports, follows up to determine status and records results. Reports are produced on a regular basis (weekly) to keep top level management apprised of the status of the Suitability/Security Program and for performance management/performance improvement initiatives.
• Maintains logs of current employees who are in public trust positions and ensures reinvestigations are initiated, reviewed and released using e-NBIS within the required timeframe as per policy. Works closely with the VA-AC to monitor the progress of investigations when applicable.
• Takes and transmits electronic fingerprints for appointees or when the FBI returns fingerprints unclassifiable for various reasons. Only in rare instances when there is machine malfunction, manually takes fingerprints for the purpose of background investigations from OPM.
• Enters appropriate data in required databases related to an appointee's suitability from a wide variety of sources, i.e., fingerprint/badge log, notification(s) of investigation(s) scheduled by OPM, requests by OPM for additional information, receipt/disposition of results of both Special Agreement Checks (SAC's) and National Agency Check with Inquiry (Tl's) or higher, to include interim reports or pending completion reports, assignment for adjudication and final disposition of the investigation. As appropriate, logs and tracks the status of suitability issues referred by the Personnel Security Specialist for OPM adjudication.
• Assists in the execution of personnel security-related functions as they relate to VA Subjects in Veterans Affairs Centralized Adjudication and Background Investigation System (VA-CABS). Has basic knowledge of the application and training on using VA-CABS.
• Support the programming of PIV cards after being manufactured. Perform minor PIV troubleshooting of the PIV System during malfunctions and resolve system issues.
• Performs administrative tasks associated with the authorization and issuance of the PIV card, a standardized identification badge designed to increase security related with physical access to Federal facilities and networks and logical access to computer systems. PIV cards will be issued to current and new employees, contractors, affiliates, and volunteers who require access to VA­ controlled facilities and/or information systems.
• Accomplishes special projects in relation to the PIV Program. Uses appropriate approaches to perform a variety of duties related to special projects involving issues of a sensitive nature. Conducts research and compiles data from diverse sources, assembles information and develops reports or presentations.
• Maintains proficiency in the VA PIV Portal to create and issue PIV cards, capture biometrics, troubleshoot card and pin issues, and perform all aspects of card lifecycle management.
• Assists with the Personal Identity Verification (PIV) Program in performing functions associated with the daily operations to include performing registrar and/or issuer duties and training sponsors on their roles and responsibilities.

DUTIES:

• Processes applications and issues identification cards contract access badges, vehicle registration, and temporary passes to eligible personnel.
• Maintains controlled forms. Maintains control logs for identification cards and contractor access badges for maintenance and destruction of accountable forms in accordance with applicable AF instructions.
• Carries out routine, miscellaneous clerical tasks.
• Provides general customer service. Focuses on responsive and accurate customer service within the Pass & Registration/Visitors Center environment.

• You will issue vehicle decals, civilian employee identification badges, visitor passes, contractor/vendor passes, and tradesman passes, maintain vehicle registration, and provide typing and clerical support.
• You will provide guidance and information on security regulations and procedures, exercising sound judgment and discretion in response to telephone and in-person security inquiries.
• You will prepare and issue Defense Biometric Identification Database System (DBIDS) badges with photographs for DoD civilian employees, vendors, and contractors.
• You will perform a variety of administrative tasks such as providing receptionist support, maintaining appointment calendars, and serving as civilian administrative liaison to the Human Resources Office (HRO).

What is the position? 
The Security Analyst is responsible for all activities related to designing, selecting, implementing, and maintaining security controls for major information systems supporting federal government contracts, including achieving and sustaining authorization to operate (ATO) following NIST Risk Management Framework procedures and guidance mandated under FISMA.
