The Role:

We are looking for an experienced, enthusiastic Technical Officer to join our busy Pollution Control team here at Bolton Council.

Working as part of a friendly and supportive team, you will carry out a wide range of duties in relation to pollution control matters including nuisance and contaminated land. You will see through cases from the provision of advice, guidance, serving of notices to enforcement and deal with a wide range of customers.

The work will be reactive in dealing with complaints and requests and also proactive in assessing the environmental impacts of planning applications. You will also respond to licensing consultations. Using your excellent communication and customer care skills you will promote excellent standards within Bolton and be able to take appropriate enforcement action, where required, to achieve compliance. About the role

An exciting opportunity has arisen to join Bury Council’s Engineering Services as an Assistant Engineer - Traffic within the Network & Asset Management Group.

The Network & Asset Management Group is responsible for Traffic Management, Asset Management and Streetworks.

As an Assistant Engineer - Traffic, reporting to the Network management Team Leader, you will handle enquiries and casework relating to traffic management issues across the borough, visiting sites to evaluate problems and determine solutions. You will assist on the delivery of permanent and temporary traffic regulation orders and the evaluation of traffic management plans for street works. You will advise on and assess traffic management for special events held in the borough such as Iron Man, Bury 10k run etc. and you will also provide technical advice to colleagues where required.

We are looking for someone with a passion for their work who can help make a positive difference to the residents, visitors and businesses of Bury. You will be able to demonstrate excellent customer service, display strong interpersonal skills with a polite and helpful telephone manner as well as being able to analyse data and work on your own initiative in a very busy service. The Council works on an agile basis, meaning you will balance time between the office and working from home. You should spend at least two days of the week in the office.

Educated to level 4 standard in a relevant subject such as traffic management or civil engineering, you will already have some experience working in a traffic management role. You will need to keep up to date with software such as Autocad and Mapinfo, relevant regulations, policy and legislation relating to Traffic Management.

You will have a good understanding of standard Microsoft office programs, and the ability to use them to manage, interrogate and prepare reports using data from various systems. You will be required to write reports, emails and letters.

Normal hours of work are 37 hours per week based around the usual business working week. Dependent on service requirements, you may be required to work on a rota basis.

The purpose of the role is to lead on the screening of planning applications received by the council and to co-ordinate the Environmental Health and Community Safety response. This includes coordinating appropriate attendance at Development Committee Screening meetings and Committee meetings as required.

Key Responsibilities:

Assist the Service Lead on matters relating to air quality.
Oversee the operation and calibration of atmospheric pollution monitoring stations(s) and review the monitoring programme/network.
Undertake the inspection and monitoring of premises in accordance with the provisions of environmental permitting regulations and any future legislation covering the same, drafting and issuing permits and undertaking enforcement action if necessary.

Qualifications:

BSc/Diploma in Environmental Health and EHORB Certificate of Registration or other relevant science or maths degree or equivalent professional qualification in the field of noise/air quality monitoring or contaminated land.
Able to demonstrate up to date training and knowledge through CPD certificates.



Skills & Experience:

Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
A minimum of five years Local Government experience in the area of noise/air quality monitoring or contaminated land.
Experience of managing complex projects and heavy workloads.
Possess good project and team management skills.
Experience of providing evidence-based policy advice to decision makers.
Practical experience of researching, preparing and conducting campaigns/educational initiatives.
Knowledge of Environmental Health and the issues which affect Environmental Health policy.
Practical experience in general environmental health enforcement.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).

The Technology Enabled Care Team is Bury Council’s in house service that provides technological solutions to help retain an individual’s independence at home. The ESS (Environmental Stress Screening) & Mechanical Team is responsible for the commissioning and day-to-day support of environmental and mechanical test facilities within our state of the art manufacturing facility in Bolton. An opportunity has arisen for a technical administrator to join the ESS Team, providing varied administrative support to the environmental and mechanical engineers within the team.

What we are looking for:

• Good understanding of configuration control and asset management principles and systems.
• Strong attention to detail.
• MS Office - Proficient in using Word, Excel and PowerPoint to generate technical material.
• Supportive, helpful approach and a calm and professional manner, even when under pressure or requirements are changed at the last minute.
• An awareness of budgetary management would be useful.
• Knowledge of SAP would be advantageous but not essential.

The Role:

Providing technical administration support to the ESS & Mechanical Team to ensure programmes are met to agreed time, cost and quality requirements.

• Updating and controlling company equipment records, including archiving and transfer activities.
• Carrying out costing activities alongside ESS engineers.
• Supporting the ESS & Mechanical team by generating and updating technical documentation such as calibration specifications and proving documents.
• Processing of facility documentation including configuration control and external visitor paperwork.
• Liaising with Design and Manufacturing Engineering on equipment documentation issues.
• Assisting in periodic competency monitoring checks on engineering certification documentation.
• Raising and processing purchase requisitions to assist engineers in the procurement of items to support engineering activities.

The Role

Environmental Services Delivery provides high profile front-line services, such as Street Cleansing; Grounds Maintenance; and Waste and Recycling Collections, to Boltons residents.

As a Technical Officer within Operations and Technical Support, you will be supporting multiple Teams within Environmental Services Delivery and Regulatory Services. You will be maintaining data contained within existing technology and software solutions, as well as supporting the implementation of new solutions which will improve how our services operate.

You will also be responsible for monitoring and analysing complex data, and reporting data on behalf of Bolton Council at a national level.

About You

The successful candidate will have experience working with a variety key stakeholders to successfully develop and implement new digital solutions. Experience of using computerised systems such as GIS; Civica; vehicle telematics; in-cab technology; and other front-line operational software is essential to the role.

You will be required to liaise with a variety of individuals within the Council, as well external partners and contractors. Therefore, you must have excellent communication skills and be able to adapt how you communicate to meet the needs of the target audience.
