This position is located in the (A/EX/PRI/HRD) Bureau of Administration, Office of the Executive Director, Planning Resources and Innovation Office, Human Resources Division. The incumbent interacts daily with the HR Specialist concerning all matters relating to the coordination and integration of staff actions and administrative duties. 

The employee performs routine and recurring classification duties which facilitate the work of more complex and detailed review and analysis functions conducted by the Senior Human Resources Specialist and higher graded Human Resources Specialist. As an advanced trainee the incumbent receives on-the-job and/or formal training in the entire range of personnel functions provided by the Division. Assignments are designed to provide training in the analytical and judgmental aspects of the work and in the appropriate use of methods and techniques of the various functions.

1. Serves as advisor to commanders and supervisors on human resources (HR) programs affecting full-time employees. Monitors nexus between full time personnel and military readiness and advises leadership on impacts of military decisions on full time personnel management. Analyzes data and making determinations regarding various human resources matters that may involve or may affect employees. Assist the HRO with staff visits and training full time personnel, supervisors, managers, etc. within the unit in all programs for which responsible. My assist in conducting periodic briefings for staff, commanders, and administrative personnel to promote a full understanding of all aspects of the assigned program. Develops and provides commanders, supervisors, and the MPS staff with a variety of statistical data reports pertaining to military HR issues to assist in HR management decisions. Incumbent has responsibility/accountability for assigned program accomplishment. (25%)

2. Works with HRO and the Wing to accomplish a wide range of human resources transactions for employees related to recruitment, placement, classification, employee and labor relations, benefits, entitlements, training, and incentive awards. These duties require technical understanding and knowledge of numerous human resources and military guidelines, regulations, instructions, directives, procedures, policies, and precedent situations involving analyzing the interrelationship and impact various human resources actions in different functional areas may have on personnel. These duties impact the civilian and military manpower documents and resourcing. Uses judgment and discretion to interpret numerous military and civilian policies and provide completed work to both HRO and supported military organizations. (25%)

3. Advises and provides comprehensive procedural and technical guidance to managers and supervisors in the areas of recruitment, placement, separation, and retirement. Tracks and coordinates hiring system actions for Wing. Obtains vacancy requirements from functional area supervisors and prepares requests for vacancy announcements. Forwards request to the HRO for final approval. Upon receipt of the announcement, incumbent makes distribution to units/sections. Furnishes information to employees or job applicants regarding vacancies and mandatory requirements for competitive/excepted status positions. May assist HRO with certificates f eligibility to selecting supervisors, coordinating selections/non-selections with HRO as appropriate. Coordinates the completion of necessary documents of civilian personnel who deploy, mobilize, separate, retire, etc. Advises and provides detailed guidance or specific information on benefits and services including, but not limited to; thrift savings plans, life insurance, health insurance open seasons, leave and pay inquiries, uncommon tours of duty, Office of Workmen's Compensation (OWCP) claims, disciplinary actions, performance ratings. Processes requests for training and incentive awards. As the human resources liaison representative, coordinates human resources transactions on a daily basis with management officials, technicians, the ANG organization/unit and HRO. Performs administrative and clerical support duties in the areas of incentive awards, training, classification, performance ratings, etc. Monitors suspense's established by the HRO and the ANG organization/unit for performance evaluations, and annual reviews and ensures timely and complete submissions by supervisors. Track and reviews nominations for awards and training for completeness and accuracy prior to forwarding to the HRO. (25%)

4. Maintains and reviews the Unit Manning Document (UMD) validating the position description number, title, series, grade, and resourcing. Compiles necessary statistics to reflect current status, and accurate consumption of allocated requirements and resources for the purpose of accomplishing a planned hiring program that will meet programmed year end strength and future projections and requirements. Assist HRO with advising Military Personnel Section, Force Support Squadron, and higher-level leadership on changes to full time resources or requirements. Monitors full time manpower studies and application to unit manning documents and advises on and coordinates full time personnel actions associated with manpower changes. Monitors Manpower Resource Voucher (MRV) funding documents provided by National Guard Bureau and advises leadership as necessary on funding changes across or within fiscal years that impacts full time manpower resources. ABOUT THE POSITION

The DAB, through direct delegation from the Secretary issues decisions under more than 60 statutory provisions governing Department of Health and Human Services (DHHS) programs. The Chair is responsible for exercising executive direction and leadership over the day-to-day activities and operations of the DAB, a staff division within the Office of the Secretary. In that capacity, the incumbent serves as a key advisor to DHHS leadership on adjudicative activities conducted by DAB Judges, adjudicative trends at the administrative appeals level and manages the Division's operations including strategic planning, assessment of objectives and results, and management of financial and human resources. Additional duties include evaluating the evolving needs of the organization and coordinating budget planning and execution including drafting and submitting written budget requests and justifications to the Office of Management and Budget (OMB) and the Congress.

As the Chair, the incumbent also:
Serves as a member of the Board and designates panels of three Board members to adjudicate appeals. Appraises the performance of the Executive Officer/Executive Director of Administration, Board members and senior level officials including the Deputy Board Chair, the Chief Administrative Appeals Judge, the Executive Director of the Medicare Operations Division, the Executive Director for Adjudication, and supervisory attorney advisors who serve as division directors of the DAB's three adjudicatory divisions, the Appellate Division, the Civil Remedies Division and the Medicare Operations Division.

• Serves as a Human Resources Specialist (Compensation) in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Administration (OA), Human Resources Division (HRD), Talent Management and Employee Services Branch (TMESB).
• Provides the full range of professional and technical duties in connection with the research and resolution of payroll and human resource problems and time and attendance processing.
• Administers and manages compensation programs for OJP.

Serves as the state's principal advisor and consultant to key management on the full range of staffing options for a variety of professional, administrative, technical, and trades and labor occupations. Provides guidance and advisory services to operating managers in analyzing and proposing solutions to personnel management problems. Has frequent contact with state officials to explain merit principles and the various staffing methods, with emphasis on special interest programs such as Uniformed Services Employment and Reemployment Rights Act (USERRA), employment of the physically handicapped, Stay-in-School, Cooperative Work-Study, Upward Mobility, Worker-Trainee Opportunity, etc. Is relied on by operating officials to provide comprehensive guidance and advice in such areas as recruitment sources for top qualified employees, availability of needed skills, qualification requirements, retention standings, and other staffing functions. The major duties of this position are:

The Human Resources Specialist (LER):

• Serves as an authoritative expert on all aspects of OST labor and employee relations (LER) programs to include adverse action proceedings, bargaining and contract management, and performance management, among others. Also provides consultation and guidance on other related programs such as reasonable accommodations, the prevention of harassment in the workplace, and suitability.
• Works in a confidential capacity and provides authoritative advice and guidance to top level political and career officials on a wide variety of sensitive and highly complex LER issues.
• Develops policy through research and analysis of law and regulations, evaluates proposed legislation and regulations, and formulates OST position and drafts policy and guidance on issues relating to program responsibilities such as LER, reasonable accommodations, and prevention of harassment.
• Serves as the OST representative in agency negotiations, discussions, working groups, and both formal and informal advisory forums to present, defend, and negotiate positions as a recognized representative of senior administrative management.

WHO IS THE OFFICE OF CHIEF COUNSEL, FINANCE & MANAGEMENT (HUMAN RESOURCES DIVISION)? The Associate Chief Counsel (Finance & Management) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. As a Human Resources Assistant (Office Automation) in the Payroll, Processing & Benefits Branch, you will:

• Compute or assist employee/supervisors in completing paperwork associated with employee benefits.
• Process claims forms or applications for health benefits, life insurance and thrift savings plan.
• Counsel employees and managers/supervisors on employee benefits and employee groups when changes occur in the status of entitlements.

This position serves as the Deputy Chief Human Capital Officer (DCHCO) for Strategy and Services, Office of Human Capital (OHC), U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security. This position is located within OHC under the ICE Management and Administration Directorate and serves as a key representative regarding human resources (HR) matters. As the DCHCO for Strategy and Services, you will be responsible for managing and directing the day-to-day operations of the following programs:

• The Employee and Labor Relations Unit (ELRU) administers statutes, laws, and regulations governing conduct, discipline, performance, and labor matters. ELRU provides guidance and advice to managers throughout ICE with the goal of maintaining employer-employee relationships that support productivity, motivation, and positive employee morale. ELRU administers the agency's Collective Bargaining Agreement, represents the Agency in labor negotiations, and provides high-quality advice and guidance to senior leaders, managers, and supervisors to make effective decisions to advance organizational change. In addition, ELRU serves as advisors to management on disciplinary matters for all ICE personnel and assists ICE managers as they go through the disciplinary process to resolve issues and to improve the ICE work environment. ELRU also administers the Agency's performance management system and awards program and advises supervisors on addressing performance-related matters.
