Data Collection and Tracking

EmployeeEducationCoordination
Incumbent monitors staff completion of all mandatory education requirements. Incumbent works with Extended Care staff to remind them of education opportunities and find appropriate training. Monitors and enters staff training into the TMS system. Enters training requests into the SF-$182 share folder for the service and serves as the liaison with Human Resource and Education Service to facilitate employee applications for funding. Troubleshoots electronic training problems and trains staff on use of the online education modules.

Human Resources: Recruitment, Orientation, Boarding and Licensing
Incumbent is responsible for collecting resumes and scheduling interviews for openings in Extended Care. Once applicants are offered positions, incumbent works with Human Resources to schedule start dates and serves as a liaison between the new hire and Human Resources, ensuring that the hiring process proceeds smoothly and all requirements are met prior to start date. Incumbent completes SF-52 for new hires as well as for any changes to existing staff.

Medical Coverage Coordination
Incumbent serves as the coordinator for the off-tour coverage of the VA NJ HealthCare System Lyons Campus. VA NJ policy MS-04 requires a medical physician to be on station 24 hours a day, 7 days a week. Incumbent coordinates the hiring, scheduling, and time and attendance for the Medical Officers Of the Day (MODs). Incumbent serves as a liaison with the Medical Administrative Assistants (MAAs), Medical Administrative Service, to coordinate on-call schedules.

ADPAC
Incumbent deals with all computer and technology related issues for Extended Care. This includes troubleshooting technical problems with hardware and software, serving as Extended Care representative to Information Management Service on various committees and workgroups, and participating in the rollout of any new information management initiatives.

Correspondence and Minutes
Incumbent completes clerical and correspondence duties as assigned. Incumbent is specifically responsible for twice-weekly Nursing Home Screening Committee minutes which must be completed and circulated immediately following Screening Committee meetings. Incumbent also works on letters responding to patients, families, and outside stakeholders such as Congress and Veterans Service Organizations.

Program Resources. Services and Support
Performs work related to the acquisition and/or development of program information and resource materials/personnel to support the policy development and/or technical activities of Extended Care. Incumbent is responsible for assisting the AO in creation and/or implementation and enforcement of new Standard Operating Procedures/Protocols, as well as 'for adherence to these SOPs. The incumbent processes all incoming requests to the facility for Release of Information (ROI) along with information required by the VA Regional Office through the Automated Medical Information Exchange (AMIE).

• Processes medical legal releases of information to attorneys and courts pertaining to Tort Feasor (Third Party Liability), Workman's Compensation, Labor and Industries and subpoenas.
• Screens and follows through on all incoming telephone calls from attorneys and insurance representatives regarding legal cases and requests under the Privacy Act, referring only problem cases to the Supervisor.
• Reviews and analyzes written and telephone requests to ascertain type of case to be developed.
• Develops and prepares cases for release to Regional Counsel and other appropriate parties.
• Contacts attorneys when necessary to obtain additional information to develop the case.
• Maintains files for all Privacy Act requests and subpoena cases for all cases being developed, processed or complete.
• Compiles tort cases for the Regional Office. This requires extensive investigations to track down x-rays and health records to compile a complete health record. • All paper health records are arranged in date order, numbered and several exact copies made for the Regional Office.
• All computer health records are downloaded to a CD including documents in VistA Imaging. For cases going to trial, this may include additional updates and coordination with the US Attorney's Office.
• Interviews veterans and insurance agents requesting information for Third Party Liability, Workman's Compensation, and Privacy Act cases for referral to Medical Cost Recovery and/or the Regional Counsel's Office.
• Evaluates validity of each request. Determines which information is to be released in compliance with existing laws (Privacy Act of 1974, Freedom of Information Act, and Health Insurance Portability and Accountability Act).

• Provides information to customers regarding medical supplies;
• Monitors expiration dates, rotates stock to limit outdates and removes items from use as required by outdates;
• Monitors and controls critical supplies;
• Performs daily inventory using bar coding equipment on a predetermined schedule that will allow for timely replenishment;
• Resolves differences between records and physical count of stock;
• Distributes items according to established or ad hoc requirements in computerized inventory management systems;
• Delivers supplies in a timely manner and ensures supplies and material delivered are in sterile and operational condition;
• Completes specialty cart preparation;
• Cleans assigned secondary areas in accordance with aseptic principles; and
• Receives supplies and material into the medical center's catchment area.

The Surgical Technician performs the following major duties:

Functions as a Primary Scrub Person

1. Functions as a primary scrub person responsible for handling instruments, supplies, and equipment during all surgical procedures such as: open heart, thoracic, major vascular, neurosurgery, microsurgery, total joint replacement, renal transplant, and robotic surgery.
2. Sets up sterile field with all required items for each procedure such as air-powered equipment, fiber optic equipment, laparoscopic equipment, microscopes, lasers, arthroscopy equipment, urologic equipment, recording devices, and other operation room supplies and equipment.
3. Plans and discusses each procedure with surgical professionals and assures that all supplies and equipment are available prior to the surgical procedure.
4. Prepares, organizes, and maintains highly complex sterile surgical setups.
5. Observes and responds to each stage of the surgical procedure and anticipates the needs of the surgeon by maintaining a high level of concentration for extended periods of time.
6. Utilizes universal precautions and follows all Infection Control Policies and procedures when handling specimens, supplies, and equipment.
7. Assists the team members with care of patient, i.e., positioning, prepping, and obtaining supplies.
8. Handles all specimens appropriately.
9. In conjunction with the circulating Registered Nurse (RN), performs sponge and instruments counts to verify accuracy.
10. Responsible for the accountability for all surgical instruments and equipment during and after the surgical procedure (i.e. pre-cleaning and spraying of instruments).
11. In conjunction with the surgical team participate in "Time Out and Fire Risk Assessment".
12. Assists the surgeon by performing such procedures as preparing skin grafts, suctioning, holding retractors, applying skin staples, and cuffing sutures. Prepares prosthesis and surgical devices during procedures.
13. Assists in training residents, medical students, nursing students, operating room technology students, and new Operating Room (OR) staff in the operation of equipment, sterile technique, handling of instruments, and OR procedures to include the scrub role in surgical procedures.
14. Functions as second circulator for complex surgical procedures.

1. Performs non-technical maintenance of equipment to prevent malfunctions.
2. Maintains OR area.
3. Assesses equipment needs and maintains adequate stock of supplies and materials.
4. Recognizes potentially hazardous situations (e.g. frayed cords, water on floor) and takes corrective action.

1. Provides guidance and support to Nursing Assistants and other Surgical Technicians.
2. Supervises volunteers, aides, non-surgical team members, students, and other personnel.
3. Provides guidance and support to professional and technical students of an approved surgical technology program.

1. Assists surgical team members in quality improvement activities.
2. Updates personal knowledge regarding current trends in surgical technology through continuing education courses.
3. Performs other duties as assigned, normally of a related nature.
