Purpose of Job: To be responsible to the Head of Public Health Programmes for: 1. The development and delivery of key strategic public health and wellbeing programmes, projects and approaches to improving physical activity levels in Greenwich, including key strategies and plans which address health inequalities, reduce sedentary behaviour, and promote health at all sizes. 2. Co-ordinating cross-agency programmes of work to tackle the determinants of physical inactivity, sedentary behaviour, and obesity within a complex systems framework, tackling health inequalities and increasing health equity. 3. Working with the Head of Public Health Programmes/Public Health Consultant to support the implementation of the priorities for physical activity and wellbeing set out in Our Greenwich Plan, the Greenwich Health and Wellbeing Strategy, and the Healthier Greenwich Partnership, designing and developing action plans and milestones, with clear outcomes that are effectively performance managed. 4. Developing plans and strategies to tackle weight stigma, and reducing the barriers to everybody being active, regardless of size and health status, promoting a co-production and co-design approach with citizens, service users, and service providers. 5. Influencing, supporting and working with colleagues within and across the Council and with partner organisations, at all levels of these organisations, including elected Members. 6. Lead the Divisions work to increase the skills and competencies of health and care professionals to recommend and refer patients to interventions to increase physical activity and reduce sedentary behaviour. 7. Managing staff and programme budgets and levering in external funding. Manages 3 directly managed staff. Manages 1-3 indirectly managed consultancy/contracting staff. Main Duties: 1. To provide effective strategic leadership and management of programmes and approaches to increasing physical activity, reducing sedentary behaviour and promoting health at all sizes, including designing and leading system and partnership structures within and across services and organisations, within a framework of tackling health inequalities and improving health equity. 2. To provide effective strategic leadership to the development of partnership strategies and plans to increase physical activity levels, reduce sedentary behaviour, and promote health at all sizes for all our residents, within a complex system, utilising system thinking and approaches, and which align to and with priorities in Our Greenwich Plan, the Greenwich Health and Wellbeing Strategy, and the Healthier Greenwich Partnership. 3. Ensure that robust and effective system, programme and project monitoring and evaluation approaches are in place, utilising knowledge and understanding of complex system and public evaluation tools and evidence-base, and contributing to the further development of complex system evaluation approaches, which can identify impacts across demographic and cultural groups. 4. Effectively communicate information and insight to a variety of audiences using a variety of media, drawing on knowledge and understanding of evidence, and social marketing approaches, working alongside communication and engagement specialists within the Division, Council, NHS and VCS, extracting, interpreting, analysing and presenting data from various sources, and being able to precis and present complex policy and guidance. 5. Develop and deliver training, communications and materials that increase the skills, knowledge and expertise of health and care professionals to recommend and refer physical activity to patients, service users, and their own workforce. 6. Contribute to the development and design of clinical and service pathways that improve health outcomes through increasing physical activity levels, in particular for those experiencing health inequalities, ensuring the involvement and participation of residents, people with lived experience, and VCS organisations in this pathway design, utilising existing partnership arrangements, and developing new partnership arrangements where needed for service and pathway co-design, and that these pathways are reflected in the integrated commissioning of services. 7. Co-ordinate the design and delivery Health Needs Assessments and Health Impact Assessments in relation to physical activity, sedentary behaviour, and obesity, including commissioning additional capacity where required, and ensuring input and engagement with system partners, and people with lived experience. 8. Contribute to the strategic, integrated commissioning of services that improve population health outcomes through increased physical activity as both prevention and treatment of ill health, reducing health inequalities, driving innovation and whole system approaches, and robust evaluation of short, medium and longer term outcomes. 9. Take oversight of tendering exercises for projects and programmes, within the RB Greenwich corporate procurement framework. 10. Through the promotion of physical activity, and development of physical activity interventions, highlight and exploit the co-benefits of physical activity to mental health and wellbeing, air quality, climate change, and community connection, working collaboratively within the Division and with other Council Divisions and stakeholders to create the conditions for everybody active. 11. Utilising co-production and co-design principles, contribute to the development of frameworks and strategic approaches to tackling weight stigma, and reducing the barriers for all our residents to being more active, promoting health at all sizes. 12. Influence key senior stakeholders across the Greenwich system, including leaders from Royal Greenwich Council, local health and social care providers, the VCS and local business, to understand and use their levers for increasing physical activity levels, and reducing sedentary behaviour, including their workforces. 13. Act as an advocate for health at all sizes, physical activity, and the co-benefits of increased physical activity and reduced sedentary behaviour, championing innovation, keeping abreast of changes and developments in policy, evidence and approaches at local, regional and national level, and applying knowledge and understanding of these changes to the design and implementation of projects, programmes and commissioning. 14. Identify new and potential sources of funding and develop business cases for future developments to strengthen work directed towards increasing physical activity outcomes and reduced health inequalities, contributing to partnership funding bids. 15. To represent the Council at regional and sub-regional networks, groups and events as required, including OHID, London Councils and South East London Vital 5 forums. 16. Direct and manage staff and financial resources effectively, to deliver the best outcomes for increasing physical activity and reducing sedentary behaviour, within Council financial and human resources policies and frameworks. 17. Work with colleagues across the Division, Health and Adult Services and the wider Council in a spirit of collaboration, sharing knowledge and expertise, and continuously learning how other teams and services can contribute to better health and wellbeing outcomes for our diverse communities. 18. Ensuring that Councillors, senior officers and partners are briefed and supported effectively when deployed to support events and in their dealings with the media in relation to health 19. Playing a leadership role as a senior manager within the Division. 20. Where necessary for the job role or appropriate for continued development in the role, the post holder may be required to participate in training and development courses made available via the Councils Apprentice Levy funding and other mechanisms, including the UKPHR Practitioner and Registrar programmes, . and will be required to undertake MEOC training, and any other mandatory training required by the Division and the Council. 21. You may be required to undertake alternative, additional or ancillary duties from time to time or transfer to another service department within the Council as the Council may reasonably direct to meet service user demand in the event of a crisis or emergency. 25.
