MAJOR DUTIES AND RESPONSIBILITIES

• Provides Cardiology consultative and continuity care services at underserved or understaffed VISN facilities through a combination of virtual and in-person care when needed.
• Participates in the expanded use of clinical video telehealth (VVC and CVT)/electronic consultation (e-Consult) to improve access to cardiology care.
• Participates in the referral management process for cardiology consults with patient follow-up, as appropriate.

• Provides clinical assessment and evaluation of Inpatients and Outpatients, reading and interpretation of cardiac studies.

The incumbent functions at the highest level of clinical practice, works independently under their scope of practice as defined by the individual medical center to directly care for patients.

Duties include, but not limited to:

Clinical Functions

MRTs (Coder) select and assign codes from current versions of ICD CM, PCS, CPT, and HCPCS classification systems to both inpatient and outpatient records. Duties include, but are not limited to:

Incumbent has overall responsibility of the Medical Center's Budget operations and in establishing budget policies and procedures. The Advanced MSA primary duties are to perform a variety of administrative support functions in connection with Veteran's inpatient and outpatient visits, care, and treatment while working collaboratively in an interdisciplinary coordinated care delivery model. Work involves specialized administrative judgment and the flexible use of a wide range of clinical flow processes relating to access to care across multiple clinics and specialties. Some of the major duties of this position include, and are not limited to:

• Schedule appointments in a timely manner. All appointments will be made with the patient's input, either in person or by phone. This may require a high level of coordination to avoid patients and sending sites not being able to conduct their CVT appointments.
• Daily review of active/pending consults, Recall list, and communications for accuracy and disposition.
• Monitor pre-appointment requirements to assure readiness for virtual (CVT/VVC/phone) visits.

The incumbent is assigned to VISN 4, within the Caregiver Support Program (CSP). The incumbent although stationed at the VISN-with primary role of CSP clinical eligibility reviewer-may have clinical privileges and credentialing at a VA Medical Center (VAMC) or Community-based Outpatient Clinic (CBOC). The incumbent may have up to 20% of their time dedicated to a combination of direct clinical care, academic teaching/training, research, and/or program evaluation at their home VAMC. This work would be separate from caregiver support. The duties for the incumbent, must be at least 75% administrative and related to the CEAT. The other duties will be determined by the incumbent and their VISN leadership.

Each individual CEAT team member will review the Veteran's medical record summary, most recent History & Physical, findings of recent testing at the facility, caregiver assessment and care team input. The team member will present their respective findings to the inter-professional team. The team will meet and render a multi-disciplinary decision regarding clinical eligibility, based on all eligibility requirements. If deemed eligible, the team will also determine the appropriate level of caregiving required (tier level). Each team will document the findings and determination and communicate the decision with the referring facility or region.

Major duties include, but may not be limited to:

• Reviews dispositions of PCAFC initial eligibility decisions; reassessments; and appeal decisions for clinical eligibly determinations, within 45 days of receipt from facilities and other CSP VISN CEAT. This is done from a psychological perspective.
• Analyzes mental health data obtained from VHA electronic health record and collateral records for use in determining PCAFC clinical eligibility and documents findings in approved CSP PCAFC templated notes.

Psychology Program Manager (Quality Assurance Officer) works within the Veterans Crisis Line (VCL), Quality, Training and Risk Management. Responsibilities are complex in scope and have a nationwide impact including the ability to ensure implementation of an effective enterprise quality management system that includes monitoring and evaluating the quality of clinical and administrative processes throughout the Veterans Crisis Line.

Major Duties include, but are not limited to:

• Serves as a subject matter expert in the areas of quality management and enterprise risk management for the Veterans Crisis Line and is responsible to ensure the effective implementation of an enterprise quality management system.

  • Manages National, Regional & cross-VISN TMH and Tele Primary Care clinical projects with specific emphasis on technological connectivity between participating provider and recipient Health Care System Medical Centers, CBOCs and other VA facilities.
  • Assists participating provider sites and individual veterans with establishing home based CVT (hCVT) services including provision of mobile device solutions, installation and operation.
  • Obtains and consolidates information for presentation to the Clinical Resource HUB Director and to respective National, VISN and facility leaders/staff for use in the planning, development, and the operation of integrated regional programs.
  • Develops and coordinates internal review systems for tracking equipment, technological capacity and inter-system connectivity for planning and operations.
  • Provides technical expertise in the field of Tele Health care planning and systems redesign.
  • Identifies the development, training and orientation for TH network needs.
  • Provides or arranges for the needed training and skills development for equipment operation and integration with existing facility IT Departments and facility Telehealth coordinators.
• Evaluates Programs/Monitors Data:
  • Develops and maintains systems to ensure that hCVT workload is captured properly and reimbursement is optimized for cost recovery.
  • Analyzes telehealth data, identifies trends and issues of concern with emphasis on technological challenges and solutions to surmount identified obstacles.
  • Develops, monitors and reviews trend analyses regarding clinical care connectivity and performance improvement activities.
  • Reviews material and monitors operations with regard to compliance with the standards of internal and external accrediting agencies.
  • Develops background and management options available to deal with complex National/Regional/VISN planning and implementation issues with regard to CVT-based services.
  • Recommends action or adjustments necessary to achieve required objectives.
  • Ensures proposals/initiatives submitted for VACO/VISN approval are complete and all implementation requirements are accurately identified.
• Reports Results/Monitors Remedial Actions:
  • Compiles final reports including comprehensive analyses; notes discrepancies and planned initiatives for effecting remedial actions.
  • Provides consultation to VISN leadership across VISN 9 and possibly other VISNs and implements resolutions based on provider and service sites mutual interests.
  • Establishes process controls to ensure recommendations and actions are completed as approved.
  • Monitors action items within the organization and ensures appropriate progress to remedy problems and to mitigate risk management.
  • Recommends new policies and procedures and recommends revision for existing Region/VISN policies and procedures in keeping with National guidelines and priorities.
• Program Review and Documentation Preparation:
  • Ensures effective reporting for the VISN 9 healthcare telehealth delivery system.
  • Serves as the point of contact for network operations information, reports, data pulls, controlled correspondence and local, VISN or national suspense items relevant to technology, equipment, software and IT systems management.
  • Ensures communications are accurate, professional and complete. and that written documents are completed according to organizational formats/guidelines
  • Drafts new and revised Regional/VISN Memoranda and Bulletins and upon review and concurrence of the VISN 9 Clinical Resource HUB Director and concerned services, disseminates these documents and publications.
